Fragmented disability pensions, regional disparities and limited social security continue to deny many PwDs equal access to welfare, highlighting the need for a rights-based, nationally uniform and inclusive social protection system.<\/span><\/p>\n<h2><b>About Persons with Disabilities (PwDs) in India<\/b><\/h2>\n<p><b>Persons with Disabilities (PwDs) <\/b><span style=\"font-weight: 400;\">are individuals with long-term physical, mental, intellectual or sensory impairments that limit their full and equal participation in society due to various social and physical barriers. India follows a rights-based approach to disability through the <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/rights-of-persons-with-disabilities-act\/\" target=\"_blank\"><b>Rights of Persons with Disabilities (RPwD) Act, 2016<\/b><\/a><span style=\"font-weight: 400;\">, in line with the <\/span><b>UN Convention on the Rights of Persons with Disabilities (UNCRPD).\u00a0<\/b><\/p>\n<h2><b>Current Status of Persons with Disabilities in India<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>According to the 2011 Census,<\/b> <b>India had 2.68 crore Persons with Disabilities<\/b><span style=\"font-weight: 400;\">, while <\/span><b>current estimates place the figure between 4.5 crore and 6 crore <\/b><span style=\"font-weight: 400;\">owing to population growth and changing disease patterns.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Indira Gandhi National Disability Pension Scheme (IGNDPS)<\/b><span style=\"font-weight: 400;\"> covers only a small proportion of eligible beneficiaries.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Disability pensions vary widely across States<\/b><span style=\"font-weight: 400;\">, with most <\/span><b>providing only \u20b9300-\u20b9500 per month<\/b><span style=\"font-weight: 400;\">, while a <\/span><b>few States provide between \u20b91,000 and \u20b93,000. <\/b><span style=\"font-weight: 400;\">Disability pensions are largely determined by State policies, domicile requirements and administrative procedures, resulting in significant regional disparities.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>India spends only 0.02% of GDP on disability welfare<\/b><span style=\"font-weight: 400;\">, <\/span><b>far below countries such as South Africa (0.12-0.15%), Brazil (0.45-0.50%), Australia (0.35-0.40%), and the OECD average (2.2%).<\/b><\/li>\n<\/ul>\n<h2><b>Need of Equality of Treatment for Persons with Disabilities\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Ensuring equal treatment for Persons with Disabilities is essential not only from a human rights perspective but also for inclusive economic development and constitutional governance.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Constitutional Mandate<\/b><span style=\"font-weight: 400;\">: Upholds the principles of equality (Article 14), dignity and the right to life (Article 21), while Article 41 directs the State to provide public assistance to persons with disabilities.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Rights-Based Social Security<\/b><span style=\"font-weight: 400;\">: Implements Section 24 of the RPwD Act, 2016, which guarantees adequate social security and pension benefits.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Inclusive Growth<\/b><span style=\"font-weight: 400;\">: Ensures that economic development benefits all sections of society without discrimination.<\/span><\/li>\n<li style=\"font-weight: 400;\" Target 1.3, and the G20 New Delhi Leaders\u2019 Declaration.<\/span><\/li>\n<\/ul>\n<h2><b>Minimum Universal Disability Pension Floor Rate (MUDPFR)<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The <\/span><b>Minimum Universal Disability Pension Floor Rate (MUDPFR)<\/b><span style=\"font-weight: 400;\"> is a proposed national social security framework that <\/span><b>seeks to guarantee a uniform minimum disability pension for all eligible Persons with Disabilities (PwDs), irrespective of their State of residence<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It aims to operationalise Article 41 of the Constitution and Section 24 of the Rights of Persons with Disabilities Act, 2016, by transforming disability pensions from a discretionary welfare measure into a rights-based entitlement while allowing States to provide additional top-up benefits.<\/span><\/p>\n<h3><b>Key Features<\/b><\/h3>\n<ul>\n<li style=\"font-weight:
