These <\/span><b>reforms have gradually shifted Indian agriculture from a subsistence-oriented system towards a more productive, resilient, technology-driven, and farmer-centric sector.<\/b><\/p>\n<h2><b>Growth of Agriculture and Allied Sectors<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The agriculture and allied sector recorded substantial growth during the last decade.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/gross-value-added-gva\/\" target=\"_blank\"><b>Gross Value Added (GVA)<\/b><\/a><b> of agriculture and allied activities<\/b> <b>increased from \u20b920.9 lakh crore in 2014-15 to \u20b948.7 lakh crore in 2023-24<\/b><span style=\"font-weight: 400;\">, registering a Compound Annual Growth Rate (CAGR) of 8.83 percent.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>GVA of the crop sector increased from \u20b912.93 lakh crore in 2014-15 to \u20b926.53 lakh crore in 2023-24.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Public investment<\/b><span style=\"font-weight: 400;\"> in agriculture <\/span><b>increased<\/b><span style=\"font-weight: 400;\"> significantly, with budgetary allocation for the Department of Agriculture and Farmers Welfare rising <\/span><b>from \u20b927,663 crore in 2013-14 to \u20b91,40,528.78 crore in 2026-27.<\/b><\/li>\n<\/ul>\n<h2><b>Rising Agricultural Production and Food Security<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Improving food security while enhancing farmer incomes remained a key objective of agricultural policy.<\/span><\/p>\n<h3><b>Expansion of Foodgrain Production<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Total foodgrain production increased<\/b><span style=\"font-weight: 400;\"> from 265.05 million tonnes in 2013-14 to <\/span><b>357.73 million tonnes in 2024-25<\/b><span style=\"font-weight: 400;\">, strengthening national food security.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Rice production<\/b><span style=\"font-weight: 400;\"> reached a record 150.18 million tonnes, making <\/span><b>India the world\u2019s largest rice producer.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Wheat production<\/b><span style=\"font-weight: 400;\"> increased to 117.94 million tonnes, while <\/span><b>maize production<\/b><span style=\"font-weight: 400;\"> nearly doubled to 43.40 million tonnes.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">These achievements were supported by the <\/span><b>National Food Security and Nutrition Mission<\/b><span style=\"font-weight: 400;\">, which promoted improved seeds, scientific farming practices, mechanisation, and technology adoption.<\/span><\/p>\n<h3><b>Progress in Oilseeds Production<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Oilseed production<\/b> <b>increased<\/b><span style=\"font-weight: 400;\"> from 27.51 million tonnes in 2014-15 to 42.99 million tonnes in 2024-25.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Expansion in cultivated area and improvements in productivity contributed to <\/span><b>reducing edible oil import dependence from 63.2 percent to 56.25 percent.<\/b><\/li>\n<\/ul>\n<h3><b>Growth of Horticulture<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Horticulture production increased<\/b><span style=\"font-weight: 400;\"> from 280.70 million tonnes to 369.05 million tonnes.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The sector contributed <\/span><b>nearly 37 percent of Gross Value Output <\/b><span style=\"font-weight: 400;\">within the crop sector, reflecting <\/span><b>increasing diversification<\/b><span style=\"font-weight: 400;\"> towards high-value crops such as fruits, vegetables, spices, and flowers.<\/span><\/li>\n<\/ul>\n<h2><b>Agricultural Exports and Global Integration<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">India\u2019s agricultural exports have expanded significantly due to higher production, value addition, and improved competitiveness.<\/span><\/p>\n<ul>\n<li><b>Agricultural exports increased from USD 37.29 billion in 2013-14 to USD 51.1 billion in 2024-25.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">India emerged as a leading exporter of rice, spices, marine products, cotton, and sugar.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The export basket has gradually shifted from primary commodities towards higher-value processed products.<\/span><\/li>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>For example<\/b><span style=\"font-weight: 400;\">: The <\/span><b>share of processed food exports increased from 13.7 percent to 20.4 percent <\/b><span style=\"font-weight: 400;\">of total agricultural exports, indicating rising value addition.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Seafood exports increased<\/b><span style=\"font-weight: 400;\"> from USD 3.64 billion to USD 7.52 billion and now reach more than 130 countries worldwide.<\/span><\/li>\n<\/ul>\n<h2><b>Growth of Allied Sectors<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The growth of allied sectors such as livestock, dairy, fisheries, beekeeping, and bio-energy has played an important role in diversifying rural livelihoods, reducing dependence on crop income, and creating additional sources of employment and income for farmers.<\/span><\/p>\n<h3><b>Livestock and Dairy<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The livestock sector emerged as one of the fastest-growing components of agriculture.