Local development planning often remains disconnected from ecological considerations. Infrastructure expansion, land use changes, and livelihood activities at the village level frequently affect biodiversity without adequate assessment or integration. Thus, there is a need to:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Integrate biodiversity into local development planning<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Strengthen grassroots institutions for ecological governance<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Link conservation outcomes with livelihood and development processes<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The present initiative seeks to address these structural gaps.<\/span><\/p>\n<h2><b>Key Features of the Project<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The project focuses on bringing <\/span><b>biodiversity conservation into village-level planning and making local communities active partners in protecting nature. <\/b><span style=\"font-weight: 400;\">The initiative <\/span><b>adopts a \u201cwhole-of-government and whole-of-society\u201d approach<\/b><span style=\"font-weight: 400;\">, aiming to bridge policy and grassroots action while strengthening India\u2019s leadership in biodiversity conservation.<\/span><\/p>\n<p><b>Landscape-Based Conservation Model: <\/b><span style=\"font-weight: 400;\">The project adopts a landscape-based approach by focusing on two ecologically rich and socio-culturally diverse regions &#8211; Sathyamangalam Landscape (Tamil Nadu) and Garo Hills Landscape (Meghalaya).\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Sathyamangalam Landscape (Tamil Nadu)<\/b><span style=\"font-weight: 400;\">: Located at the confluence of the Western and Eastern Ghats, it includes <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/about-mudumalai-tiger-reserve-upsc\/\" target=\"_blank\">Mudumalai<\/a><\/strong><span style=\"font-weight: 400;\"> and <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/sathyamangalam-tiger-reserve\/\" target=\"_blank\">Sathyamangalam Tiger Reserves<\/a><\/strong><span style=\"font-weight: 400;\">. The region involves forest-fringe communities with strong traditional ecological knowledge.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Garo Hills Landscape (Meghalaya)<\/b><span style=\"font-weight: 400;\">: Includes Nokrek Biosphere Reserve, Balpakram National Park, and Siju Wildlife Sanctuary. The area is characterised by community-managed forests and institutions like Village Employment Councils (VECs).<\/span><\/li>\n<\/ul>\n<p><b>Decentralised Environmental Governance Structures: <\/b><span style=\"font-weight: 400;\">The project focuses on strengthening <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/panchayati-raj-institutions\/\" target=\"_blank\">Panchayati Raj Institutions (PRIs) <\/a><\/strong><span style=\"font-weight: 400;\">and <\/span><b>Biodiversity Management Committees (BMCs).\u00a0<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It promotes the creation of multi-stakeholder landscape platforms involving forest departments, revenue authorities, elected representatives, and civil society organisations.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">This ensures convergence between administrative systems and community institutions.<\/span><\/p>\n<p><b>Integration of Biodiversity into GPDPs: <\/b><span style=\"font-weight: 400;\">One of the most important interventions is the inclusion of biodiversity in Gram Panchayat Development Plans (GPDPs). This means that village-level development planning will now consider ecological aspects such as:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Impact of infrastructure on forests and ecosystems<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Conservation of local species and natural habitats<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Use of traditional ecological knowledge in planning<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">BMCs will act as a bridge between scientific knowledge and local governance, ensuring that ecological concerns are reflected in development decisions.<\/span><\/p>\n<p><b>Innovative Financing Mechanisms: <\/b><span style=\"font-weight: 400;\">The initiative promotes diversified financing for conservation through:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/access-and-benefit-sharing-abs\/\" target=\"_blank\">Access and Benefit Sharing (ABS)<\/a><\/strong><span style=\"font-weight: 400;\">, <\/span><span style=\"font-weight: 400;\">Corporate Social Responsibility (CSR) <\/span><span style=\"font-weight: 400;\">co-financing and green micro-enterprises, aimed at generating sustainable livelihoods linked directly to conservation outcomes.<\/span><\/li>\n<\/ul>\n<p><b>Capacity Building and Inclusion: <\/b><span style=\"font-weight: 400;\">The programme also places strong emphasis on capacity building, knowledge management and inclusive governance, with a special focus on :\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Women, Scheduled Castes and Tribal communities, ensuring that conservation benefits are equitably distributed<\/span><\/li>\n<\/ul>\n<h2><b>Alignment with Policy Frameworks<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The initiative aligns with key national and global frameworks, including:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">National Biodiversity Strategy and Action Plan (NBSAP 2024-2030)<\/span><\/li>\n<li empowers Panchayati Raj Institutions and Biodiversity Management Committees, making them active decision-makers in environmental governance.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Integrates development and environment<\/b><span style=\"font-weight: 400;\">: By including biodiversity in Gram Panchayat Development Plans, it ensures that local development does
