fundamental education\u2013employment mismatch.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The NITI Aayog report Reimagining Skilling for Viksit Bharat highlights that <\/span><b>unemployment among graduates<\/b><span style=\"font-weight: 400;\"> remains substantially above the national average, while generic degrees often fail to translate into employability.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The report calls for a <\/span><b>shift <\/b><span style=\"font-weight: 400;\">towards specialised, industry-linked education, apprenticeships and outcome-oriented skilling.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>The Education-Employment Disconnect<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Only 8.25%<\/b><span style=\"font-weight: 400;\"> of graduates are employed in jobs aligned with their qualifications, according to data cited from the Economic Survey 2024-25.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Graduate unemployment stands at around 13%, while unemployment among graduate women is 20.4%, compared with the national unemployment rate of<\/span><b> 3.2%.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Of 3.4 crore undergraduate students, 1.13 crore are enrolled in B.A., while combined enrolment in B.A., B.Sc. and B.Com exceeds 2 crore.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The State of Working India report also highlights persistent educated unemployment.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>For example<\/b><span style=\"font-weight: 400;\">, unemployment among graduates below 25 rose from 35% in 1983 to 39% in 2023, while that among graduates aged 25\u201329 increased from 12% to 20%.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Thus, the challenge is not merely a shortage of jobs but a mismatch between qualifications, skills and labour-market demand.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This reflects the problem of <\/span><b>credential inflation<\/b><span style=\"font-weight: 400;\">\u2014possession of degrees has expanded faster than the availability of suitably skilled employment.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>NEET and the Skilling Information Gap<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">NITI Aayog identified 8.7 crore people aged 15\u201329 as NEET (<\/span><b>Not in Education, Employment or Training<\/b><span style=\"font-weight: 400;\">), accounting for 11% of the population outside the labour force.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">However, the Aayog subsequently clarified that the NEET category in its report refers to people not seeking employment and should therefore not be equated with unemployment or added to the unemployment rate.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Lack of awareness<\/b><span style=\"font-weight: 400;\"> is a major barrier to skilling.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>For example<\/b><span style=\"font-weight: 400;\">, around 47% of women, 43% of youth, 36% of higher-education students, 52% of formal workers and 55% of informal workers, do not pursue skills.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">This is due to inadequate information about suitable programmes among the leading reasons.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>Social Stigma Around Vocational Education<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Technical and vocational pathways such as ITIs, diplomas and vocational training continue to be viewed as \u201c<\/span><b>second-tier<\/b><span style=\"font-weight: 400;\">\u201d options by many families and students.<\/span><\/li>\n<li 400;\">Absence of visible success stories from vocational pathways.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This creates a <\/span><b>degree-centric education culture<\/b><span style=\"font-weight: 400;\">, even when alternative pathways may offer better employment prospects.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>Skilling Has Significant Wage Returns<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The report cites BCG data showing that a generic undergraduate without additional skilling earns an average starting salary of about \u20b922,000 per month, compared with \u20b929,000 for a similarly qualified graduate with skilling.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">At the reported growth rate, the initial \u20b97,000 monthly difference could translate into an estimated \u20b99.7 lakh cumulative income gap over 10 years.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>For women<\/b><span style=\"font-weight: 400;\">, barriers are compounded by concerns regarding safety, trust, social permission, time constraints and uncertain employment outcomes.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>Structural Weaknesses in Existing Skilling Architecture<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Existing programmes often measure success through enrolment and completion, rather than placement; wage progression; career advancement; or long-term employability.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Delivery is also often inflexible and insufficiently differentiated for diverse learner groups.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Awareness of schemes such as <\/span><b>PMKVY, DDU-GKY and PM Internship Scheme<\/b><span style=\"font-weight: 400;\"> input-based skilling model to an <\/span><b>outcome-based model<\/b><span style=\"font-weight: 400;\">, where funding and institutional performance are linked to employment, earnings and career progression.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>NITI Aayog\u2019s Policy Roadmap<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Shift towards industry-linked education: <\/b><span style=\"font-weight: 400;\">Generic degrees should be redesigned into <\/span><b>applied specialisations<\/b><span style=\"font-weight: 400;\">, such as B.A. Hospitality; B.Sc.
