It aims to balance the legitimate civilian use of firearms for self-defence, sports shooting, and crop protection with the need to curb illegal weapons that threaten public order, internal security, and national security.<\/span><\/p>\n<h2><b>Arms Act, 1959 Background<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The <\/span><b>Arms Act, 1959<\/b> <b>replaced the colonial Indian Arms Act, 1878<\/b><span style=\"font-weight: 400;\">, which had been enacted by the British after the <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/revolt-of-1857\/\" target=\"_blank\">Revolt of 1857<\/a><\/strong><span style=\"font-weight: 400;\"> to restrict Indians\u2019 access to weapons while granting exemptions to Europeans and certain privileged groups. Its key features include:<\/span><\/p>\n<h3><b>Comprehensive Regulation of Arms<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The Arms Act, 1959 regulates every stage of the lifecycle of arms and ammunition to prevent illegal circulation and misuse while allowing lawful possession under strict conditions.<\/span><\/p>\n<ul>\n<li><b>No person can acquire, possess, or carry a firearm or ammunition without a valid licence.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">A licence is mandatory for the manufacture, sale, repair, conversion, testing, import, and export of ammunition.<\/span><\/li>\n<\/ul>\n<h3><b>Licensing Framework<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The Arms Act, 1959 establishes a licensing system that balances legitimate civilian requirements with public safety and national security.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Applications are submitted before the licensing authority and are supported by mandatory police verification.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Licences may be granted for