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Livestock GVA<\/b><span style=\"font-weight: 400;\"> increased from \u20b95.10 lakh crore to \u20b915.06 lakh crore, registering a CAGR of 12.77 percent.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>India remains the world\u2019s largest milk producer,<\/b><span style=\"font-weight: 400;\"> accounting for nearly one-fourth of global milk production.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Milk production increased<\/b><span style=\"font-weight: 400;\"> from 146.31 million tonnes to 247.87 million tonnes between 2014-15 and 2024-25.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Per capita milk availability<\/b><span style=\"font-weight: 400;\"> reached 485 grams per day, significantly <\/span><b>above the global average of 328 grams.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India also became the <\/span><b>second-largest producer of eggs and the fourth-largest producer of meat globally.<\/b><\/li>\n<\/ul>\n<h3><b>Fisheries<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The fisheries sector recorded a CAGR of 8.74 percent.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Fish production increased <\/b><span style=\"font-weight: 400;\">from 9.58 million tonnes in 2013-14 to 19.78 million tonnes in 2024-25.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Inland fisheries expande<\/b><span style=\"font-weight: 400;\">d by 147 percent during the period, becoming the primary driver of growth.<\/span><\/li>\n<\/ul>\n<h3><b>Beekeeping and Bio-Energy<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/national-beekeeping-and-honey-mission\/\" target=\"_blank\"><b>National Beekeeping and Honey Mission<\/b><\/a><span style=\"font-weight: 400;\"> significantly expanded honey production and exports.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Honey production increased from 0.081 million tonnes to 0.152 million tonnes, while exports grew by 240 percent.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/indias-ethanol-blended-petrol-ebp-programme\/\" target=\"_blank\"><b>Ethanol Blended Petrol Programme<\/b><\/a><span style=\"font-weight: 400;\"> emerged as a major avenue for agricultural diversification.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Ethanol procurement increased from 38 crore litres in 2013-14 to 904 crore litres in 2024-25.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Sugar mills earned over \u20b91.29 lakh crore through ethanol sales, while investments exceeding \u20b942,000 crore were mobilized in the sector.<\/span><\/li>\n<\/ul>\n<h2><b>Food Processing: Bridging Agriculture and Industry<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Food processing emerged as an important bridge between agriculture and industry.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Food processing GVA<\/b><span style=\"font-weight: 400;\"> increased from \u20b91.34 lakh crore in 2014-15 to \u20b92.24 lakh crore in 2023-24.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The sector contributes 12.83 percent of organized manufacturing employment.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/production-linked-incentive-scheme-for-the-food-processing-industry\/\" target=\"_blank\"><b>Production Linked Incentive Scheme for Food Processing Industries (PLISFPI)<\/b><\/a><span style=\"font-weight: 400;\"> approved 165 applications across 274 project locations, generating investments worth \u20b99,207 crore.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/pmfme\/\" target=\"_blank\"><b>PM Formalisation of Micro Food Processing Enterprises (PMFME) scheme<\/b><\/a><span style=\"font-weight: 400;\"> supported over 4.04 lakh applications and facilitated loans worth \u20b914,190 crore.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span>Pradhan Mantri Kisan Sampada Yojana<span style=\"font-weight: 400;\"> approved 1,607 projects, generated employment for 7.25 lakh people, and benefited over 50.27 lakh farmers.<\/span><\/li>\n<\/ul>\n<h2><b>Evolution of Agricultural Policy Architecture<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Agricultural reforms gradually evolved from production enhancement towards a broader framework encompassing productivity, risk management, farmer welfare, infrastructure development, and sustainability.<\/span><\/p>\n<h3><b>Improving Productivity and Resource Efficiency<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The initial phase focused on improving the efficient use of agricultural resources.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Pradhan Mantri Krishi Sinchayee Yojana<\/b><span style=\"font-weight: 400;\"> expanded irrigation coverage and promoted micro-irrigation, thereby improving water-use efficiency.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Irrigation coverage increased from 49.3 percent to 55 percent of gross cropped area between FY16 and FY21.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" breeds and enhanced dairy productivity through scientific breeding programmes.<\/span><\/li>\n<\/ul>\n<h3><b>Strengthening Risk Management and Market Access<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Subsequent reforms focused on reducing production risks and improving market connectivity.