The focus has shifted from being one of the world\u2019s largest defence importers to becoming a self-reliant defence manufacturing and export hub.<\/span><\/p>\n<h2><b>Key Pillars of India\u2019s Defence Transformation<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">India\u2019s defence transformation over the last decade has been driven by a combination of higher investments, technological innovation, indigenous manufacturing, institutional reforms, operational modernisation, and proactive defence diplomacy. Together, these pillars have laid the foundation for a self-reliant, future-ready and globally credible defence ecosystem.<\/span><\/p>\n<h3><b>Strengthening Defence Capability<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">India has significantly enhanced its military capability through sustained investments, indigenous platform development and technological modernisation.<\/span><\/p>\n<h4><b>Rising Defence Investments<\/b><\/h4>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Defence capital expenditure increased from \u20b994,588 crore in 2014\u201315 to \u20b92.19 lakh crore in 2026\u201327<\/b><span style=\"font-weight: 400;\">, reflecting a strong focus on capability creation and modernisation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Increased investments have enabled <\/span><b>acquisition of advanced weapon systems, military infrastructure development and greater support for indigenous defence manufacturing.<\/b><\/li>\n<\/ul>\n<h4><b>Expanding Defence Research and Development<\/b><\/h4>\n<ul>\n<li aria-level=\"1\"><b>Defence R&amp;D allocation increased from \u20b913,716 crore in 2014\u201315 to \u20b929,100 crore in 2026\u201327, registering a growth of over 112%.<\/b><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Since 2022\u201323, 25% of the defence R&amp;D budget has been earmarked for industry, startups and academia to promote collaborative innovation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">DRDO has opened advanced testing facilities of 24 laboratories to private industry through the Defence Testing Portal, improving technology development and validation.<\/span><\/li>\n<\/ul>\n<h4><b>Strengthening Indigenous Military Platforms<\/b><\/h4>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Tejas Light Combat Aircraft<\/b><span style=\"font-weight: 400;\"> received Final Operational Clearance and emerged as the flagship indigenous fighter aircraft programme.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The government approved procurement of <\/span><b>97 <\/b><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/tejas-lca-mk1a\/\" target=\"_blank\"><b>Tejas Mk-1A aircraft<\/b><\/a> <span style=\"font-weight: 400;\">worth about \u20b962,000 crore, strengthening the Indian Air Force.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Arjun Mk-IA Main Battle Tank <\/b><span style=\"font-weight: 400;\">enhanced indigenous armoured warfare capability.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/light-combat-helicopter-prachand\/\" target=\"_blank\"><b>Light Combat Helicopter (LCH) Prachand<\/b><\/a> <span style=\"font-weight: 400;\">strengthened high-altitude combat capability, with approval for procurement of 156 helicopters worth nearly \u20b962,700 crore.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Indigenous systems such as <\/span><b>Akash missiles<\/b><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/brahmos-missile\/\" target=\"_blank\"><b>BrahMos missiles<\/b><\/a><span style=\"font-weight: 400;\">, <\/span><b>anti-drone systems<\/b><span style=\"font-weight: 400;\"> and <\/span><b>surveillance platforms <\/b><span style=\"font-weight: 400;\">have increasingly become integral to India\u2019s military preparedness.<\/span><\/li>\n<\/ul>\n<h3><b>Building a Defence Innovation Ecosystem<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">A major pillar of India\u2019s defence transformation has been the creation of a strong innovation ecosystem that connects startups, industries, academia and DRDO with the needs of the armed forces.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>iDEX (Innovations for Defence Excellence)<\/b><span style=\"font-weight: 400;\">: <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/i-dex\/\" target=\"_blank\">iDEX<\/a><\/strong><span style=\"font-weight: 400;\"> has become the government\u2019s flagship programme for defence innovation. By March 2026, it had engaged 676 startups and innovators and supported 551 defence innovation projects in areas such as drones, artificial intelligence, autonomous systems and surveillance technologies.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>ADITI Scheme<\/b><span style=\"font-weight: 400;\">: The <\/span><span style=\"font-weight: 400;\">ADITI Scheme<\/span><span style=\"font-weight: 400;\"> was launched with an outlay of \u20b9750 crore to support cutting-edge and future technologies. It focuses on developing next-generation military technologies through startups and innovators.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Technology Development Fund (TDF)<\/b><span style=\"font-weight: 400;\">: <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/technology-development-fund-tdf-scheme\/\" target=\"_blank\">Technology Development Fund (TDF)<\/a><\/strong><span style=\"font-weight: 400;\"> provides financial assistance of up to \u20b950 crore for indigenous technology development. By June 2026, 80 projects worth \u20b9334 crore were under implementation, and some technologies developed under the scheme were successfully tested in PSLV space missions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>DRDO\u2013Industry Partnership<\/b><span style=\"font-weight: 400;\">: DRDO has strengthened cooperation with Indian industries through the Development-cum-Production Partner (DcPP) model. technologies.