Under this program, surplus agricultural products from the U.S. were supplied to developing nations either as aid or on concessional terms. It helped countries facing food shortages improve food security, while also allowing the U.S. to manage its excess production and strengthen international relations.<\/span><\/p>\n<h2><b>Background of India\u2019s Food Crisis<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">After Independence in 1947, <\/span><b>India inherited a weak agricultural base,<\/b><span style=\"font-weight: 400;\"> low productivity, and poor infrastructure due to colonial exploitation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/partition-of-india\/\" target=\"_blank\"><b>Partition of India<\/b><\/a><b> (1947)<\/b><span style=\"font-weight: 400;\"> led to the <\/span><b>loss of fertile regions<\/b><span style=\"font-weight: 400;\"> like parts of Punjab and Bengal, which were major food-producing areas.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Rapid population growth<\/b><span style=\"font-weight: 400;\"> increased pressure on limited food resources.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India also faced<\/span><b> frequent droughts and monsoon failures,<\/b><span style=\"font-weight: 400;\"> making agriculture highly uncertain.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The country had <\/span><b>very low foreign exchange reserves, <\/b><span style=\"font-weight: 400;\">so it could not afford large-scale food imports from global markets.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">As a result, by the 1950s-60s, India was facing chronic food shortages, with a constant fear of famine.<\/span><\/li>\n<\/ul>\n<h2><b>About PL 480<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>PL 480<\/b><span style=\"font-weight: 400;\"> was a <\/span><b>US law enacted in 1954<\/b> <b>to supply<\/b> <b>surplus agricultural commodities to developing countries.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It had multiple objectives:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Humanitarian:<\/b><span style=\"font-weight: 400;\"> To help countries facing hunger<\/span><\/li>\n<li style=\"font-weight: 400;\" War<\/a><\/strong><\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It had different components (Titles):<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Title I:<\/b><span style=\"font-weight: 400;\"> Sale of food grains on <\/span><b>concessional terms (paid in local currency)<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Title II: Emergency food aid (grants\/donations)<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 480 wheat imports formed a significant share of India\u2019s total food consumption.<\/span><\/li>\n<\/ul>\n<h2><b>PL 480 as a Tool of US Foreign Policy<\/b><\/h2>\n<ul>\n<li><span
