Committee<\/b><span style=\"font-weight: 400;\">, was set up in<\/span><b> 2010 by the Ministry of Environment Forest and Climate Change<\/b><span style=\"font-weight: 400;\"> under the chairmanship of <\/span><b>Madhav Gadgil<\/b><span style=\"font-weight: 400;\"> to study and protect the <\/span><b>Western Ghats<\/b><span style=\"font-weight: 400;\">, a <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/united-nations-educational-scientific-and-cultural-organization-unesco\/\" target=\"_blank\"><b>UNESCO<\/b><\/a><b> World Heritage Site<\/b><span style=\"font-weight: 400;\"> and major biodiversity hotspot.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Its main aim was to <\/span><b>assess the ecological condition<\/b><span style=\"font-weight: 400;\"> of the region, identify <\/span><b>ecologically sensitive areas (ESAs)<\/b><span style=\"font-weight: 400;\">, and suggest ways for <\/span><b>conservation along with sustainable development<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><b>Key Recommendations of WGEEP<\/b><\/li>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The panel declared the <\/span><b>entire Western Ghats (about 1.29 lakh sq km)<\/b><span style=\"font-weight: 400;\"> as an <\/span><b>Ecologically Sensitive Area (ESA)<\/b><span style=\"font-weight: 400;\"> due to its fragile ecosystem.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">It divided the region into <\/span><b>three zones<\/b><span style=\"font-weight: 400;\"> based on sensitivity: <\/span><b>ESZ-1 (highly sensitive)<\/b><span style=\"font-weight: 400;\">, <\/span><b>ESZ-2 (moderately sensitive)<\/b><span style=\"font-weight: 400;\">, and <\/span><b>ESZ-3 (less sensitive)<\/b><span style=\"font-weight: 400;\">, with different levels of restrictions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">It suggested <\/span><b>strict controls on development<\/b><span style=\"font-weight: 400;\">, including:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\">No new <\/span><b>mining activities<\/b><span <\/span><b>genetically modified crops<\/b><span style=\"font-weight: 400;\">, new <\/span><b>hill stations<\/b><span style=\"font-weight: 400;\">, and <\/span><b>Special Economic Zones (SEZs)<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\">Restrictions on large infrastructure projects like <\/span><b>major roads, railways, and dams<\/b><span style=\"font-weight: 400;\"> in sensitive areas unless absolutely necessary.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The report also proposed creating a special body called the <\/span><b>Western Ghats Ecology Authority (WGEA)<\/b><span style=\"font-weight: 400;\"> under the Environment Protection Act, 1986 to <\/span><b>manage and regulate activities<\/b><span style=\"font-weight: 400;\"> across the six states (Gujarat, Goa, Maharashtra, Karnataka, Kerala, Tamil Nadu).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">A key feature was its focus on <\/span><b>inclusive and decentralized governance<\/b><span style=\"font-weight: 400;\">, recommending that <\/span><b>Gram Sabhas and local communities<\/b><span style=\"font-weight: 400;\"> should play a major role in decision-making.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b>Issues and Controversy related to Gadgil Committee<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The report faced <\/span><b>strong opposition<\/b><span style=\"font-weight: 400;\">, especially from states like <\/span><b>Kerala and Maharashtra<\/b><span style=\"font-weight: 400;\">, due to fears that strict rules would harm <\/span><b>agriculture, mining, and development projects<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Many critics argued that the recommendations were <\/span><b>too environment-focused<\/b><span style=\"font-weight: aria-level=\"1\"><span style=\"font-weight: 400;\">After the rejection of the Gadgil report, a new panel led by<\/span><b> K Kasturirangan<\/b><span style=\"font-weight: 400;\"> was formed in 2013 to review it.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/kasturirangan-committee\/\" target=\"_blank\"><b>Kasturirangan committee<\/b><\/a><span style=\"font-weight: 400;\"> suggested a <\/span><b>smaller Ecologically Sensitive Area (about 56,825 sq km)<\/b><span style=\"font-weight: 400;\"> instead of covering the entire Western Ghats.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It took a more <\/span><b>balanced approach<\/b><span style=\"font-weight: 400;\">, allowing some development while still restricting <\/span><b>polluting industries, mining, and large projects<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Unlike Gadgil\u2019s approach, it identified <\/span><b>specific villages<\/b><span style=\"font-weight: 400;\"> to be included in ESAs rather than the whole
