Established in 2003 under <\/span><b>United Nations Security Council Resolution 1509<\/b><span style=\"font-weight: 400;\">, the mission aimed to restore peace and stability in Liberia after the devastating <\/span><b>Second Liberian Civil War<\/b><span style=\"font-weight: 400;\">. Over the years, UNMIL played a crucial role in rebuilding governance institutions, protecting civilians, strengthening democracy, and reforming the security sector. The mission officially concluded on<\/span><b> March 30, 2018<\/b><span style=\"font-weight: 400;\">, after successfully transferring security responsibilities to Liberian authorities.\u00a0<\/span><\/p>\n<h2><b>UNMIL Operation Background<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Liberia<\/b><span style=\"font-weight: 400;\"> faced two devastating civil wars between <\/span><b>1989 and 2003<\/b><span style=\"font-weight: 400;\">, resulting in political instability, economic collapse, and widespread violence.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The conflict led to the deaths of nearly <\/span><b>250,000 people<\/b><span style=\"font-weight: 400;\"> and displaced millions internally and across neighboring countries.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Armed rebel groups, ethnic tensions, and weak governance severely damaged Liberia\u2019s administrative and security institutions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Second Liberian Civil War (1999\u20132003)<\/b><span style=\"font-weight: 400;\"> intensified violence and created a major humanitarian crisis in West Africa.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">International concern grew due to increasing human rights violations, child soldier recruitment, and attacks on civilians.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In August 2003, the <\/span><b>Comprehensive Peace Agreement (CPA)<\/b><span style=\"font-weight: 400;\"> was signed in Accra, Ghana, between the Liberian government, rebel groups, and political parties.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Following the peace agreement, the <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/what-is-the-united-nations-security-council\/\" target=\"_blank\"><b>United Nations Security Council<\/b><\/a><span style=\"font-weight: 400;\"> adopted <\/span><b>Resolution 1509<\/b><span style=\"font-weight: 400;\"> in September 2003.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The resolution established the <\/span><b>UNMIL (United Nations Mission in Liberia)<\/b><span style=\"font-weight: 400;\"> as a multidimensional peacekeeping operation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The mission was authorized under <\/span><b>Chapter VII of the UN Charter<\/b><span style=\"font-weight: 400;\">, allowing peacekeepers to use force to protect civilians and maintain peace.<\/span><\/li>\n<\/ul>\n<h2><b>UNMIL Operation Objectives<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">UNMIL Operation was established to restore peace and stability in Liberia after the civil war by protecting civilians, rebuilding implementation of the <\/span><b>ceasefire agreement<\/b><span style=\"font-weight: 400;\"> and maintain peace and security across Liberia.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Protect <\/span><b>civilians, UN personnel, and humanitarian workers<\/b><span style=\"font-weight: 400;\"> from violence and armed conflict.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Support the <\/span><b>Disarmament, Demobilization, and Reintegration (DDR)<\/b><span <\/span><b>humanitarian assistance<\/b><span style=\"font-weight: 400;\"> to affected populations.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Support the organization of <\/span><b>free and fair democratic elections<\/b><span style=\"font-weight: 400;\"> in Liberia.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Help refugees and internally displaced persons return safely to their homes.<\/span><\/li>\n<\/ul>\n<h2><b>India\u2019s Historic Role in UNMIL<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">India played a landmark role in the <\/span><b>UNMIL (<\/b><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/the-united-nations-un\/\" target=\"_blank\"><b>United Nations<\/b><\/a><b> Mission in Liberia)<\/b><span style=\"font-weight: 400;\"> by making significant contributions to peacekeeping, security reform, and gender equality. India\u2019s participation strengthened the mission\u2019s effectiveness and enhanced its global reputation as a responsible contributor to United Nations peacekeeping operations.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India deployed the world\u2019s <\/span><b>first-ever all-women Formed Police Unit (FPU)<\/b><span style=\"font-weight: 400;\"> in Liberia in 2007 under UNMIL.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The contingent was mainly drawn from the <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/central-reserve-police-force-crpf\/\" target=\"_blank\"><b>Central Reserve Police Force (CRPF)<\/b><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Indian women peacekeepers performed duties such as crowd control, patrolling, security management, and training local police personnel.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The deployment became a major symbol of <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/women-empowerment\/\" target=\"_blank\"><b>women empowerment<\/b><\/a><b> and gender equality<\/b><span style=\"font-weight: style=\"font-weight: 400;\">Indian forces gained international recognition for professionalism, discipline, and humanitarian service during the mission.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The contribution strengthened India\u2019s image as one of the largest and most trusted contributors to <\/span><b>UN peacekeeping missions<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<h2><b>Chapter VII of the UN Charter<\/b><\/h2>\n<p><b>Chapter VII<\/b><span style=\"font-weight: 400;\"> of the United Nations Charter deals with actions related to threats to peace, breaches of peace, and acts of aggression.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It gives the <\/span><b>UN Security Council<\/b><span style=\"font-weight: 400;\"> authority to take measures to maintain or restore international peace and security.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Security Council can first use <\/span><b>non-military measures<\/b><span style=\"font-weight: 400;\"> such as economic sanctions, diplomatic restrictions, travel bans, and arms embargoes.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">If peaceful measures fail, the Council can authorize the use of <\/span><b>military force<\/b><span style=\"font-weight: 400;\"> against aggressors or conflict groups.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Peacekeeping missions authorized under Chapter VII can use force beyond self-defense to protect civilians and maintain law and order.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The chapter empowers the UN to intervene in situations involving civil wars, terrorism, genocide, and humanitarian crises.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Decisions taken under Chapter VII are legally binding on all UN member states.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Article 39 allows the Security Council to determine whether a situation is a threat to international peace and 400;\">Many modern UN peacekeeping missions, including <\/span><b>UNMIL<\/b><span style=\"font-weight: 400;\">, operate under Chapter VII
