India has the world\u2019s largest area under cotton cultivation and ranks among the leading countries in production and consumption. The crop supports millions of farmers and provides raw material to the textile industry, making it an important link between agriculture, manufacturing, employment and exports. However, declining productivity, climate variability, pest attacks, quality concerns and growing domestic demand have created the need to strengthen the entire cotton value chain.\u00a0<\/span><\/p>\n<h2><b>Cotton Production in India<\/b><\/h2>\n<p><b>India ranks first globally in cotton cultivation area and second in cotton production and consumption<\/b><span style=\"font-weight: 400;\">. India is the <\/span><b>only country cultivating all four recognised cotton species.<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Gossypium arboreum and Gossypium herbaceum, commonly known as <\/span><b>Asian cotton.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Gossypium hirsutum, commonly known as <\/span><b>American upland cotton.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Gossypium barbadense, commonly associated with <\/span><b>Egyptian cotton.<\/b><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">India\u2019s cotton cultivation is spread across <\/span><b>three major agro-ecological zones<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Northern Zone<\/b><span style=\"font-weight: 400;\">: Punjab, Haryana and Rajasthan.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Central Zone<\/b><span style=\"font-weight: 400;\">: Gujarat, Maharashtra and Madhya Pradesh.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Southern Zone<\/b><span style=\"font-weight: 400;\">: Telangana, Andhra Pradesh and Karnataka.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Cotton is also cultivated in states such as Odisha and Tamil Nadu.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A major structural feature of Indian cotton cultivation is its <\/span><b>dependence on rainfall, with a substantial share of the crop grown in rain-fed areas.\u00a0<\/b><\/p>\n<h2><b>India\u2019s Cotton Sector Importance\u00a0<\/b><\/h2>\n<p><b>Cotton<\/b><span style=\"font-weight: 400;\"> is often referred to as <\/span><b>\u201cwhite gold\u201d<\/b><span style=\"font-weight: 400;\"> because of its wide economic significance.<\/span><\/p>\n<ul>\n<li><b>India ranks first globally in cotton cultivation area and second in cotton production and consumption.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">It supports the <\/span><b>livelihoods of around 6 million cotton farmers<\/b><span style=\"font-weight: 400;\"> and provides employment to millions more in ginning, spinning, weaving, garment manufacturing and trade.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Cotton provides the <\/span><b>principal natural fibre base for India\u2019s large textile and apparel industry<\/b><span style=\"font-weight: 400;\"> and contributes significantly to exports and foreign exchange earnings.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The sector <\/span><b>connects farmers with the wider industrial value chain<\/b><span style=\"font-weight: 400;\"> through the 5F framework of Farm, Fibre, Factory, Fashion and Foreign.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Cotton also generates <\/span><b>valuable by-products<\/b><span style=\"font-weight: 400;\"> such as cottonseed oil, oilcake, linters and cotton stalks, which support the edible oil, livestock feed, healthcare and rural energy sectors.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Thus, the importance of cotton extends well beyond the farm and textile mill; it is closely linked to rural incomes, industrial growth, employment and India\u2019s export competitiveness.<\/span><\/p>\n<h2><b>Major Challenges Facing India\u2019s Cotton Sector<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">India\u2019s cotton sector has a large cultivation base and a strong textile industry, but its full potential is constrained by low productivity, climate risks, pest attacks, quality concerns and gaps across the value chain.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Low Productivity<\/b><span style=\"font-weight: 400;\">: India has the world\u2019s largest cotton cultivation area, but its productivity remains relatively low, making it necessary to increase output from existing land rather than expand cultivation. This is particularly important because cotton production was provisionally estimated at 290.91 lakh bales in 2025-26, against domestic consumption of 328 lakh bales, highlighting the need to raise productivity and ensure adequate domestic availability.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Shortage of High-Quality ELS Cotton:<\/b><span style=\"font-weight: 400;\"> India\u2019s inadequate domestic production of Extra-Long Staple (ELS) cotton increases the textile industry\u2019s dependence on imports of superior-quality cotton, affecting the competitiveness and value addition of Indian textiles.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Climate Vulnerability<\/b><span style=\"font-weight: 400;\">: Around <\/span><b>62% of India\u2019s cotton is cultivated in rain-fed areas<\/b><span style=\"font-weight: 400;\">, making farmers vulnerable to irregular monsoons, prolonged dry spells, excessive rainfall and rising temperatures, which can affect sowing, crop growth, pest incidence and cotton boll formation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Pest and Disease Attacks<\/b><span style=\"font-weight: 400;\">: The resurgence of pests such as pink bollworm and whitefly, along with diseases such as cotton leaf curl virus and boll rot, can reduce yields and increase cultivation costs.