choosing not to build plants in the US would be &#8220;penalised.&#8221;<\/span><\/li>\n<\/ul>\n<h2><b>Context: A Pattern of Tariff Threats<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This is not Trump&#8217;s first such threat on medicines:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">April 2, 2026: Announced tariffs of up to 100% on specified branded medicines, set to start July 31, under the Section 232 national security framework.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">September 25, 2025: Announced plans for a 100% tariff on imported branded and patented medicines.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Neither earlier proposal has been implemented.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Notably, actual tariffs on drugs have been exempted in most tariff instruments used by the Trump administration so far \u2014 including those under the International Emergency Economic Powers Act, Section 122 of the 1974 Trade Act, and Section 232 of the Trade Expansion Act of 1962.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Experts believe these threats are primarily designed to <\/span><b>pressure global pharma giants into boosting US investments<\/b><span style=\"font-weight: 400;\">, rather than to actually raise tariffs \u2014 which could trigger domestic backlash, especially close to US midterm elections.<\/span><\/li>\n<\/ul>\n<h2><b>Why This Matters for India<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The US is India&#8217;s <\/span><b>largest pharmaceutical export market<\/b><span style=\"font-weight: 400;\">, accounting for almost 40% of India&#8217;s pharma exports.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Around 90% of India&#8217;s pharmaceutical exports to the US are generic medicines.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In 2025, India exported $9.7 billion worth of pharmaceuticals to the US.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The US imported $213 billion worth of pharmaceutical products in 2025 overall, including $94.1 billion in finished medicines sold in retail packs \u2014 the category covering generics.<\/span><\/li>\n<\/ul>\n<h2><b>Indian Pharma&#8217;s Response: Rising total of the previous four years.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Beyond pharma<\/b><span style=\"font-weight: 400;\">: India&#8217;s steel sector is also increasing US investment \u2014 JSW Steel announced $500 million in plans for Ohio and Texas.<\/span><\/li>\n<\/ul>\n<h2><b>Existing US Manufacturing Presence<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">According to the Global Trade Research Initiative (GTRI), several major Indian drugmakers already operate US-based, FDA-approved manufacturing facilities:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Sun Pharma, Zydus Lifesciences, Lupin, Aurobindo Pharma, Cipla, and Dr Reddy&#8217;s Laboratories;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Cipla is expanding production at plants in Massachusetts and New
