


{"id":109159,"date":"2026-06-21T10:27:10","date_gmt":"2026-06-21T04:57:10","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=109159"},"modified":"2026-06-21T12:36:24","modified_gmt":"2026-06-21T07:06:24","slug":"indias-statistical-overhaul","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/indias-statistical-overhaul\/","title":{"rendered":"India&#8217;s Statistical Overhaul: How India&#8217;s Statistical Overhaul Modernised Economic Data"},"content":{"rendered":"<h2><b>India&#8217;s Statistical Overhaul Latest News<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In November 2025, India received a <\/span><b>&#8216;C&#8217; grade<\/b><span style=\"font-weight: 400;\"> \u2014 the second-lowest grade \u2014 from the IMF for the quality of its national accounts statistics.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In response, the government undertook a wide-ranging overhaul of its key statistical databases over the following months, improving their timeliness, representativeness, accuracy, and coverage across GDP measurement, industrial output, and inflation indices.<\/span><\/li>\n<\/ul>\n<h2><b>What Got Updated<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Three broad categories of statistical databases were revised:<\/span><\/li>\n<li aria-level=\"1\"><img decoding=\"async\" src=\"https:\/\/vajiramias.sgp1.cdn.digitaloceanspaces.com\/wp\/current-affairs\/2026\/06\/Recent-changes-in-Indices.jpg\" alt=\"Recent changes in Indices\" title=\"Recent changes in Indices\" class=\"my-image my-image-size-full my-image-align-none\" style=\"width: auto; height: 234px;\" \/><\/li>\n<\/ul>\n<h2><b>Why Was the Overhaul Necessary<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The core problem: India&#8217;s statistical databases were built on <\/span><b>outdated base years<\/b><span style=\"font-weight: 400;\"> and were becoming progressively less representative of economic reality.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>GDP, GVA, and IIP<\/b><span style=\"font-weight: 400;\"> had a base year of <\/span><b>2011-12.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>WPI<\/b><span style=\"font-weight: 400;\"> had a base year of <\/span><b>2011-12<\/b><span style=\"font-weight: 400;\">; <\/span><b>CPI<\/b><span style=\"font-weight: 400;\"> had a base year of <\/span><b>2012.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">These reflected <\/span><b>household consumption patterns nearly 15 years old.<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Old indices still measured items no longer in common use \u2014 <\/span><b>DVDs, cassettes, VCRs, tape recorders<\/b><span style=\"font-weight: 400;\"> \u2014 while <\/span><b>missing modern items<\/b><span style=\"font-weight: 400;\"> like online streaming services, CNG\/PNG, and rural house rent that have since become significant in household spending.<\/span><\/li>\n<\/ul>\n<h3><b>Why Accurate Data Matters<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The RBI&#8217;s Monetary Policy Committee uses CPI to gauge inflation and set interest rates.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Dearness Allowance (DA) and Dearness Relief (DR) for government employees are pegged to inflation data.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Real GDP growth \u2014 the global standard metric for measuring economic growth \u2014 is calculated only after adjusting for inflation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Inaccurate base data distorts policymaking across the board.<\/span><\/li>\n<\/ul>\n<h2><b>Changes to National Accounts (GDP\/GVA)<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The base year was revised from <\/span><b>2011-12 to 2022-23<\/b><span style=\"font-weight: 400;\">, making the data far more representative of the current economy.<\/span><\/li>\n<\/ul>\n<h3><b>Key Methodological Improvements<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Double Deflator Method<\/b><span style=\"font-weight: 400;\"> &#8211; This method adjusts input and output prices separately when estimating real GDP growth \u2014 giving a much more accurate picture of how price changes affect different stages of production. Currently applied to agriculture and manufacturing, with plans to extend it to other sectors over time.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Segregation of Multi-Activity Enterprises &#8211; <\/b><span style=\"font-weight: 400;\">Earlier, if a company operated across multiple sectors, its entire output was attributed to its main sector \u2014 distorting sectoral data. Now, output is allocated proportionately across each sector the company actually operates in, giving a more accurate sectoral picture.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>New Data Sources<\/b><span style=\"font-weight: 400;\"> &#8211; The revised series now incorporates:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">GST data<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Periodic Labour Force Survey (PLFS) data<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\">These additions, along with improved statistical methodology, are expected to reduce data discrepancies.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b style=\"font-size: inherit;\">Changes to Industrial Output (IIP)<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Index of Industrial Production (IIP) \u2014 which tracks monthly industrial activity and feeds directly into GDP\/GVA calculations \u2014 was updated as follows:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Base year updated to 2022-23<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Expanded sectoral coverage: now includes gas supply, water supply, sewerage, and waste management activities (in addition to existing sectors)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Greater granularity introduced \u2014 separately tracking renewable vs. non-renewable electricity sources and different types of minerals produced<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Products \u2013 839 (Old Series); 1,042 (New Series)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Item groups \u2013 407(Old Series); 463<\/span> <span style=\"font-weight: 400;\">(New Series)<\/span><\/li>\n<\/ul>\n<h2><b>Changes to Inflation Indicators<\/b><\/h2>\n<ol>\n<li><strong>Consumer <\/strong><b>Price Index (CPI) \u2014 Retail Inflation<\/b><\/li>\n<\/ol>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Base year updated to 2024.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Item basket and weightages now pegged to the Household Consumption Expenditure Survey (HCES) 2023-24.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Categories expanded from 6 groups to 12 categories.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Total items measured (goods + services) increased from 299 to 358.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>New inclusions:<\/b><span style=\"font-weight: 400;\"> Rural house rent, online media\/streaming services, CNG and PNG fuel costs, and improved measurement of telephone charges, rail fare, air fare, and postal charges.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Removed items:<\/b><span style=\"font-weight: 400;\"> VCRs, DVD players, radios, tape recorders, cassettes \u2014 products no longer in common use.<\/span><\/li>\n<\/ul>\n<ol start=\"2\">\n<li><b> Wholesale Price Index (WPI) \u2014 Producer-Level Inflation<\/b><\/li>\n<\/ol>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Base year updated to 2022-23.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Items expanded from 697 to 957.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reorganised categorisation \u2014 for example, crude petroleum and natural gas moved from &#8220;Primary Articles&#8221; to the &#8220;Fuel and Power&#8221; group, aligning them with coal, electricity, and petroleum products.<\/span><\/li>\n<\/ul>\n<h2><b>Producer Price Index (PPI) \u2014 A New Addition<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Commerce Ministry introduced an entirely new index \u2014 the PPI \u2014 in June 2026, with key distinguishing features:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Separately tracks input prices paid by producers and output prices they receive.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Excludes transport costs and indirect taxes (which WPI includes) \u2014 making it a purer measure of producer-level pricing.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Incorporates both goods and services, making it more holistic than WPI.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><b>The Big Shift: WPI to Be Phased Out<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The government has indicated that the WPI will be phased out over the next five years, after which CPI and PPI will become India&#8217;s two principal price indices \u2014 aligning India more closely with international statistical practice.<\/span><\/li>\n<\/ul>\n<h2><b>Conclusion<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Numbers shape policy \u2014 and outdated numbers shape it badly.
