The Act allows the continued use of English along with Hindi for official communication, thereby maintaining balance and avoiding language-related conflicts in a diverse country like India.<\/span><\/p>\n<h2><b>Key Provisions of the Official Languages Act 1963<\/b><\/h2>\n<ul>\n<li aria-level=\"1\"><b>Short Title and Commencement<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">The <\/span><b>Official Languages Act, 1963<\/b><span style=\"font-weight: 400;\"> was enacted to regulate the <\/span><b>use of languages for official purposes of the Union<\/b><span style=\"font-weight: 400;\">, including Parliament, laws, and High Courts, ensuring uniformity in administration.<\/span><\/li>\n<li><b>Section 3<\/b><span style=\"font-weight: 400;\"> came into force on <\/span><b>26 January 1965<\/b><span style=\"font-weight: 400;\">, marking the completion of the 15-year constitutional transition period.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The <\/span><b>remaining provisions<\/b><span style=\"font-weight: 400;\"> were implemented on different dates through <\/span><b>notifications in the Official Gazette<\/b><span style=\"font-weight: 400;\"> by the Central Government, allowing gradual adaptation.<\/span><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Definitions<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">The term <\/span><b>\u201cAppointed Day\u201d<\/b><span style=\"font-weight: 400;\"> refers to <\/span><b>26 January 1965<\/b><span style=\"font-weight: 400;\"> for Section 3, while for other provisions it means the date on which those provisions came into force.<\/span><\/li>\n<li><b>\u201cHindi\u201d<\/b><span style=\"font-weight: 400;\"> is defined as Hindi written in the <\/span><b>Devanagari Script<\/b><span style=\"font-weight: 400;\">, ensuring standardization in official use.<\/span><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Continuation of English Language<\/b>\n<ul>\n<li><span of business in Parliament<\/b><span style=\"font-weight: 400;\">, ensuring continuity in legislative functioning.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">In <\/span><b>communication between the Union and non-Hindi States<\/b><span style=\"font-weight: 400;\">, the use of <\/span><b>English is mandatory<\/b><span style=\"font-weight: 400;\"> to maintain clarity.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">When <\/span><b>Hindi is used between a Hindi-speaking State and a non-Hindi State<\/b><span style=\"font-weight: 400;\">, it must be accompanied by an <\/span><b>English translation<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">A <\/span><b>non-Hindi State<\/b><span style=\"font-weight: 400;\"> may choose to communicate in Hindi, and in such cases, English is not compulsory.<\/span><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Language in Government agreements, licenses, permits, notices, and tender forms<\/b><span style=\"font-weight: 400;\"> must also be issued in <\/span><b>Hindi and English<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Power of Central Government<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">The <\/span><b>Central Government<\/b><span style=\"font-weight: 400;\"> is empowered to decide the <\/span><b>language or languages<\/b><span style=\"font-weight: 400;\"> to be used for official work through rules.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">While making such rules, it must ensure <\/span><b>efficient administration<\/b><span style=\"font-weight: 400;\">, protect <\/span><b>public interest<\/b><span style=\"font-weight: 400;\">, and ensure smooth functioning.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">It must also ensure that employees with proficiency in <\/span><b>either Hindi or English<\/b><span style=\"font-weight: 400;\"> are <\/span><b>not placed at a disadvantage<\/b><span style=\"font-weight: 400;\">, ensuring fairness.<\/span><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Continuation of English Until Consensus<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">The use of English will continue until all <\/span><b>non-Hindi States pass resolutions<\/b><span style=\"font-weight: 400;\"> agreeing to discontinue it.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">After this, <\/span><b>both Houses of Parliament must approve<\/b><span style=\"font-weight: 400;\"> the discontinuation through a resolution.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">This ensures that any language shift happens through <\/span><b>national consensus<\/b><span style=\"font-weight: 400;\">, not compulsion.<\/span><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Committee on Official Language<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">A <\/span><b>Committee on Official Language<\/b><span style=\"font-weight: 400;\"> is constituted <\/span><b>10 years after Section 3 comes into force<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">It consists of <\/span><b>30 members<\/b><span style=\"font-weight: 400;\">, including <\/span><b>20 from <\/b><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/lok-sabha\/\" target=\"_blank\"><b>Lok Sabha<\/b><\/a><b> and 10 from <\/b><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/rajya-sabha\/\" target=\"_blank\"><b>Rajya Sabha<\/b><\/a><span style=\"font-weight: 400;\">, elected through <\/span><b>proportional Translation of Central Laws<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">A <\/span><b>Hindi translation of Central Acts, Ordinances, rules, and regulations<\/b><span style=\"font-weight: 400;\">, published under the authority of the <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/president-of-india\/\" target=\"_blank\"><b>President<\/b><\/a><span style=\"font-weight: 400;\">, is considered the <\/span><b>authoritative Hindi text<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">All <\/span><b>Bills and amendments in Parliament<\/b><span style=\"font-weight: 400;\"> must include both the <\/span><b>English version and an authorized Hindi translation<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Hindi Translation of State Laws<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">If a State uses a language other than Hindi, it may