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Declining Soil Health<\/b><span style=\"font-weight: 400;\">: Continuous cotton cultivation, inadequate crop rotation and excessive use of chemical inputs can deplete soil nutrients and reduce long-term productivity, making sustainable soil and nutrient management essential.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Poor Cotton Quality and Contamination<\/b><span style=\"font-weight: 400;\">: Contamination during harvesting, storage, transportation and ginning reduces the quality and market value of Indian cotton, affecting its competitiveness in global textile markets.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Gaps in the Value Chain<\/b><span style=\"font-weight: 400;\">: Despite India\u2019s strong textile base, gaps in modern ginning, storage, quality testing, processing and value addition limit the conversion of raw cotton into high-value yarn, fabrics and finished textile products.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Therefore, India\u2019s central challenge is to increase productivity and quality while reducing climate and pest-related risks and strengthening the entire cotton value chain.<\/span><\/p>\n<h2><b>Government Initiatives to Strengthen the Cotton Sector<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Despite these challenges, a range of government initiatives has been introduced to strengthen India\u2019s cotton sector by improving productivity, protecting farmer incomes, promoting technology adoption, enhancing cotton quality and improving the efficiency of the overall value chain.<\/span><\/p>\n<h3><b>Minimum Support Price and Cotton Corporation of India<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/minimum-support-price-msp\/\" target=\"_blank\">Minimum Support Price<\/a><\/strong><span style=\"font-weight: 400;\"> (MSP) provides a price floor for cotton farmers when market prices fall below the announced MSP.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">For 2026-27, the MSP was fixed at \u20b98,267 per quintal for medium-staple cotton and \u20b98,667 per quintal for long-staple cotton.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/cotton-corporation-of-india\/\" target=\"_blank\">Cotton Corporation of India (CCI)<\/a><\/strong><span style=\"font-weight: 400;\"> acts as the central nodal agency for undertaking MSP procurement operations and purchases cotton when market prices fall below the MSP level.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">During the 2025-26 cotton season, CCI procured 105.09 lakh bales valued at around \u20b941,530 crore through MSP operations.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The MSP mechanism therefore performs two important functions:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It provides income protection to farmers during periods of depressed market prices.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It ensures continued cultivation of cotton, which is important for the domestic textile industry.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">However, MSP procurement must be complemented by productivity enhancement because price support alone cannot resolve structural production challenges.<\/span><\/p>\n<h3><b>Mission for Cotton Productivity<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/mission-for-cotton-productivity\/\" target=\"_blank\">Mission for Cotton Productivity<\/a><\/strong><span style=\"font-weight: 400;\"> is the most important recent intervention aimed at addressing the structural weaknesses of the sector.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Approved with an outlay of \u20b95,659.22 crore, the mission seeks to increase cotton productivity from around 440 kg of lint per hectare to 755 kg per hectare and raise production to 498 lakh bales by 2031. It is expected to benefit around 32 lakh farmers across 140 districts in 14 cotton-producing states.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The mission focuses on:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Development of high-yielding, climate-resilient and pest-resistant cotton varieties.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Promotion of High-Density Planting System, closer spacing and other improved production technologies.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Expansion of Extra Long Staple cotton production.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Use of advanced breeding and biotechnology tools.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Strengthening of research, extension services and farmer training.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Improvement of ginning and processing infrastructure.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reduction of contamination and improvement of cotton quality.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The mission is important because it seeks to address cotton production through a combination of research, technology, extension, quality improvement and value-chain development rather than relying on a single intervention.\u00a0<\/span><\/p>\n<h3><b>Special Project on Cotton under NFSM<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The Special Project on Cotton under the <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/national-food-security-mission\/\" target=\"_blank\">National Food Security Mission (NFSM)<\/a><\/strong><span style=\"font-weight: 400;\"> promotes region-specific technologies to increase cotton productivity through field demonstrations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It focuses on:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">High-Density Planting System (HDPS) to increase the number of plants per unit area.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Closer Spacing Planting System to improve crop productivity through better plant arrangement.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Production technology for Extra-Long Staple (ELS) cotton to improve the availability of high-quality cotton.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The project helps farmers see and adopt improved technologies in real field conditions. The productivity gains recorded through these demonstrations show that region-specific technology and better farming practices can help bridge India\u2019s cotton productivity gap.<\/span><\/p>\n<h3><b>Digitalisation of Cotton Procurement<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/kapas-kisan-app\/\" target=\"_blank\">Kapas Kisan App<\/a><\/strong><span style=\"font-weight: 400;\"> seeks to make cotton procurement more transparent and farmer-friendly. The platform enables:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Self-registration of cotton farmers.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Advance booking of procurement slots.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Aadhaar-linked payments.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Real-time SMS updates.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reduction in waiting time and long queues at procurement centres.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Digital procurement can improve transparency and reduce transaction costs, although its success will depend on digital access, awareness and support for farmers who face technological barriers.<\/span><\/p>\n<h3><b>Kasturi Cotton Bharat<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/kasturi-cotton-bharat\/\" target=\"_blank\">Kasturi Cotton Bharat<\/a><\/strong><span style=\"font-weight: 400;\"> initiative seeks to improve the global image and market value of Indian cotton through branding, certification and traceability. The initiative uses:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">QR-based certification.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Blockchain-enabled traceability.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Quality testing through accredited agencies.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Registration of ginners and supply-chain participants.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">This is important because global textile markets are increasingly demanding quality assurance, traceability and sustainability.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">By moving from the export of largely undifferentiated raw cotton towards certified and branded cotton, India can capture greater value in international markets.\u00a0<\/span><\/p>\n<h2><b>Way Forward<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">India\u2019s cotton sector must move from area expansion to productivity, quality and value addition.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Increase productivity<\/b><span style=\"font-weight: 400;\">: Expand high-density planting, improved seeds, climate-resilient varieties and better agronomic practices.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Build climate resilience<\/b><span style=\"font-weight: 400;\">: Strengthen water management and promote drought- and heat-resilient cotton, especially in rain-fed areas.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Improve pest and soil management<\/b><span style=\"font-weight: 400;\">: Promote integrated pest management, crop rotation, soil testing and balanced nutrient use.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Enhance cotton quality<\/b><span style=\"font-weight: 400;\">: Reduce contamination through better harvesting, storage, ginning and testing practices.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Strengthen the value chain<\/b><span style=\"font-weight: 400;\">: Modernise ginning and processing and promote greater value addition in yarn, fabrics and finished textiles.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Promote Extra-Long Staple (ELS) cotton and traceability:<\/b><span style=\"font-weight: 400;\"> Increase the production of cotton with a fibre length of 32.5 mm and above to reduce import dependence for premium textiles, while expanding Kasturi Cotton Bharat for certification, branding and end-to-end traceability.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Ensure farmer-centred growth<\/b><span style=\"font-weight: 400;\">: Combine MSP support, digital procurement, technology, credit, insurance and market access to improve farmer incomes.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The goal should be to produce more cotton from existing land,