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span>Pradhan Mantri Fasal Bima Yojana (PMFBY)<span style=\"font-weight: 400;\"> expanded affordable crop insurance coverage against natural calamities, pest attacks, and crop losses.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">More than 92.46 crore farmer applications were insured under PMFBY.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Claims worth \u20b91.96 lakh crore were disbursed to approximately 24.31 crore farmers.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>National Agriculture Market (e-NAM)<\/b><span style=\"font-weight: 400;\"> integrated agricultural mandis through a digital trading platform, improving market access and transparent price discovery.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">By March 2026, 1,656 mandis, 1.80 crore farmers, and 4,724 FPOs were connected to the platform.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>MSP<\/b><span style=\"font-weight: 400;\"> reforms introduced in 2018 ensured that <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/minimum-support-price-msp\/\" target=\"_blank\"><b>Minimum Support Price<\/b><\/a><span style=\"font-weight: 400;\"> were fixed at least 50 percent above the cost of production, thereby strengthening price assurance for farmers.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Total procurement increased from 698.7 million tonnes during 2004-2014 to 1,229.2 million tonnes during 2014-2026, representing a growth of approximately 76 percent.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The total MSP value reached \u20b926.32 lakh crore during 2014-2026, which was nearly 3.5 times higher than the \u20b97.41 lakh crore recorded during the previous decade.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Among Kharif crops, Ragi recorded the highest MSP growth of 236 percent, followed by Nigerseed at 179 percent and Hybrid Jowar at 163 percent.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Among Rabi and commercial crops, Jute recorded MSP growth of 147 percent, while Masur registered an increase of 128 percent.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">These trends indicate sustained efforts to provide remunerative prices and reduce income uncertainty for farmers.<\/span><\/p>\n<h3><b>Expanding Income Support and Social Security<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The policy focus gradually shifted towards strengthening farmers\u2019 financial security.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/pm-kisan-samman-nidhi-yojana\/\" target=\"_blank\"><b>PM-KISAN<\/b><\/a><span style=\"font-weight: 400;\"> introduced direct income support through annual transfers of \u20b96,000 to eligible farmer families.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">More than \u20b94.28 lakh crore was transferred directly to over 9.44 crore farmer families.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">More than one-fourth of beneficiaries were women.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/kisan-credit-card\/\" target=\"_blank\"><b>Kisan Credit Card scheme<\/b><\/a> <span style=\"font-weight: 400;\">expanded access to affordable institutional credit for agriculture and allied activities.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The number of operative KCC accounts increased from 6.46 crore in 2013-14 to 7.81 crore in 2024-25.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Outstanding credit under KCC increased from \u20b94.26 lakh crore in March 2014 to \u20b910.20 lakh crore in March 2025.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Pradhan Mantri Kisan Maandhan Yojana<\/b><span style=\"font-weight: 400;\"> established a pension framework for small and marginal farmers, providing social security after the age of sixty.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The scheme provides a monthly pension of \u20b93,000 after the age of sixty.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Around 24.95 lakh farmers were enrolled by February 2026.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><b>Building Infrastructure and Institutions<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The reform agenda increasingly emphasised strengthening agricultural infrastructure and farmer institutions.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/agriculture-infrastructure-fund-aif-scheme\/\" target=\"_blank\"><b>Agriculture Infrastructure Fund<\/b><\/a> <span style=\"font-weight: 400;\">promoted investment in warehousing, storage, logistics, and post-harvest management.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">By March 2026, loans worth \u20b984,202 crore had been sanctioned for 1.68 lakh projects, mobilizing investments worth \u20b91.33 lakh crore.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/pm-kisan-samman-nidhi-yojana\/\" target=\"_blank\"><b>Pradhan Mantri Kisan Samriddhi Kendras (PMKSK)<\/b><\/a><span style=\"font-weight: 400;\"> established approximately 1.8 lakh centres providing inputs, extension services, and advisory support.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/mega-food-parks\/\" target=\"_blank\"><b>Mega Food Park Scheme<\/b><\/a><span style=\"font-weight: 400;\"> expanded from only two parks in 2014 to forty-one parks in 2025, strengthening storage, logistics, and processing infrastructure.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Pradhan Mantri Kisan Sampada Yojana<\/b><span style=\"font-weight:
