


{"id":120437,"date":"2026-08-22T10:46:41","date_gmt":"2026-08-22T05:16:41","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=120437"},"modified":"2026-08-22T10:46:41","modified_gmt":"2026-08-22T05:16:41","slug":"political-clearance-for-foreign-trips","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/political-clearance-for-foreign-trips\/","title":{"rendered":"Political Clearance for Foreign Trips: Why Chief Ministers Need MEA Approval"},"content":{"rendered":"<h2><b>Political Clearance for Foreign Trips Latest News<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Telangana Chief Minister A Revanth Reddy had to cancel the US leg of his 10-day UK-US tour after the Ministry of External Affairs (MEA) denied him &#8220;clearance from political angle.&#8221;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">He will now return to Hyderabad from London instead of proceeding to Boston.<\/span><\/li>\n<\/ul>\n<h2><b>What Is Political Clearance?<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Political clearance is granted by the Ministry of External Affairs (MEA) and is mandatory for any government servant \u2014 not just public representatives \u2014 undertaking a foreign trip.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The MEA receives hundreds of clearance requests every month from ministries, secretaries, bureaucrats, and other officials.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Factors <\/b><span style=\"font-weight: 400;\">influencing the decision include the nature of the event, the level of participation from other countries, the type of invitation extended, and India&#8217;s diplomatic relations with the host country.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The system exists to ensure that official foreign visits do not carry unassessed diplomatic or foreign-policy implications.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Since 2016, applications are processed online via epolclearance.gov.in, coordinated through a dedicated &#8216;Coordination Division&#8217; within the Ministry.<\/span><\/li>\n<\/ul>\n<h2><b>What Clearances Do Chief Ministers Need?<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Chief Ministers, state ministers, and Union Territory ministers must inform both the Cabinet Secretariat and the MEA about any foreign visit \u2014 official or private.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">As per a Cabinet Secretariat circular, prior political clearance and <strong><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/foreign-contribution-regulation-act\/\" target=\"_blank\">FCRA<\/a> <\/strong>(Foreign Contribution Regulation Act) clearance are mandatory.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">They also require clearance from the Department of Economic Affairs (DEA), and a copy of the application must be sent to the DEA Secretary.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Crucially, the DEA and concerned ministries will process an application only if MEA&#8217;s political clearance is attached \u2014 without it, no public servant can travel abroad.<\/span><\/li>\n<\/ul>\n<h2><b>Past Instances of Denied Clearance<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Denial of political clearance is not unprecedented:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>2022:<\/b><span style=\"font-weight: 400;\"> Then Delhi CM Arvind Kejriwal had to cancel a Singapore visit after clearance was denied.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>2019:<\/b><span style=\"font-weight: 400;\"> Kejriwal was denied approval for another foreign conference and had to participate via videoconferencing instead.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>UPA era:<\/b><span style=\"font-weight: 400;\"> The MEA denied clearance to then Assam CM Tarun Gogoi&#8217;s proposed trips to the <\/span><b>US<\/b><span style=\"font-weight: 400;\"> (citing that &#8220;direct correspondence by a diplomatic Mission with a State Government&#8221; was inappropriate) and to <\/span><b>Israel<\/b><span style=\"font-weight: 400;\"> (citing protocol difficulties). Then Jharkhand CM Arjun Munda was similarly denied clearance for a trip to <\/span><b>Thailand<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b>Debate Over the Clearance System<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">When PM Modi took office in 2014, then Civil Aviation Secretary Ashok Lavasa flagged the MEA&#8217;s clearance process as a <\/span><b>&#8220;dilatory system<\/b><span style=\"font-weight: 400;\">&#8221; that needed reform, in a letter to the Cabinet Secretary.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The MEA, however, maintained its position \u2014 then Foreign Secretary Sujatha Singh clarified it was the Ministry&#8217;s prerogative to assess the suitability, desirability, and level of Indian officials&#8217; participation in foreign engagements. This practice continues today.<\/span><\/li>\n<\/ul>\n<h2><b>Clearance Requirements for Other Officials<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Union Ministers:<\/b><span style=\"font-weight: 400;\"> Political clearance from MEA, plus approval from the Prime Minister for both official and personal trips.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Lok Sabha MPs:<\/b><span style=\"font-weight: 400;\"> Clearance from the Speaker; Rajya Sabha MPs from the Chairperson (Vice President of India).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Officials up to Joint Secretary level<\/b><span style=\"font-weight: 400;\">: Cleared by the concerned minister after MEA political clearance.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Officials above Joint Secretary level<\/b><span style=\"font-weight: 400;\">: Require approval from a Screening Committee of Secretaries (ScoS).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">If foreign hospitality involves non-UN organisations, FCRA clearance from the Home Ministry is additionally required.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A May 2019 circular by the Department of Expenditure mandates that proposals requiring ScoS\/PM approval be submitted at least 15 days (and no later than 5 days) before departure.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">For MPs, informing the Lok Sabha\/Rajya Sabha Secretariat is <\/span><b>not obligatory for private trips<\/b><span style=\"font-weight: 400;\">, though many do so voluntarily.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Government employees, however, need approval for all foreign trips, official or personal.<\/span><\/li>\n<\/ul>\n<h2><b>Do Judges Need Clearance?<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">For official travel, Supreme Court\/High Court judges&#8217; proposals go through the Department of Justice (DoJ) after clearance from the Chief Justice of India, followed by MEA (and Home Ministry, if FCRA applies) clearance.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>February 2010:<\/b><span style=\"font-weight: 400;\"> DoJ dispensed with the need for MEA clearance for judges&#8217; private trips.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>February 2011:<\/b><span style=\"font-weight: 400;\"> New DoJ guidelines restricted personal travel of higher judiciary judges \u2014 but these were struck down by the Delhi High Court on May 25, 2012.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>July 2025:<\/b><span style=\"font-weight: 400;\"> A Centre Office Memorandum required judges to submit prior political clearance even for Visa Support Notes Verbale for private\/official visits \u2014 but this was struck down by the Delhi High Court on April 1, 2026, terming it &#8220;uncalled for&#8221;
