It reflects the success of a comprehensive approach that combined effective security operations with development, better governance, tribal welfare and rehabilitation, helping transform regions once affected by Left-Wing Extremism (LWE) into active participants in India\u2019s growth and development.<\/span><\/p>\n<h2><b>About Naxalism<\/b><\/h2>\n<p><b>Naxalism<\/b><span style=\"font-weight: 400;\">, officially referred to as <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/left-wing-extremism\/\" target=\"_blank\"><b>Left-Wing Extremism (LWE)<\/b><\/a><span style=\"font-weight: 400;\">, is an armed insurgency inspired by <\/span><b>Maoist ideology<\/b><span style=\"font-weight: 400;\"> that seeks to overthrow the Indian State through violent revolution. It originated from the <\/span><b>Naxalbari uprising in West Bengal in 1967<\/b><span style=\"font-weight: 400;\"> and gradually spread across the tribal and forested regions of central and eastern India, popularly known as the <\/span><b>Red Corridor<\/b><span style=\"font-weight: 400;\">, emerging as one of India\u2019s most serious internal security challenges.<\/span><\/p>\n<h2><b>Naxalism Reasons\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The spread of Naxalism or Left-Wing Extremism was driven by a combination of governance deficits, socio-economic deprivation and geographical isolation.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Historical Underdevelopment<\/b><span style=\"font-weight: 400;\">: Tribal and remote regions remained deprived of quality education, healthcare, roads and other essential public services for decades.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Economic Deprivation<\/b><span style=\"font-weight: 400;\">: Persistent poverty, unemployment and limited livelihood opportunities created fertile ground for extremist recruitment.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Alienation of Tribal Communities<\/b><span style=\"font-weight: 400;\">: Inadequate protection of land and forest rights, displacement and weak participation in governance generated resentment among tribal populations.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>For example<\/b><span style=\"font-weight: 400;\">: Poor implementation of <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/forest-rights-act\/\" target=\"_blank\">Forest Rights Act, 2006<\/a><\/strong><span style=\"font-weight: 400;\"> generated resentment among tribal populations.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Weak State Presence<\/b><span style=\"font-weight: 400;\">: Difficult terrain and limited administrative reach enabled extremist groups to establish parallel influence in several regions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Poor Infrastructure and Connectivity<\/b><span style=\"font-weight: 400;\">: Lack of roads, banking facilities, telecommunications and digital connectivity isolated communities from mainstream development.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Ideological Radicalisation<\/b><span style=\"font-weight: 400;\">: Maoist groups exploited local grievances and propagated armed struggle as an alternative to democratic institutions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Governance Deficit<\/b><span style=\"font-weight: 400;\">: Weak implementation of welfare schemes and delayed access to justice reduced public confidence in the State.<\/span><\/li>\n<\/ul>\n<h2><b>Naxal-Free India<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">India became effectively Naxal-free on 31 March 2026 after nearly six decades of Left-Wing Extremism. It signifies that Naxal violence has been reduced to a negligible level, with the State regaining control and governance restored across almost all previously affected regions.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Sharp Decline in Affected Districts<\/b><span style=\"font-weight: 400;\">: The number of LWE-affected districts declined from 126 in 2014 to just 2 in 2026, while the number of most-affected districts fell from 35 to zero.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Major Reduction in Violence<\/b><span style=\"font-weight: 400;\">: Naxal-related incidents decreased from 870 in 2014 to 234 in 2025, indicating a significant weakening of extremist activities.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Decline in Fatalities<\/b><span style=\"font-weight: 400;\">: Fatalities reduced from 310 in 2014 to 100 in 2025, compared to the peak of 1,005 deaths in 2010.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Weakened Maoist Networks<\/b><span style=\"font-weight: 400;\">: Intelligence-led operations, stronger security coordination and rehabilitation policies considerably reduced the operational strength of Maoist groups.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Improved Governance and Connectivity<\/b><span style=\"font-weight: 400;\">: Expansion of roads, mobile connectivity, banking and public services restored the State\u2019s presence in previously affected regions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Greater Peace and Development<\/b><span style=\"font-weight: 400;\">: Improved law and order enabled better implementation of welfare programmes and accelerated socio-economic development in former Naxal-affected areas.<\/span><\/li>\n<\/ul>\n<h2><b>The Three Pillars of Naxal-Free India<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Over the last twelve years, India\u2019s strategy to eliminate Left-Wing Extremism was built on three interconnected pillars &#8211; <\/span><b>Vishwaas, Nirman and Jan Kalyan<\/b><span style=\"font-weight: 400;\">. Together, these pillars combined security, development and welfare to address both the violence and the underlying causes of Naxalism.<\/span><\/p>\n<h3><b>Vishwaas (Restoring Faith in the State)<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Vishwaas focused on restoring public confidence through stronger security, effective governance and community participation.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>National Policy and Action Plan (2015)<\/b><span style=\"font-weight: 400;\">: Introduced a <\/span><b><i>whole-of-government approach<\/i><\/b><span style=\"font-weight: 400;\"> based on Dialogue, Security and Coordination, replacing the earlier fragmented response.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Strengthened Security Grid<\/b><span style=\"font-weight: 400;\">: Constructed 597 fortified police stations, established 408 CAPF camps, built 68 night-landing helipads, and deployed 400 bullet-proof vehicles and five hospitals for security personnel.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Specialised Security Forces<\/b><span style=\"font-weight: 400;\">: Integrated CoBRA, CRPF, District Reserve Guard (DRG), Special Task Forces (STF), Greyhounds and other elite units through joint operations and training.