text-align: justify;\" aria-level=\"1\"><b>Denotified Tribes<\/b><span style=\"font-weight: 400;\"> (DNT) also known as <\/span><b>Vimukta Jati<\/b><span style=\"font-weight: 400;\">, are the tribes that were <\/span><b>listed originally under the Criminal Tribes Act of 1871<\/b><span style=\"font-weight: 400;\"> as criminal tribes.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Once a tribe becomes &#8220;Notified&#8221; as criminal, all its members were required to register with the local magistrates, failing which they would be charged with a &#8216;crime&#8217; under the Indian Penal Code.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>After Independence, this Act was repealed in 1952,<\/b><span style=\"font-weight: 400;\"> and the <\/span><b>communities were \u201cdenotified\u201d, <\/b><span style=\"font-weight: 400;\">hence the name.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Nomadic Tribe<\/b><span style=\"font-weight: 400;\">s are the communities who usually <\/span><b>do not have land<\/b><span style=\"font-weight: 400;\"> and<\/span><b> move from one place to another<\/b><span style=\"font-weight: 400;\"> for livelihood.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The DNT\/NT\/SNTs are among the most neglected, marginalised, and economically deprived communities, with most living a life of destitution.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Historically, these communities never had access to private land or home ownership and used forests and grazing lands for their livelihood and residential use.\u00a0<\/span><\/li>\n<\/ul>\n<h3><b>Status of DNT\/NT\/SNTs in India<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In India, roughly <\/span><b>10 percent <\/b><span style=\"font-weight: 400;\">of the <\/span><b>population is Denotified and Nomadic.<\/b><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">While the number of <\/span><b>Denotified Tribes <\/b><span style=\"font-weight: 400;\">is about <\/span><b>150<\/b><span style=\"font-weight: 400;\">, the population of <\/span><b>Nomadic Tribes <\/b><span style=\"font-weight: 400;\">consists of about <\/span><b>500 different communities.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In <\/span><b>2014<\/b><span style=\"font-weight: 400;\">, the <\/span><b>Ministry of Social Justice and Empowerment constituted<\/b><span style=\"font-weight: 400;\"> a <\/span><b>National Commission <\/b><span style=\"font-weight: 400;\">for DNT\/NT\/SNTs under the <\/span><b>chairmanship of Bhiku Ramji Idate <\/b><span style=\"font-weight: 400;\">for a period of three years-\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">to <\/span><b>prepare a State-wise list<\/b><span style=\"font-weight: 400;\"> of castes belonging to\u00a0 DNT\/NT\/SNTs\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">to <\/span><b>suggest appropriate measures<\/b><span style=\"font-weight: 400;\"> in respect of Denotified and Nomadic Tribes that may be undertaken by the Central Government or the State Government.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>In 2017,<\/b><span style=\"font-weight: 400;\"> the commission <\/span><b>prepared draft lists of DNT\/NT\/SNTs.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Based on the Commission\u2019s recommendations,<\/b><span style=\"font-weight: 400;\"> the ministry <\/span><b>constituted<\/b><span style=\"font-weight: 400;\"> the <\/span><b>Development and Welfare Board for Denotified, Nomadic and Semi-Nomadic Communities (DWBDNCs) <\/b><span style=\"font-weight: 400;\">in 2019.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Board has been <\/span><b>mandated <\/b><span style=\"font-weight: 400;\">to formulate and <\/span><b>implement welfare<\/b><span style=\"font-weight: 400;\"> and development <\/span><b>programmes<\/b><span style=\"font-weight: 400;\"> for these communities.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Renke Commission (2008)<\/b><span style=\"font-weight: 400;\"> was earlier commissioned to <\/span><b>identify and list the DNT communities.<\/b><\/li>\n<\/ul>\n<h2><b>Scheme for Economic Empowerment of DNTs (SEED)<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It was launched by the <\/span><b>Ministry of Social Justice and Empowerment <\/b><span style=\"font-weight: 400;\">for the welfare of De-notified, Nomadic and Semi Nomadic (DNT) Communities.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It has been formulated <\/span><b>for families having income<\/b><span style=\"font-weight: 400;\"> from all sources of <\/span><b>Rs 2.50 lakh or less per annum<\/b><span style=\"font-weight: 400;\"> and <\/span><b>not availing any such benefits<\/b><span style=\"font-weight: 400;\"> from a similar scheme of Centre or state government.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Aim<\/b><span style=\"font-weight: 400;\">: To provide <\/span><b>free competitive exam coaching, health insurance, housing assistance <\/b><span style=\"font-weight: 400;\">and<\/span><b> livelihood initiatives<\/b><span style=\"font-weight: 400;\"> at the community level, and <\/span><b>financial assistance for construction of houses<\/b><span style=\"font-weight: 400;\"> will be provided to the members of DNT\/NT\/SNT Communities.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">An amount of <b style=\"font-size: inherit;\">200 crore<\/b><span style=\"font-weight: 400;\"> has been allocated for this scheme \u2014 to be <\/span><b style=\"font-size: inherit;\">spent over five years from FY2021-22 to FY2025-26.<\/b><\/li>\n<\/ul>\n<p><b>Source<\/b><span style=\"font-weight: 400;\">: <\/span><a href=\"https:\/\/epaper.thehindu.com\/ccidist-ws\/th\/th_delhi\/issues\/142374\/OPS\/GE8ENE2FN.1+GQ8ENG312.1.html\" target=\"_blank\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">TH<\/span><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>De-notified, Nomadic &#038;
