{"id":114999,"date":"2026-07-24T16:32:23","date_gmt":"2026-07-24T11:02:23","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=114999"},"modified":"2026-07-24T16:32:23","modified_gmt":"2026-07-24T11:02:23","slug":"pellet-guns","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/pellet-guns\/","title":{"rendered":"Pellet Guns, Meaning, Use, Working Mechanism, Concerns, Regulations"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The alleged use of pellet guns during a protest in Delhi in July 2026 has renewed attention on pellet guns, their working, use by security forces and the need for safer crowd-control methods.<\/span><\/p>\n<h2><b>Pellet Guns Meaning<\/b><\/h2>\n<p><b>Pellet guns <\/b><span style=\"font-weight: 400;\">used by security forces are generally <\/span><b>modified pump-action shotguns<\/b><span style=\"font-weight: 400;\"> that fire cartridges containing hundreds of small pellets.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The pellets are <\/span><b>generally made of metal, commonly lead<\/b><span style=\"font-weight: 400;\"> and may be spherical or irregular in shape.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">They are <\/span><b>classified as less-lethal weapons,<\/b><span style=\"font-weight: 400;\"> as they are intended to reduce the possibility of death compared to conventional firearms.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">However, they can cause serious injuries, particularly to the eyes, face and head.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Their effective range depends on the weapon and ammunition; some pellet guns have been described as effective up to <\/span><b>500 yards.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In India, such weapons and ammunition have been associated with production at <\/span><b>Ordnance Factory, Ishapore.<\/b><\/li>\n<\/ul>\n<h2><b>Pellet Guns Working Mechanism<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Pellet guns used for crowd control generally fire cartridges containing hundreds of small metallic pellets. Their working mechanism follows a simple sequence:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A cartridge containing multiple pellets is loaded into the gun.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">When the trigger is pulled, the propellant inside the cartridge burns and produces high-pressure gases.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The pressure generated by these gases propels the pellets out through the barrel.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Unlike a conventional bullet, which generally travels as a single projectile, the pellets spread out over an area after leaving the barrel.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This allows the weapon to cover a wider area, but also makes it difficult to control the exact point of impact of each individual pellet.<\/span><\/li>\n<\/ul>\n<h2><b>Pellet Guns Use in India<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Pellet guns became particularly associated with crowd control in Jammu and Kashmir.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">They were introduced as a less-lethal alternative to conventional firearms following violent unrest and fatalities caused by police firing during the 2010 unrest.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Their use became especially prominent during the 2016 unrest in the Kashmir Valley following the killing of Hizbul Mujahideen commander Burhan Wani.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">They have been associated with specialised crowd-control units such as the Rapid Action Force (RAF) of the CRPF.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Their use has also been reported in other public-order situations, including Manipur in 2023 and the Punjab-Haryana farmers\u2019 protests in 2024, though their use has sometimes been denied by authorities.<\/span><\/li>\n<\/ul>\n<h2><b>Pellet Guns Concerns\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The main concern is that pellet guns can cause serious and permanent injuries despite being classified as less-lethal weapons. Major concerns include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Eye injuries<\/b><span style=\"font-weight: 400;\">: Pellets can cause permanent vision loss or blindness.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Serious bodily injuries<\/b><span style=\"font-weight: 400;\">: Pellets can penetrate soft tissues.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Wide-area impact<\/b><span style=\"font-weight: 400;\">: A single cartridge releases many pellets, making precise targeting difficult.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Risk to bystanders<\/b><span style=\"font-weight: 400;\">: Pellets may hit people who are not directly involved in violence.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Close-range danger<\/b><span style=\"font-weight: 400;\">: The risk of serious injury increases when fired from a short distance.<\/span><\/li>\n<\/ul>\n<h2><b>Pellet Guns Regulations in India\u00a0<\/b><\/h2>\n<p><b>India does not have a single dedicated law exclusively governing the operational use of pellet guns in crowd control. <\/b><span style=\"font-weight: 400;\">Their use is regulated through a combination of laws, rules, SOPs and constitutional principles.<\/span><\/p>\n<p><b>Arms Act, 1959 and Arms Rules, 2016<\/b><span style=\"font-weight: 400;\">: The <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/arms-act-1959\/\" target=\"_blank\"><strong>Arms Act, 1959<\/strong><\/a> and the Arms Rules, 2016 provide the broader legal framework governing arms and ammunition.The rules relating to civilian air weapons should not be confused with pump-action pellet guns used by security forces for crowd control.<\/span><\/p>\n<p><b>Standard Operating Procedures<\/b><span style=\"font-weight: 400;\">: The use of pellet guns is also governed by operational protocols and Standard Operating Procedures (SOPs) of the concerned security forces. These require consideration of:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The seriousness of the threat.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The need to protect security personnel and civilians.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The availability of less harmful alternatives.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The necessity and proportionality of the use of force.<\/span><\/li>\n<\/ul>\n<p><b>Constitutional Safeguards<\/b><span style=\"font-weight: 400;\">: The use of force by the State must be consistent with constitutional principles:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Article 14<\/b><span style=\"font-weight: 400;\">: Protection against arbitrary state action.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Article 19<\/b><span style=\"font-weight: 400;\">: <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/right-to-freedom\/\" target=\"_blank\"><strong>Right to freedom<\/strong><\/a> of speech and peaceful assembly, subject to reasonable restrictions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Article 21<\/b><span style=\"font-weight: 400;\">: Protection of life and personal liberty.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Therefore, crowd-control measures must follow the principles of necessity, proportionality and reasonableness.<\/span><\/p>\n<h2><b>Pellet Guns Alternatives<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Following concerns over injuries caused by pellet guns, the Ministry of Home Affairs constituted an Expert Committee headed by T.V.S.N.
