Under this system, ports were managed by government-appointed boards and functioned largely like public sector departments, with significant control exercised by the central government over key decisions such as investment, tariff setting and expansion. However,\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Excessive procedural requirements led to delays in decision-making and project execution,\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Limited financial autonomy restricted the ability of ports to raise resources for same time, experiences from fully privatised systems, such as in the United Kingdom, indicate that <\/span><b>excessive privatisation may reduce public control over strategic
