However, a delimitation based primarily on population numbers could reduce their relative share of Lok Sabha seats while increasing the representation of States with higher population growth.<\/span><\/li>\n<\/ul>\n<h2><b>Global Experience and Lessons for India<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">International experience suggests that the effectiveness of a legislature depends not merely on the number of representatives but on the strength of supporting institutions, parliamentary procedures and accountability mechanisms.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><b>United States House of Representatives <\/b><span style=\"font-weight: 400;\">provides an important example. Despite a significant increase in population, the size of the House has remained fixed at 435 members since 1929. Instead of continuously expanding representation, the <\/span><b>US strengthened constituency offices, professional legislative staff, communication systems and committee mechanisms to enable representatives to effectively serve larger populations.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The key lesson for India is that representation cannot be measured only through the number of MPs.
