style=\"font-weight: 400;\">Amid these concerns, the Cabinet Committee on Economic Affairs (CCEA) approved the National Investment Policy for Urea (<\/span><b>NIPU<\/b><span style=\"font-weight: 400;\">)-2026.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The policy seeks to boost domestic urea production, reduce import dependence, and ensure long-term fertilizer security.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>NIPU-2026<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li aria-level=\"1\"><b>Reasons for launching:<\/b><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: initiatives:<\/b>\n<ul>\n<li><b>2012 and 2013: <\/b><span style=\"font-weight: 400;\">National Investment Policy introduced to encourage fresh investment.<\/span><\/li>\n<li><b>2014 Amendment<\/b><span style=\"font-weight: 400;\">: Further incentives provided for new projects.<\/span><\/li>\n<li><b>2015 Amendment<\/b><span style=\"font-weight: 400;\">: Focused on improving efficiency of existing gas-based plants.<\/span><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Major outcomes:<\/b><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Six new urea plants were established: <\/b><span style=\"font-weight: 400;\">Four through Joint Venture Companies (JVCs) of nominated Public Sector Undertakings (PSUs), and two by private companies.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">India currently has <\/span><b>33 <\/b><span style=\"font-weight: 400;\">operational urea manufacturing units with an installed\/reassessed capacity of 269.42 Lakh Metric Tonnes (LMT).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Production from existing gas-based plants increased by 20\u201325 LMT annually after the 2015 reforms.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Total domestic urea production rose from 225 LMT (2014\u201315) to 314.07 LMT (2023\u201324).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Production during 2025\u201326 stood at 293.30 LMT, indicating continued fluctuations despite capacity expansion.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Urea availability during Kharif<\/b><span style=\"font-weight: 400;\">:\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Estimated requirement (2025\u201326) is 370.84 LMT, total availability is 432.44 LMT, and sale under Direct Benefit Transfer (DBT)<\/span> <span style=\"font-weight: 400;\">is 381.59 LMT.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The Government has maintained that availability exceeds projected demand, helping avoid shortages during the kharif season.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>India\u2019s Fertiliser Subsidy Burden<\/b><\/h2>\n<ul>\n<li><span style=\"font-weight: 400;\">Fertilizer subsidy remains one of the largest components of agricultural support.<\/span><\/li>\n<li aria-level=\"1\"><b>Subsidy (2025\u201326):<\/b><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: devices at retail outlets.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Beneficiaries are authenticated using Aadhaar, Kisan Credit Card (KCC), Voter ID, and other approved identity documents.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The system improves subsidy targeting, transparency and monitoring.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Government initiatives for balanced fertilizer use:<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Recognising the environmental costs of excessive urea application, the Government promotes Integrated Nutrient Management (<\/span><b>INM<\/b><span style=\"font-weight: 400;\">), which advocates &#8211;<\/span>\n<ul>\n<li><span style=\"font-weight: 400;\">Balanced use of chemical fertilizers, organic manure, and bio-fertilizers.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Scientific nutrient management to improve soil health.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Sustainable crop