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Technology-Based Operations<\/b><span style=\"font-weight: 400;\">: Used UAVs, drones, satellite imagery, AI-based intelligence, mobile-data analytics and social-media monitoring to improve surveillance and operational efficiency.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Trace, Target, Neutralise Doctrine<\/b><span style=\"font-weight: 400;\">: Adopted an intelligence-led strategy to trace Maoist movements, target their strongholds and neutralise their operational networks through operations such as <\/span><i><span style=\"font-weight: 400;\">Operation Black Forest, Operation Double Bull, Operation Octopus, Operation Thunderstorm, Operation Bhimbarg and Operation Chakrabandha.<\/span><\/i><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Disrupting Financial Networks<\/b><span style=\"font-weight: 400;\">: Established a dedicated <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/national-investigation-agency\/\" target=\"_blank\">National Investigation Agency<\/a><\/strong><span style=\"font-weight: 400;\"> (NIA) vertical to target Naxal financing, supported by action from the <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/enforcement-directorate\/\" target=\"_blank\"><span style=\"font-weight: 400;\"><strong>Enforcement Directorate<\/strong><\/span><\/a><span style=\"font-weight: 400;\"> and State agencies.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">As of December 2025, the NIA had seized assets worth over \u20b940 crore. The Enforcement Directorate (ED) attached assets worth \u20b912 crore.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Red Carpet for Surrender:<\/b><span style=\"font-weight: 400;\"> Encouraged Naxal cadres to surrender by providing <\/span><b>financial assistance (\u20b95 lakh for higher-ranked cadres and \u20b92.5 lakh for others), a \u20b910,000 monthly stipend for 36 months, incentives for depositing weapons, and rehabilitation and livelihood support<\/b><span style=\"font-weight: 400;\"> to facilitate their reintegration into mainstream society.<\/span><\/li>\n<\/ul>\n<h3><b>Nirman (Building Infrastructure and Connectivity)<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Nirman focused on improving connectivity, expanding governance and creating economic opportunities in formerly affected regions.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Road Connectivity<\/b><span style=\"font-weight: 400;\">: Constructed over 12,249 km of roads and approved projects covering 17,319 km under LWE-specific connectivity schemes.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Digital Connectivity<\/b><span style=\"font-weight: 400;\">: Installed more than 9,600 mobile towers, extending mobile coverage to 96% of villages in the most affected areas.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Financial Inclusion<\/b><span style=\"font-weight: 400;\">: Expanded banking infrastructure through 1,804 bank branches, 1,321 ATMs, 74,720 banking correspondents and 6,025 post offices.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Education Infrastructure<\/b><span style=\"font-weight: 400;\">: Sanctioned 259 <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/ekalavya-model-residential-schools\/\" target=\"_blank\"><span style=\"font-weight: 400;\"><strong>Eklavya Model Residential Schools<\/strong><\/span><\/a><span style=\"font-weight: 400;\">, with 179 schools developed, to improve educational access for tribal children.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Skill Development<\/b><span style=\"font-weight: 400;\">: Established 46 Industrial Training Institutes (ITIs) and 49 Skill Development Centres, providing training to over 90,000 welfare, tribal empowerment and long-term socio-economic development.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Rehabilitation of Surrendered Cadres<\/b><span style=\"font-weight: 400;\">: Supported reintegration through skill development, livelihood assistance, self-employment support and housing under Pradhan Mantri Awas Yojana (PMAY), while providing free education up to Class XII for their children.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Special Central Assistance (SCA)<\/b><span style=\"font-weight: 400;\">: Funded critical infrastructure and development projects in the most affected districts.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a integrate tribal communities into the mainstream development process.<\/span><\/li>\n<\/ul>\n<h2><b>Case Study: Bastar\u2019s Transformation<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Bastar in Chhattisgarh was once one of India\u2019s most Naxal-affected regions because of poor connectivity, weak governance and difficult terrain. Over the last twelve years, it has witnessed significant transformation through a strategy combining security, development and tribal participation.\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Bastariya Battalion<\/b><span style=\"font-weight: 400;\"> (2017), comprising many local tribal youth, improved security and strengthened trust between communities and the administration.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">More than 3,240 km of <\/span><b>roads<\/b><span style=\"font-weight: 400;\"> and 889 <\/span><b>mobile towers<\/b><span style=\"font-weight: 400;\"> connected remote villages with schools, healthcare, markets and government services.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Around 3,000 surrendered Naxalites were supported through <\/span><b>rehabilitation<\/b><span style=\"font-weight: 400;\">, <\/span><b>skill development and livelihood programmes.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In 2026, the <\/span><b>Shaheed Veer Gunda Dhur Seva Dera initiative <\/b><span style=\"font-weight: 400;\">began converting around 70 CAPF camps into centres providing healthcare, banking, agricultural support and welfare services.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Cultural initiatives such as <\/span><b>Bastar Pandum<\/b><span style=\"font-weight: 400;\"> and the <\/span><b>Bastar Olympics <\/b><span style=\"font-weight: 400;\">also promoted tribal identity and community participation.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Bastar\u2019s experience shows that security combined with development, welfare and community empowerment can successfully transform conflict-affected regions.<\/span><\/p>\n<h2><b>Naxal-Free India Significance\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The elimination of Left-Wing Extremism represents not only a major internal security achievement but also a significant milestone in India\u2019s democratic and developmental journey.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Strengthens Internal Security<\/b><span style=\"font-weight: 400;\">: Eliminates one of India\u2019s longest-running internal security challenges and enhances national stability.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Deepens Democratic Governance<\/b><span style=\"font-weight: 400;\">: Restores the authority of constitutional
