To transform select institutions into world-class centres of teaching and research, the Government of India launched the Institutions of Eminence Scheme.<\/span><\/p>\n<h2><b>About Institutions of Eminence Scheme<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Institutions of Eminence Scheme is a higher education reform initiative <\/span><b>launched by the University Grants <\/b><span style=\"font-weight: 400;\">Commission in <\/span><b>2017<\/b><span style=\"font-weight: 400;\"> to develop world-class educational institutions in India.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The scheme was first <\/span><b>announced in the Union Budget 2016.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Institutions of Eminence (IoE) recognition status was formally set up in 2017 by the <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/university-grants-commission\/\" target=\"_blank\"><strong>University Grants Commission<\/strong><\/a> (UGC).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It <\/span><b>aims to establish 20 globally competitive institutions in the country, including 10 public and 10 private institutions.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Under the scheme, selected institutions are granted the status of \u201cInstitution of Eminence\u201d. These institutes are <\/span><b>granted greater academic, administrative, and financial autonomy to improve their global ranking and research capabilities.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Funding: <\/b><span style=\"font-weight: 400;\">Public institutions receive a grant of up to \u20b91,000 crore; no funding is awarded to private institutions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Regulatory framework<\/b><span style=\"font-weight: 400;\">: UGC (Declaration of Government Institutions as Institutions of Eminence) Guidelines, 2017 for public institutions; UGC (IoE Deemed to be Universities) Regulations, 2017 for private institutions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The scheme required institutions selected under the initiative to obtain accreditation within five years of notification.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The scheme includes a <\/span><b>greenfield category<\/b><span style=\"font-weight: 400;\"> for new institutions that are yet to become operational. Greenfield institutions are given three years to establish themselves before final consideration for Institution of Eminence status. After this period, the Empowered Expert Committee evaluates their performance before granting Institution of Eminence status.<\/span><\/li>\n<\/ul>\n<h2><b>Institutions of Eminence Scheme Objectives\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Institutions of Eminence scheme seeks to transform Indian higher education through excellence, innovation, and international competitiveness.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Promoting Excellence in Higher Education<\/b><span style=\"font-weight: 400;\">: The scheme aims to develop institutions that provide world-class teaching, research, and innovation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Encouraging Advanced Research<\/b><span style=\"font-weight: 400;\">: Institutions are expected to strengthen interdisciplinary research and contribute to knowledge creation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Achieving Global Recognition<\/b><span style=\"font-weight: 400;\">: The long-term objective is to place Indian institutions among the top 100 universities globally.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Enhancing Innovation Capacity<\/b><span style=\"font-weight: 400;\">: The scheme promotes innovation ecosystems, incubation centres, and industry-academia partnerships.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Improving Academic Quality<\/b><span style=\"font-weight: 400;\">: The initiative seeks to enhance the quality of teaching, faculty development, and research standards.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Strengthening India\u2019s Knowledge Economy<\/b><span style=\"font-weight: 400;\">: World-class universities are essential for technological advancement, economic growth, and human capital development.<\/span><\/li>\n<\/ul>\n<h2><b>Institutions of Eminence Scheme Features\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Institutions of Eminence Scheme provides extensive autonomy and flexibility to selected institutions to improve their global competitiveness.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Greater Academic Autonomy<\/b><span style=\"font-weight: 400;\">: Institutions are given freedom to design courses, introduce new programmes, and revise curriculum structures.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Administrative and Financial Flexibility<\/b><span style=\"font-weight: 400;\">: Selected institutions enjoy greater flexibility in governance, administration, and financial management.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Freedom to Determine Fee Structure<\/b><span style=\"font-weight: 400;\">: Institutions with Institution of Eminence status can decide their own fee structures with minimal regulatory restrictions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Enhanced Global Collaborations<\/b><span style=\"font-weight: 400;\">: Institutions can collaborate more freely with international universities and research organisations.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Permission to Recruit Foreign Faculty<\/b><span style=\"font-weight: 400;\">: Selected institutions can recruit international faculty members and researchers to improve academic standards.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Opportunity to Admit International Students<\/b><span style=\"font-weight: 400;\">: Institutions are encouraged to increase enrolment of foreign students and strengthen internationalisation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Support for Research and Innovation<\/b><span style=\"font-weight: 400;\">: The scheme promotes advanced research, patents, innovation ecosystems, and interdisciplinary studies.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Freedom to Open Offshore Campuses<\/b><span style=\"font-weight: 400;\">: Institutions can establish campuses outside India subject to regulatory approvals.<\/span><\/li>\n<\/ul>\n<h2><b>Eligibility Criteria for Institution of Eminence Status<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Institutions seeking Institution of Eminence status are selected on the basis of their academic reputation, research performance, and global competitiveness.