<\/span><\/p>\n<h3><b>Expanding Defence Manufacturing Capacity<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">India\u2019s defence sector has witnessed a structural shift from being primarily a defence buyer to becoming an emerging defence manufacturing hub under the vision of Atmanirbhar Bharat.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Growth in Defence Manufacturing<\/b><span style=\"font-weight: 400;\">: Defence production reached a <\/span><b>record \u20b91.78 lakh crore in 2025\u201326 <\/b><span style=\"font-weight: 400;\">compared to \u20b984,643 crore in 2020\u201321, registering a growth of more than 110% in five years and reflecting the rapid expansion of indigenous manufacturing capabilities.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Increasing Private Sector Participation<\/b><span style=\"font-weight: 400;\">: Defence Public Sector Undertakings (DPSUs) and other PSUs contribute around <\/span><b>76% of total production<\/b><span style=\"font-weight: 400;\">, while the <\/span><b>private sector accounts for nearly 24%<\/b><span style=\"font-weight: 400;\">, indicating growing participation of private industry in defence manufacturing.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Expansion of Defence Industrial Ecosystem<\/b><span style=\"font-weight: 400;\">: India today has 16 Defence Public Sector Undertakings, around 500 licensed defence companies and nearly 17,000 MSMEs engaged in defence manufacturing, creating a broad and resilient domestic industrial base.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Growth in Industrial Licences<\/b><span style=\"font-weight: 400;\">: The number of defence industrial licences aria-level=\"1\"><b>Reform of Ordnance Factory Board (OFB)<\/b><span style=\"font-weight: 400;\">: In 2021, the government dissolved the 200-year-old Ordnance Factory Board and reorganised its 41 factories into seven new Defence Public Sector Undertakings to improve efficiency, accountability, competitiveness and technological capability.<\/span><\/li>\n<\/ul>\n<p><b>Outcome<\/b><span style=\"font-weight: 400;\">: These reforms have strengthened India\u2019s domestic defence manufacturing capacity, reduced import dependence, expanded industrial participation and positioned the country as an emerging global defence production hub.<\/span><\/p>\n<h3><b>Emergence as a Defence Exporting Nation<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">India\u2019s defence exports have become one of the strongest indicators of its growing technological capability, manufacturing strength and global strategic relevance.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Rapid Export Growth<\/b><span style=\"font-weight: 400;\">: Defence exports increased from just \u20b9686 crore in 2013\u201314 to a <\/span><b>record \u20b938,424 crore in 2025\u201326<\/b><span style=\"font-weight: 400;\">, <\/span><b>registering a growth of more than 5500% in little over a decade.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Expanding Global Reach<\/b><span style=\"font-weight: 400;\">: Indian defence equipment is now being exported to more than 80 countries, reflecting the growing international acceptance of Indian military products. Rising exports indicate increasing trust in the quality, reliability and cost-effectiveness of Indian defence technologies and manufacturing standards.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Broader Industrial Participation<\/b><span style=\"font-weight: 400;\">: The number of defence-exporting companies has increased to 145 firms, showing the emergence of a wider and more competitive defence manufacturing ecosystem.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Diversification of Exported Products<\/b><span style=\"font-weight: 400;\">: India now exports a wide range of products including artillery systems, radars, missiles, patrol vessels, electronic warfare systems, defence components and other military equipment.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The <\/span><b>Government has set a target of achieving \u20b950,000 crore worth of defence exports by 2029<\/b><span style=\"font-weight: 400;\">, aiming to position India among the leading defence exporters globally.<\/span><\/p>\n<h3><b>Procurement and Policy Reforms<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Policy reforms have played a crucial role in promoting self-reliance and reducing import dependence.<\/span><\/p>\n<h4><b>Defence Procurement Reforms<\/b><\/h4>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Defence Procurement Procedure (DPP) 2016<\/b><span style=\"font-weight: 400;\"> streamlined acquisition processes and strengthened the Make in India initiative.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Defence Acquisition Procedure (DAP) 2020<\/b><span style=\"font-weight: 400;\"> prioritised indigenous procurement and promoted domestic design, development and manufacturing.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Defence Procurement Manual (DPM) 2025<\/b><span style=\"font-weight: 400;\"> improved transparency and accelerated procurement processes worth nearly \u20b91 lakh crore.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Draft DAP 2026 proposes higher indigenous content requirements of up to 60% and simplified acquisition categories.