The resolution urges member countries to strengthen policies related to stroke prevention, risk-factor control, timely treatment, rehabilitation, and long-term support for stroke patients.<\/span><\/p>\n<h2><b>What is Stroke?<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">According to the <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/world-health-organisation\/\" target=\"_blank\"><b>World Health Organization (WHO)<\/b><\/a><span style=\"font-weight: 400;\">, <\/span><b>stroke is a medical emergency that occurs when blood flow to the brain is interrupted due to blockage or bleeding.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The interruption of blood supply can cause brain cell death, serious complications, permanent disability, or death if immediate treatment is not provided.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Major risk factors include<\/b><span style=\"font-weight: 400;\">: Hypertension, Diabetes, Tobacco use, Obesity, Physical inactivity, Unhealthy diet, <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/air-pollution\/\" target=\"_blank\"><strong>Air pollution<\/strong><\/a>, Alcohol misuse.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Many of these risk factors are preventable or controllable through lifestyle changes, early diagnosis, and public health interventions.<\/span><\/li>\n<\/ul>\n<h2><b>World Health Assembly Resolution on Stroke Key Features\u00a0<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The resolution titled<\/span><b> \u201cReducing the burden of stroke: strengthening prevention, acute care, rehabilitation and health-system readiness\u201d<\/b><span style=\"font-weight: 400;\"> formally recognises <\/span><b>stroke as a major global public health challenge <\/b><span style=\"font-weight: 400;\">requiring stronger national and international action.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It was <\/span><b>proposed by Chile, Egypt, Georgia, Palestine, Paraguay, and Tunisia<\/b><span style=\"font-weight: 400;\"> at the 158th session of the WHO Executive Board on 3 February 2026, which recommended its adoption by the 79th World Health Assembly.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The resolution notes that <\/span><b>there has been no earlier focused WHO resolution comprehensively addressing stroke<\/b><span style=\"font-weight: 400;\"> across prevention, acute care, rehabilitation, and system readiness, despite its time-sensitive and emergency nature.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It <\/span><b>calls for inclusion of stroke within national cardiovascular and neurological strategies as well as universal health coverage frameworks, <\/b><span style=\"font-weight: 400;\">with integrated focus on prevention, acute care, and rehabilitation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It urges implementation of <\/span><b>population-level prevention measures <\/b><span style=\"font-weight: 400;\">such as control of hypertension, diabetes, obesity and dyslipidaemia, along with tobacco cessation, alcohol reduction, healthy diet promotion, physical activity, and reduction of air pollution.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It <\/span><b>emphasises strengthening emergency care systems <\/b><span style=\"font-weight: 400;\">to ensure rapid triage, timely transport, and access to imaging and reperfusion therapy, along with defining stroke-ready facilities with minimum standards.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It <\/span><b>supports scaling up acute treatments <\/b><span style=\"font-weight: 400;\">including intravenous thrombolysis and endovascular thrombectomy, along with standardised care protocols for intracerebral haemorrhage.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It <\/span><b>highlights the need to expand multidisciplinary stroke units and rehabilitation services<\/b><span style=\"font-weight: 400;\">, including inpatient care, early supported discharge, community-based rehabilitation, and palliative care for survivors.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It calls for <\/span><b>development of national stroke registries<\/b><span style=\"font-weight: 400;\"> to collect standardised data on incidence, mortality, risk factors, treatment timelines, and outcomes for evidence-based policymaking.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It <\/span><b>promotes integration of digital health tools<\/b><span style=\"font-weight: 400;\"> such as telemedicine, teleradiology, clinical decision support systems, and mobile health platforms to improve stroke care and follow-up.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It <\/span><b>mandates development of WHO technical guidance to support Member States<\/b><span style=\"font-weight: 400;\"> in building equitable, context-specific stroke prevention, treatment, and rehabilitation systems.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It <\/span><b>supports strengthening access to essential medicines and diagnostics,<\/b><span style=\"font-weight: 400;\"> including antihypertensives, anticoagulants, thrombolytics, and basic imaging, along with resilient supply chains.<\/span><\/li>\n<\/ul>\n<h2><b>Global Burden of Stroke<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Stroke is one of the leading causes of death and disability globally.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Stroke<\/b><span style=\"font-weight: 400;\"> is the <\/span><b>second-leading cause of death globally<\/b><span style=\"font-weight: 400;\"> and the <\/span><b>third-leading cause of disability<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It is estimated that <\/span><b>strokes affect 12 million people every year<\/b><span style=\"font-weight: 400;\">, <\/span><b>killing more than half of them<\/b><span style=\"font-weight: 400;\">, and <\/span><b>leaving two out of three survivors with a lasting disability<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>burden<\/b><span style=\"font-weight: 400;\"> of stroke has grown rapidly in <\/span><b>low- and middle-income countries (LMICs),<\/b><span style=\"font-weight: 400;\"> which account for approximately <\/span><b>87% of stroke deaths<\/b><span style=\"font-weight: 400;\">, where access to timely diagnosis, CT scans, stroke units, and specialised care remains limited.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>number of new stroke cases and deaths increased by 70% and 44%<\/b><span style=\"font-weight: 400;\"> respectively <\/span><b>between 1990 and 2021.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Women experience poorer functional recovery and higher mortality than men<\/b><span style=\"font-weight: 400;\"> due to factors including age, more severe stroke, pre-stroke dependency, and depression.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Men experience a substantial burden of stroke at younger ages<\/b><span style=\"font-weight: 400;\">, including premature mortality and long-term disability.<\/span><\/li>\n<\/ul>\n<h3><b>Stroke Burden in India<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Stroke has emerged as a major public health challenge in India due to rising incidence, disability burden, and shortage of specialised neurological care.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00a0According to available estimates, <\/span><b>India records between 108 and 172 stroke cases annually per one lakh population,<\/b><span style=\"font-weight: 400;\"> with <\/span><b>one-month case fatality rates ranging from 18% to 42%.<\/b><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">New findings from the Indian Council of Medical Research (ICMR)-led National Stroke Registry Programme reveal that<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Nearly one in seven stroke patients in India is below the age of 45 <\/b><span style=\"font-weight: 400;\">\u2014 a demographic once considered relatively low-risk for stroke.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The registry analysed nearly <\/span><b>35,000 stroke cases reported from 30 hospitals across the country between 2020 and 2022.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Only around 20% of patients reached hospitals within the critical therapeutic window of 4.5 hours<\/b><span style=\"font-weight: 400;\"> \u2014 the period during which clot-dissolving drugs or advanced procedures such as mechanical thrombectomy can significantly reduce brain damage.<\/span><\/li>\n<\/ul>\n<h2><b>About the World Health Assembly<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The World Health Assembly is the <\/span><b>decision-making body of the World Health Organization (WHO).<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It is attended by delegations from all WHO Member States and focuses on a specific health agenda prepared by the
