While ethanol blending promises lower crude oil imports, reduced emissions and higher farm incomes, its increasing dependence on water-intensive agricultural crops has raised concerns regarding groundwater depletion, food security and long-term environmental sustainability.<\/span><\/p>\n<h2><b>What is Ethanol Blending?<\/b><\/h2>\n<p><b>Ethanol blending <\/b><span style=\"font-weight: 400;\">refers to the <\/span><b>process of mixing ethanol, a renewable biofuel produced from agricultural feedstocks, with petrol <\/b><span style=\"font-weight: 400;\">to reduce fossil fuel consumption, lower greenhouse gas emissions and enhance <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/indias-energy-security\/\" target=\"_blank\"><strong>energy security<\/strong><\/a>.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India is implementing the <\/span><b>E20 programme<\/b><span style=\"font-weight: 400;\">, under which petrol contains 20% ethanol and 80% petrol, as part of the <\/span><b>National Policy on Biofuels.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The programme aims to reduce crude oil imports, promote cleaner transportation, lower vehicular emissions and support India\u2019s climate commitments.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India currently relies predominantly on <\/span><b>first-generation biofuels<\/b><span style=\"font-weight: 400;\"> produced from food-based agricultural crops, with sugarcane, rice and maize serving as the principal feedstocks for ethanol production.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">According to the All India Distillers\u2019 Association (AIDA), <\/span><b>grain-based feedstocks account for around 67% of India\u2019s ethanol production, while sugarcane-based feedstocks contribute about 33%.<\/b><\/li>\n<\/ul>\n<h2><b>Ethanol Blending in India Benefits\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Ethanol blending provides multiple economic, environmental and strategic benefits for India while strengthening the country\u2019s energy security.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It <\/span><b>reduces India\u2019s dependence on imported crude oil<\/b><span style=\"font-weight: 400;\">, as the country imports more than 85% of its crude oil requirement, making the economy vulnerable to global price fluctuations.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India imported 234.3 million tonnes of crude oil worth nearly US$137 billion in FY 2024-25, and achieving <\/span><b>20% ethanol blending is expected to save around \u20b940,000 crore annually in foreign exchange.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ethanol improves fuel combustion because of its oxygen content, thereby <\/span><b>reducing emissions of carbon monoxide, particulate matter and other harmful pollutants from vehicles.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The programme <\/span><b>creates a stable market for agricultural produce<\/b><span style=\"font-weight: 400;\"> such as sugarcane, rice and maize, providing an additional source of income for farmers and supporting the rural economy.<\/span><\/li>\n<\/ul>\n<h2><b>Ethanol Blending in India Concerns\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Despite these benefits, India\u2019s ethanol programme raises important concerns because it <\/span><b>relies predominantly on food-based agricultural crops that require large quantities of water.<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India currently produces most of its ethanol from sugarcane, rice and maize, with grain-based ethanol contributing around 67% of total production and sugarcane-based feedstocks accounting for the remaining 33%, according to the All India Distillers\u2019 Association (AIDA).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The recent decline in kharif maize acreage may further increase the diversion of rice towards ethanol production, raising <\/span><b>concerns over food security and food price inflation.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Producing ethanol from these crops has a very <\/span><b>high water footprint<\/b><span style=\"font-weight: 400;\">, <\/span><b>making large-scale expansion environmentally challenging in a water-stressed country.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Producing one litre of sugarcane-based ethanol <\/span><b>requires nearly 3,630 litres of water, while rice-based ethanol consumes around 10,790 litres<\/b><span style=\"font-weight: 400;\">, making it one of the most water-intensive biofuels.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Even maize-based ethanol requires approximately <\/span><b>4,670 litres of water per litre of ethanol<\/b><span style=\"font-weight: 400;\">, highlighting the significant pressure on freshwater resources.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Agriculture already consumes more than 85% of India\u2019s available freshwater<\/b><span style=\"font-weight: 400;\">, and expanding the cultivation of ethanol feedstocks could further accelerate groundwater depletion.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">According to the Central Ground Water Board (2024), <\/span><b>states such as Punjab, Haryana, western Uttar Pradesh, Gujarat, Maharashtra and Tamil Nadu already face alarming levels of groundwater extraction<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Central Water Commission has projected that India\u2019s water demand could exceed available supply before 2050, while the <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/niti-aayog\/\" target=\"_blank\"><strong>NITI Aayog<\/strong><\/a>\u2019s Composite Water Management Index (2018) has highlighted the growing severity of water scarcity across several regions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Subsidised electricity for irrigation and assured procurement by distilleries may encourage cultivation of water-intensive crops<\/b><span style=\"font-weight: 400;\">, further increasing pressure on groundwater resources.<\/span><\/li>\n<\/ul>\n<h2><b>Way Forward<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">India\u2019s biofuel policy should adopt a resource-efficient approach that balances energy security with water conservation and long-term agricultural sustainability.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Greater <\/span><b>emphasis should be placed on second-generation (2G) biofuels<\/b><span style=\"font-weight: 400;\"> produced from agricultural residues, crop waste and other non-food biomass instead of relying predominantly on food crops.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Policy incentives should <\/span><b>encourage cultivation of low water-consuming crops<\/b><span style=\"font-weight: 400;\"> such as bajra, jowar and ragi, which require significantly less water and can be grown under rainfed conditions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Expansion of ethanol feedstock cultivation should be accompanied by <\/span><b>mandatory adoption of micro-irrigation technologies<\/b><span style=\"font-weight: 400;\">, which can save 40\u201350% of irrigation water while improving crop productivity.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Government incentives, procurement support and distillery licensing should be linked to the adoption of <\/span><b>water-efficient farming practices.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ethanol distilleries should be required to adopt <\/span><b>Zero Liquid Discharge (ZLD) systems<\/b><span style=\"font-weight: 400;\"> to recycle and reuse water during production.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ethanol policy should be implemented through an integrated approach involving the energy, agriculture and water sectors, ensuring that <\/span><b>energy security objectives do not compromise long-term water sustainability.<\/b><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Ethanol blending is an important pillar of India\u2019s strategy for reducing crude oil imports, promoting cleaner fuels and strengthening energy security.