<\/span><\/li>\n<\/ul>\n<h4><b>Promoting Indigenisation<\/b><\/h4>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Five Positive Indigenisation Lists covering 5,012 defence items have been notified to progressively replace imports with domestic production.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Through the <\/span><b>SRIJAN Portal<\/b><span style=\"font-weight: 400;\">, more than 15,700 defence items have been indigenised.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">DPSUs have placed domestic orders worth over \u20b99,782 crore through indigenisation initiatives.<\/span><\/li>\n<\/ul>\n<h4><b>Strengthening Defence Supply Chains<\/b><\/h4>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>SRIJAN DEEP<\/b><span style=\"font-weight: 400;\"> was launched as a digital database of defence industries to improve supply-chain resilience.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">By May 2026, over 41,000 vendors and nearly 2.7 lakh defence products had been mapped on the platform.<\/span><\/li>\n<\/ul>\n<h3><b>Defence Industrial Corridors<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">To strengthen domestic defence manufacturing and attract large-scale investments, the Government launched <\/span><b>two dedicated Defence Industrial Corridors in Uttar Pradesh and Tamil Nadu.<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Uttar Pradesh Defence Industrial Corridor<\/b><span style=\"font-weight: 400;\">: The corridor has attracted investment commitments worth \u20b942,057 crore, of which \u20b94,409 crore has already been grounded. The establishment of the Defence Technology and Test Centre (DTTC) is further supporting testing, certification and innovation in defence manufacturing.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Tamil Nadu Defence Industrial Corridor<\/b><span style=\"font-weight: 400;\">: The corridor has received investment commitments worth \u20b932,699 crore, with actual investments crossing \u20b96,446 crore. It is emerging as a major hub for aerospace, defence manufacturing and advanced engineering industries.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Both corridors are strengthening domestic supply chains, creating employment opportunities and attracting advanced manufacturing investments.<\/span><\/p>\n<h3><b>Emerging Technologies and Operational Excellence<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">India\u2019s defence modernisation is increasingly focused on future warfare technologies, advanced missile systems, artificial intelligence and indigenous combat capabilities.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Strengthening Strategic and Space Capabilities<\/b><span style=\"font-weight: 400;\">: <\/span><b>Mission Shakti (2019)<\/b><span style=\"font-weight: 400;\"> made India the fourth country in the world to demonstrate Anti-Satellite (ASAT) capability by successfully destroying a satellite in space.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Enhancing Strategic Deterrence<\/b><span style=\"font-weight: 400;\">: <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/mission-divyastra\/\" target=\"_blank\"><span style=\"font-weight: 400;\">Mission Divyastra (2024)<\/span><\/a><span style=\"font-weight: 400;\"> successfully tested a long-range missile equipped with Multiple Independently Targetable Re-entry Vehicle (MIRV) technology, enabling a single missile to strike multiple targets.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Leveraging Artificial Intelligence for Warfare<\/b><span style=\"font-weight: 400;\">: Around 75 Artificial Intelligence (AI)-based technologies have Hypersonic Missile Technology<\/b><span style=\"font-weight: 400;\">: DRDO successfully conducted a long-duration ground test of an actively cooled scramjet combustor in January 2026, marking a major milestone in indigenous hypersonic missile development.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Building Advanced Testing Infrastructure<\/b><span style=\"font-weight: interceptors, short-range air defence weapons and laser-based systems to counter modern aerial threats.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Continuous investments in AI, autonomous platforms, directed-energy weapons, hypersonic systems and advanced missile technologies are preparing India for future multi-domain warfare.<\/span><\/p>\n<h3><b>Building a Future-Ready Defence Workforce<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">India\u2019s defence modernisation is not only focused on advanced weapons and platforms but also on creating a young, skilled and technology-driven workforce.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Agnipath Scheme (2022)<\/b><span style=\"font-weight: 400;\">: Introduced to build a younger and more agile armed force, the scheme provides military training, skill development and educational opportunities through institutions such as the Indira Gandhi National Open University (IGNOU) and the National Institute of Open Schooling (NIOS).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Promoting Defence Research Talent<\/b><span style=\"font-weight: 400;\">: The Defence Research and Development Organisation (DRDO) established five Young Scientist Laboratories in 2020, with a sixth laboratory planned for 2026, to encourage innovation in emerging defence technologies.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Creating Skilled Human Resources<\/b><span style=\"font-weight: 400;\">: More than 3,500 apprentices receive training
