The decision was announced in the UN Secretary-General\u2019s report on Conflict-Related Sexual Violence (CRSV), highlighting a rise in such violations across conflict zones during 2025.<\/span><\/p>\n<h2><b>About UN Sexual Violence Blacklist<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>UN Sexual Violence Blacklist<\/b><span style=\"font-weight: 400;\"> is part of the <\/span><b>annual report<\/b><span style=\"font-weight: 400;\"> submitted by the UN Secretary-General to the <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/what-is-the-united-nations-security-council\/\" target=\"_blank\">UN Security Council<\/a><\/strong><span style=\"font-weight: 400;\"> on conflict-related sexual violence.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It names governments, armed forces and non-state actors that are <\/span><b>credibly suspected of committing rape, sexual slavery, forced prostitution and other forms of sexual violence <\/b><span style=\"font-weight: 400;\">in conflict situations.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The list serves as a mechanism of accountability by publicly naming alleged perpetrators and encouraging corrective measures.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Although <\/span><b>inclusion does not automatically result in sanctions<\/b><span style=\"font-weight: 400;\">, it can damage a country\u2019s international reputation and may affect participation in <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/un-peacekeeping-operations\/\" target=\"_blank\">UN peacekeeping operations<\/a><\/strong><span style=\"font-weight: 400;\"> if violations persist.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>latest report blacklisted 77 state and non-state actors across 12 conflict-affected countries<\/b><span style=\"font-weight: 400;\"> and noted a <\/span><b>sharp increase in conflict-related sexual violence cases in 2025 compared to the previous year.<\/b><\/li>\n<\/ul>\n<h2><b>Why Were Israel and Russia Included?\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The UN report found credible evidence of patterns of conflict-related sexual violence allegedly committed by Israeli and Russian security forces in conflict zones.<\/span><\/p>\n<h3><b>Israel<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">According to the UN report, Israeli military, security and prison personnel were involved in documented cases of sexual violence against Palestinian detainees in <\/span><b>Gaza and the West Bank.<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">According to the report, the <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/the-united-nations-un\/\" target=\"_blank\"><span style=\"font-weight: 400;\"><strong>United Nations<\/strong><\/span><\/a><span style=\"font-weight: 400;\"> verified multiple incidents involving 14 men, 7 women, 9 boys and 1 girl.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>violations included rape, gang rape, attempted rape, physical violence against genital organs, forced nudity, threats of rape, invasive strip and cavity searches, and targeted shootings of the genitals.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The report noted that many <\/span><b>incidents occurred during detention, interrogation, military operations and at checkpoints.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The report further stated that rape and gang rape were perpetrated against nine victims, most of whom were from Gaza. In some instances, the <\/span><b>abuses were allegedly photographed or filmed.\u00a0<\/b><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Several survivors included <\/span><b>journalists and human rights defenders<\/b><span style=\"font-weight: 400;\">. Several incidents reportedly occurred during detention, interrogation, military operations, and at checkpoints.<\/span><\/li>\n<\/ul>\n<h3><b>Russia<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In the case of Russia, the <\/span><b>UN Human Rights Monitoring Mission<\/b><span style=\"font-weight: 400;\"> in Ukraine verified 310 cases of conflict-related sexual violence attributed to Russian armed and security forces.\u00a0<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The victims included 280 men, 26 women and 4 girls.\u00a0<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reported abuses included rape, gang rape, genital mutilation, electric shocks, beatings to the genitals and other forms of torture.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The incidents were documented in the context of the ongoing <\/span><b>Russia\u2013Ukraine conflict.<\/b><\/li>\n<\/ul>\n<h2><b>Response of Israel and Russia<\/b><\/h2>\n<p><b>Both countries have rejected the allegations.\u00a0<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Israel described the decision as politically motivated and strongly criticized the UN Secretary-General for placing Israel on the same blacklist as terrorist groups such as <\/span><b>Hamas and ISIS.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In response, Israel announced that it would sever official ties with the office of the UN Secretary-General until a new Secretary-General assumes office.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Russia had previously dismissed similar allegations and denied responsibility for the reported violations.
