The draft rules have been <\/span><b>framed under Section 33 and other provisions of the VB-GRAMG Act, 2025<\/b><span style=\"font-weight: 400;\">, which was passed by Parliament in December 2025. <\/span><b>Key features of the Draft Rules for VB-GRAMG include:\u00a0<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Replacement of MGNREGA<\/b><span style=\"font-weight: 400;\">: VB-GRAM G will replace MGNREGA from <\/span><b>July 1, 2026<\/b><span style=\"font-weight: 400;\">, while ongoing works and existing e-KYC verified job cards will temporarily continue during the transition phase.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Enhanced Employment Guarantee<\/b><span style=\"font-weight: 400;\">: The annual guaranteed rural employment has been increased from 100 days to<\/span><b> 125 days.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Normative and Performance-Based Funding<\/b><span style=\"font-weight: 400;\">: The draft rules replace the earlier demand-driven funding model with a normative allocation framework based on the <\/span><b>16th Finance Commission criteria<\/b><span style=\"font-weight: 400;\">. Higher weightage has been given to GSDP distance to prioritise poorer States, while part of future allocations will depend on State performance in wage payments, social audits, and completion of works.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Revised Centre\u2013State Cost Sharing<\/b><span style=\"font-weight: 400;\">: VB-GRAMG introduces a 60:40 Centre\u2013State funding model for most States and 90:10 for northeastern and Himalayan States.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>National Level Steering Committee (NLSC)<\/b><span style=\"font-weight: 400;\">: The draft rules propose a National Level Steering Committee chaired by the Secretary of the Department of Rural Development to oversee implementation, recommend State-wise fund allocation, coordinate among ministries, and monitor programme performance.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Central Gramin Rozgar Guarantee Council<\/b><span style=\"font-weight: 400;\">: A Central Gramin Rozgar Guarantee Council will be established to advise the Central Government on implementation and monitoring, with representation from workers\u2019 organisations, Panchayati Raj institutions, and disadvantaged social groups.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Technology-Driven Governance<\/b><span style=\"font-weight: 400;\">: The framework emphasises <\/span><b><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/direct-benefit-transfer\/\" target=\"_blank\">Direct Benefit Transfer<\/a> (DBT)<\/b><span style=\"font-weight: 400;\">, Aadhaar-based payments, MIS platforms, digital monitoring systems, <\/span><b>Yuktdhara portal<\/b><span style=\"font-weight: 400;\">, and integration with PM Gati Shakti for decentralised spatial planning.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Agricultural Pause Provision<\/b><span style=\"font-weight: 400;\">: States may notify area-specific no-work periods of <\/span><b>up to 60 days<\/b><span style=\"font-weight: 400;\"> during peak sowing and harvesting seasons to prevent labour shortages in agriculture.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Grievance Redressal System<\/b><span style=\"font-weight: 400;\">: A technology-enabled, time-bound, and multi-tier grievance redressal mechanism has been proposed from Gram Panchayat to State level.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Categorisation of Gram Panchayats<\/b><span style=\"font-weight: 400;\">: Gram Panchayats will be classified into A, B, and C categories for improved planning and resource allocation.<\/span><\/li>\n<li><b>Administrative Expenditure Framework<\/b><span style=\"font-weight: 400;\">: The administrative expenditure ceiling has been increased from 6% under <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/mgnrega\/\" target=\"_blank\"><strong>MGNREGA<\/strong><\/a> to <\/span><b>9% under VB-GRAMG<\/b><span style=\"font-weight: 400;\">, with <\/span><b>at least one-third reserved for Gram Panchayat-level implementation staff<\/b><span style=\"font-weight: 400;\">. Administrative costs will be classified into categories to be borne by the Centre, shared with States, or borne by States.<\/span><\/li>\n<li><b>Permissible Works and UT Provisions<\/b><span style=\"font-weight: 400;\">: The Ministry has circulated an interim list of permissible works under VB-GRAMG and allowed States to propose additional works.
