Union Agriculture minister recently approved a move to procure moong and urad in Madhya Pradesh and urad in Uttar Pradesh under the Price Support Scheme (PSS). <\/span><\/p>\n<h2 style=\"text-align: justify;\"><b>About Price Support Scheme\u00a0<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-weight: 400;\">It is implemented by the Government of India <\/span><b>under India\u2019s umbrella scheme \u201cPM-AASHA\u201d<\/b><span style=\"font-weight: 400;\"> (Pradhan Mantri Annadata Aay Sanrakshan Abhiyan), <\/span><b>launched in 2018.<\/b><\/li>\n<li><b>Implemented by:<\/b><span style=\"font-weight: 400;\">\u00a0<\/span>\n<ul>\n<li><span style=\"font-weight: 400;\">The<\/span><b> Department of Agriculture &amp; Cooperation <\/b><span style=\"font-weight: 400;\">implements this scheme <\/span><b>for procurement of oilseeds, pulses, and cotton<\/b><span style=\"font-weight: 400;\">, <\/span><b>through the <\/b><span style=\"font-weight: 400;\">National Agricultural Cooperative Marketing Federation of India (NAFED), which is the <\/span><b>Central nodal agency, at the MSP<\/b><span style=\"font-weight: 400;\"> (minimum support price) declared by the government.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">In addition to the <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/national-agricultural-cooperative-marketing-federation-of-india-ltd-nafed\/\" target=\"_blank\" rel=\"noopener\" target=\"_blank\"><strong>NAFED<\/strong><\/a>, the Food Corporation of India <\/span><b>(FCI) will take up PSS operations in states\/districts.<\/b><\/li>\n<\/ul>\n<\/li>\n<li><b>What are the Benefits?<\/b>\n<ul>\n<li><b>When the pric<\/b><span style=\"font-weight: 400;\">e of commodities <\/span><b>falls below the MSP, State and central <\/b><span style=\"font-weight: 400;\">notified procurement <\/span><b>nodal agencies purchase commodities directly from the farmers at MSP <\/b><span style=\"font-weight: 400;\">under FAQ (Fair Average Quality).<\/span><\/li>\n<li><span style=\"font-weight: 400;\">By this way prices of the main commodities are procured and protect the farmers against the economical loss in farming.<\/span><\/li>\n<li><b>Procurement <\/b><span style=\"font-weight: 400;\">under PSS is <\/span><b>continued till prices stabilize at or above the MSP.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">The <\/span><b>procurement expenditure and losses <\/b><span style=\"font-weight: 400;\">due to procurement will be <\/span><b>borne by the Central Government <\/b><span style=\"font-weight: 400;\">as per norms.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>Key Facts about Pradhan Mantri Annadata Aay SanraksHan Abhiyan<\/b><\/h2>\n<ul>\n<li><span style=\"font-weight: 400;\">It is an <\/span><b>umbrella scheme<\/b><span style=\"font-weight: 400;\"> aimed at <\/span><b>ensuring remunerative prices to the farmers for their produce.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">PM AASHA has <\/span><b>three components,<\/b><span style=\"font-weight: 400;\"> and <\/span><b>states can choose whichever one they wish to implement.<\/b><span style=\"font-weight: 400;\"> The three components are<\/span><\/li>\n<li><b>Price Support Scheme (PSS)<\/b><\/li>\n<li><b>Price Deficiency Payment Scheme (PDPS):\u00a0<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Under PDPS, it is proposed to <\/span><b>cover all oilseeds for which <\/b><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/minimum-support-price-msp\/\" target=\"_blank\" rel=\"noopener\" target=\"_blank\"><strong>MSP<\/strong><\/a><b> is notified.<\/b><\/li>\n<li><b>Direct payment of the difference between the MSP and the selling\/model price <\/b><span style=\"font-weight: 400;\">will be made <\/span><b>to pre-registered farmers<\/b> <b>selling his produce in the notified market <\/b><span style=\"font-weight: 400;\">yard <\/span><b>through a transparent auction<\/b><span style=\"font-weight: 400;\"> process.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">All <\/span><b>payments <\/b><span style=\"font-weight: 400;\">will be done<\/span><b> directly into the registered bank account<\/b><span style=\"font-weight: 400;\"> of the farmer.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">This scheme <\/span><b>does not involve any physical procurement of crops<\/b><span style=\"font-weight: 400;\">, as farmers are paid the difference between the MSP price and the Sale\/model price on disposal in the notified market.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The support of the central government for PDPS will be given as per norms.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Pilot of Private Procurement and Stockist Schemes (PPPS):<\/b>\n<ul>\n<li><b>In addition to PDPS<\/b><span style=\"font-weight: 400;\">, for oilseeds, <\/span><b>states have the option to roll out PPSS <\/b><span style=\"font-weight: 400;\">on a pilot basis i<\/span><b>n selected districts\/Agricultural Produce Market Committee (APMCs) <\/b><span style=\"font-weight: 400;\">of districts <\/span><b>involving the participation of private stockist<\/b><span style=\"font-weight: 400;\">s.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">This scheme will a<\/span><b>llow private players to participate in the procurement <\/b><span style=\"font-weight: 400;\">of crops.<\/span><\/li>\n<li><b>The pilot district<\/b><span style=\"font-weight: 400;\">\/selected APMC(s) of the district will <\/span><b>cover one or more crops of oilseeds for which MSP is notified.<\/b><\/li>\n<\/ul>\n<\/li>\n<li><b>Only one scheme, i.e., PSS or PDPS, <\/b><span style=\"font-weight:
