The relationship has passed through the phases of Portuguese colonial rule, post-independence tensions, restoration of diplomatic ties and renewed bilateral engagement.<\/span><\/p>\n<h3><b>Portuguese Arrival and Colonial Expansion<\/b><\/h3>\n<p><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/portuguese-in-india\/\" target=\"_blank\"><b>Vasco da Gama<\/b><\/a><span style=\"font-weight: 400;\"> reached Calicut (Kozhikode), Kerala, in May 1498, establishing a direct maritime route between Europe and India through the Atlantic Ocean and around Africa.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The new sea route gave Portugal direct access to India\u2019s profitable spice trade and helped it emerge as a major colonial trading power.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Portuguese established a trading centre at Kollam in 1502 and subsequently acquired territories including Goa, Daman, Diu, Dadra and Nagar Haveli.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Goa became the headquarters of Portuguese activities in the Orient, with Portuguese influence extending from Malacca in the east to Mozambique in the west.<\/span><\/li>\n<\/ul>\n<h3><b>From Independence to Normalisation<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Relations were initially cordial after India\u2019s independence in 1947, and <\/span><b>diplomatic relations were established in 1949.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Relations deteriorated after Portugal, under dictator Ant\u00f3nio Salazar, refused to surrender its remaining enclaves in India.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India launched <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/operation-vijay\/\" target=\"_blank\"><b>Operation Vijay<\/b><\/a><span style=\"font-weight: 400;\">, leading to the liberation of Goa, Daman and Diu on 19 December 1961, ending more than 450 years of Portuguese rule.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Diplomatic relations were restored after Portugal\u2019s Carnation Revolution of April 1974, which ended the Estado Novo regime.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India and Portugal signed a treaty on 31 December 1974, under which Portugal recognised Indian sovereignty over Goa, Daman and Diu, Dadra and Nagar Haveli and related territories; style=\"font-weight: 400;\">The 1998 Agreement on Cooperation in Science and Technology established the <\/span><b>Indo-Portuguese Joint Science and Technology Committee (JSTC).<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The 6th JSTC meeting in March 2023 reviewed ongoing cooperation and discussed a proposed \u20ac4 million joint research cultural exchanges, academic cooperation and wider people-to-people contacts.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A Memorandum of Understanding on Cultural Cooperation was signed in 2017, supporting cultural performances, youth exchanges, literary programmes and art exhibitions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India became an <\/span><b>Associate Observer in the Community of Portuguese Language Countries (CPLP)<\/b><span style=\"font-weight: 400;\"> in style=\"font-weight: 400;\">The 2025 commemorations included film festivals, cultural programmes and the Hindi translation of Fernando Pessoa\u2019s \u2018Mensagem\u2019, highlighting the cultural dimension of bilateral ties.<\/span><\/li>\n<\/ul>\n<h4><b>Academic and Youth Exchanges<\/b><\/h4>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Youth engagement<\/b><span style=\"font-weight: 400;\">: India and Portugal have conducted reciprocal youth exchanges under the bilateral framework, including visits by Indian and Portuguese youth delegations in 2018 and 2019.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Know India and Know Goa<\/b><span style=\"font-weight: 400;\">: The Indian diaspora has participated in the Know India supports bilateral economic and cultural engagement.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Official figures indicate around 98,616 Indian nationals in Portugal<\/b><span style=\"font-weight: 400;\">, while an estimated 180,000 persons of Indian origin, including 14,125 <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/oci\/\" target=\"_blank\">Overseas Citizen of India (OCI)<\/a><\/strong><span style=\"font-weight: 400;\"> card holders, live there.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span 400;\">In 2021, India and Portugal signed an agreement for the recruitment of Indian citizens to work in Portugal, making <\/span><b>Portugal the first European Union country with which India signed a dedicated labour mobility agreement.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The first India-Portugal Consular Dialogue was held in November 2024 to discuss issues concerning Indian citizens in Portugal.<\/span><\/li>\n<\/ul>\n<h2><b>India-Portugal Relations Significance<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Portugal is important for aria-level=\"1\"><b>European Union outreach<\/b><span style=\"font-weight: 400;\">: Portugal\u2019s support strengthens India\u2019s engagement with the European Union, including through its role in
