400;\">The Supreme Court recently sought responses from the Centre, the National Tiger Conservation Authority (NTCA), and others on a PIL seeking a CBI probe into an alleged organised tiger-poaching and illegal wildlife-trade racket operating in states like Maharashtra and Madhya Pradesh.<\/span><\/p>\n<h2><b>About National Tiger Conservation Authority<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It is a <\/span><b>statutory bod<\/b><span style=\"font-weight: 400;\">y under the <\/span><b>Ministry of Environment, Forest, and Climate Change (MoEFCC).<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It was <\/span><b>established in 2006<\/b> <b>under the Wildlife (Protection) Act 1972 (WPA 1972).<\/b><\/li>\n<\/ul>\n<h2><b>National Tiger Conservation Authority <\/b><b>Objectives<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><b>Providing statutory authority to Project Tiger<\/b><span style=\"font-weight: 400;\"> so that compliance with its directives becomes legal.<\/span>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The \u2018<\/span><b>Project Tiger<\/b><span style=\"font-weight: 400;\">\u2019 is a<\/span><b> Centrally Sponsored Scheme (CSS) <\/b><span style=\"font-weight: 400;\">of the Ministry of Environment, Forests and Climate Change, providing <\/span><b>funding support to tiger range States for in-situ conservation of tigers<\/b><span style=\"font-weight: 400;\"> in designated tiger reserves.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><b>Fostering accountability of the Center-State in the management of Tiger Reserves<\/b><span style=\"font-weight: 400;\"> by providing a basis for MoU with States within the federal structure.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Providing for an oversight by Parliament.<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Addressing livelihood interests of local people<\/b><span style=\"font-weight: 400;\"> in areas surrounding Tiger Reserves.<\/span><\/li>\n<\/ul>\n<h2><b>National Tiger Conservation Authority <\/b><b>Composition<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><b>Minister in charge of MoEFCC (as Chairperson),<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Minister of State in MoEFCC <\/b><span style=\"font-weight: 400;\">(as <\/span><b>Vice-Chairperson),<\/b><\/li>\n<li style=\"text-align: justify;\"><b>three members of Parliament, the Secretary (MoEFCC)<\/b><span style=\"font-weight: 400;\">, and other members.<\/span><\/li>\n<\/ul>\n<h2><b>National Tiger Conservation Authority <\/b><b>Power and Functions<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Powers and functions of the NTCA as prescribed under the <\/span><b>WPA 1972<\/b><span style=\"font-weight: 400;\">, as amended in 2006, are as under:<\/span>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">to <\/span><b>approve the tiger conservation plan prepared by the State Government.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">evaluate and assess various aspects of sustainable ecology and <\/span><b>disallow any ecologically unsustainable land use,<\/b><span style=\"font-weight: 400;\"> such as, mining, industry, and other projects <\/span><b>within the tiger reserves.<\/b><\/li>\n<li style=\"text-align: justify;\"><b>lay down normative standards for tourism activities<\/b><span style=\"font-weight: 400;\"> and <\/span><b>guidelines for Project Tiger<\/b><span style=\"font-weight: 400;\"> from time to time for tiger conservation<\/span><b> in the buffer and core area of tiger reserves<\/b><span style=\"font-weight: 400;\"> and<\/span><b> ensure their due compliance.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">provide for management focus and <\/span><b>measures for addressing conflicts of men and wild animals<\/b><span style=\"font-weight: 400;\"> and to emphasize coexistence in forest areas outside the National Parks, sanctuaries, or tiger reserves, in the working plan code.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">provide <\/span><b>information on protection measures,<\/b><span style=\"font-weight: 400;\"> including <\/span><b>future conservation plans, estimation of the population of tiger <\/b><span style=\"font-weight: 400;\">and their natural prey species, status of habitats, <\/span><b>disease surveillance, mortality surveys,<\/b> <b>patrolling,<\/b><span style=\"font-weight: 400;\"> reports on untoward happenings, and such other management aspects as it may deem fit, including future conservation plans.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Approve and coordinate research and monitoring<\/b><span style=\"font-weight: 400;\"> on tigers, co-predators, prey habitat, related ecological and socio-economic parameters, and their evaluation.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>ensure that the tiger reserves and areas linking one protected area <\/b><span style=\"font-weight: 400;\">or tiger reserve<\/span><b> with another protected area<\/b><span style=\"font-weight: 400;\"> or tiger reserve are <\/span><b>not diverted for ecologically unsustainable uses, except in the public interest<\/b> <b>and with the approval of the National Board for Wild Life <\/b><span style=\"font-weight: 400;\">and <\/span><b>on the advice of the NTCA.<\/b><\/li>\n<li style=\"text-align: justify;\"><b>facilitate and support<\/b><span style=\"font-weight: 400;\"> the tiger reserve management in the State for biodiversity conservation initiatives through <\/span><b>eco-development and people\u2019s participation<\/b> <b>as per approved management plans<\/b><span style=\"font-weight: 400;\"> and to support similar initiatives in adjoining areas consistent with the Central and State laws.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">ensure critical support, including <\/span><b>scientific, information technology, and legal support, <\/b><span style=\"font-weight: 400;\">for better implementation of the tiger conservation plan.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>facilitate ongoing capacity building programme<\/b><span style=\"font-weight: 400;\"> for skill development of officers and staff of tiger reserves, and<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">perform such other functions as may be necessary to carry out the purposes of this Act with regard to conservation of tigers and their habitat.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The <\/span><b>NTCA <\/b><span style=\"font-weight: 400;\">may, i<\/span><b>n the exercise of its powers <\/b><span style=\"font-weight: 400;\">and performance of its functions under this Chapter, <\/span><b>issue directions in writing to any person, officer or authority <\/b><span style=\"font-weight: 400;\">for the protection of tiger or tiger reserves and such person,
