Socialist-era laws such as the Urban Land Ceiling Act, 1976 fragmented land ownership without meaningfully enabling public land acquisition or monetisation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Failure to Monetise Public Land &#8211; This contributed to &#8211; Rent-seeking; Informal transactions; Massive generation of <\/span><b>black money<\/b><span style=\"font-weight: 400;\">, especially in the real estate sector.<\/span><\/li>\n<\/ul>\n<h3><b style=\"font-size: inherit;\">Low-Equilibrium Trap for Urban Local Bodies<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span Governments<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Beyond competitive federalism between Centre and states, competition among cities and local governments (competitive sub-federalism) could become a major driver of reform, efficiency, and innovation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Growing urban populations may strengthen local governance politically.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The upcoming Census and intra-state delimitation could increase the electoral weight of urban voters, creating stronger incentives for better urban
