The move shifts the responsibility from Central government-led Empowered Committees to district-level authorities. <\/span><span style=\"font-weight: 400;\">The change has been made through the <\/span><b>Citizenship (Third Amendment) Rules, 2026<\/b><span style=\"font-weight: 400;\">, notified on August 19, 2026, and applies to pending applications in the specified jurisdictions.<\/span><\/p>\n<h2><b>About Citizenship (Third Amendment) Rules, 2026<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Under <\/span><b>Citizenship (Third Amendment) Rules, 2026<\/b> <b>District Collectors have been authorised to receive, scrutinise, verify and dispose of applications for registration or naturalisation under Section 6B of the Citizenship Act, 1955<\/b><span style=\"font-weight: 400;\">. The process under the\u00a0 Citizenship (Third Amendment) Rules, 2026 is as follows:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Application<\/b><span style=\"font-weight: 400;\">: The applicant submits an application for registration or naturalisation under Section 6B of the <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/citizenship-act-1955\/\" target=\"_blank\"><strong>Citizenship Act<\/strong><\/a>, 1955 through the prescribed process to the competent District Collector.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Scrutiny<\/b><span style=\"font-weight: 400;\">: The District Collector examines the application and the documents submitted by the applicant.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Verification<\/b><span style=\"font-weight: 400;\">: The Collector verifies the documents and may conduct the necessary enquiry to establish the applicant&#8217;s eligibility.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Eligibility Check<\/b><span style=\"font-weight: 400;\">: Based on the verification, the Collector determines whether the applicant fulfils the requirements prescribed under Section 6B and the Citizenship Rules.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Oath of Allegiance<\/b><span style=\"font-weight: 400;\">: The eligible applicant is required to subscribe to the prescribed Oath of Allegiance as part of the citizenship process.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Decision<\/b><span style=\"font-weight: 400;\">: If satisfied that the applicant meets the prescribed requirements and is a \u201cfit and proper person\u201d, the competent authority can grant citizenship.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>States Covered<\/b><span style=\"font-weight: 400;\">: The new arrangement covers Gujarat, Rajasthan, Punjab, West Bengal, Assam, Tripura, Jammu and Kashmir, and Ladakh.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">All applications pending before the earlier Empowered Committees and District Level Committees in these jurisdictions will be transferred to the concerned District Collectors.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Exceptions<\/b><span style=\"font-weight: 400;\">: Tribal areas of Assam and Tripura are excluded. <\/span><\/li>\n<\/ul>\n<h2><b style=\"font-size: inherit;\">Why Were the Citizenship (Third Amendment) Rules, 2026 Introduced?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/india-citizenship-rules-2026\/\" target=\"_blank\"><strong>Citizenship (Third Amendment) Rules, 2026<\/strong><\/a> were introduced <\/span><b>to decentralise and simplify the processing of citizenship applications.<\/b><span style=\"font-weight: 400;\"> The earlier system involved two levels of committees and officials from multiple Central government agencies. <\/span><b>The new arrangement creates a more direct chain of responsibility at the district level.<\/b><\/p>\n<h3><b>Earlier system<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The<\/span><b> Citizenship Amendment Rules, 2024<\/b><span style=\"font-weight: 400;\"> created the mechanism through which CAA applications were processed after the CAA, 2019.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Applications were handled through <\/span><b>District Level Committees and Empowered Committees<\/b><span style=\"font-weight: 400;\">, with officials from different Central government agencies involved in the process.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The District Level Committee was responsible for the initial processing and verification of applicants, while the Empowered Committee handled the subsequent decision-making process.<\/span><\/li>\n<\/ul>\n<p><b>This created a multi-agency mechanism for processing citizenship applications.
