This comes ahead of President Xi Jinping&#8217;s expected visit to India for the BRICS Summit.<\/span><\/li>\n<\/ul>\n<h2><b>What Was Agreed<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The talks focused on two core areas.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>First:<\/b><span style=\"font-weight: 400;\"> maintaining peace and tranquillity in border areas.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Second:<\/b><span style=\"font-weight: 400;\"> advancing a framework for settling the boundary question, based on prior agreements.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Specific steps were outlined. An Expert Group and a Working Group will explore an &#8220;early harvest&#8221; of boundary delimitation in select sectors.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">They will also work on effective border management.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Last year, both sides agreed in principle to set up additional General-Level Mechanisms, or Senior Highest Military Commander (SHMC) meetings, in the Eastern and Middle sectors.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">This mirrors the <\/span><b>existing mechanism<\/b><span style=\"font-weight: 400;\"> at Chushul\/Moldo in the Western sector.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This time, they went further. They agreed to implement that plan. They also agreed to <\/span><b>establish two new hotlines<\/b><span style=\"font-weight: 400;\"> \u2014 one each in the Eastern and Middle sectors.\u00a0<\/span><\/li>\n<\/ul>\n<h2><b>The Past as Prologue<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The current mechanisms build on decades of groundwork.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1992:<\/b><span style=\"font-weight: 400;\"> The Joint Working Group (JWG) on the Boundary Question introduced confidence-building measures (CBMs), including Border Personnel Meetings (BPMs). This complemented progress on border trade.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1993:<\/b><span style=\"font-weight: 400;\"> The Border Peace and Tranquillity Agreement (BPTA) led to a JWG sub-group \u2014 the India-China Expert Group of Diplomatic and Military Officials (EG).\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">This became a precursor to the Working Mechanism for Consultation and Coordination on India-China Border Affairs (WMCC), set up in 2012.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>2014:<\/b><span style=\"font-weight: 400;\"> The proposal for additional BPM points was revived. Regular BPMs were established at Wacha\/Kibithu, opposite Damai on the Chinese side \u2014 alongside existing venues at Bum La (Arunachal Pradesh) and Nathu La (Sikkim).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Together with BPMs at Daulat Beg Oldie (DBO) and Tianwendian (TWD) in the Chip Chap valley, and the Chushul-Moldo meeting point in the Spanggur Gap, these venues have helped both militaries maintain direct contact.<\/span><\/li>\n<\/ul>\n<h2><b>Why Hotlines Matter<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Existing hotlines already link DBO and Chushul. Informal communication channels exist at Demchok in the Western Sector. Similar hotlines operate at Nathu La, Bum La, and Kibithu in the Eastern Sector.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The two new hotlines \u2014 for the Eastern and Middle sectors \u2014 will strengthen this network. They can help defuse tensions quickly at the local level.<\/span><\/li>\n<\/ul>\n<h2><b>The Road Ahead<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The SR talks aim to implement the broader understanding reached between PM Modi and President Xi at Kazan (October 2024) and Tianjin (August 2025).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Recent positive steps support this momentum:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Resumption of the <strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/kailash-mansarovar-yatra-resumes-2025\/\" target=\"_blank\">Kailash Mansarovar Yatra<\/a><\/strong><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Restoration of direct flights<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Revival of border trade<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">However, caution is warranted. The task of &#8220;early and substantial harvest of boundary delimitation and border management&#8221; will likely be long and difficult. It demands patient negotiation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It would be premature to claim substantive boundary delimitation has begun. The Expert Group and Working Group under WMCC are still finalising their Terms of Reference.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This means the framework itself is only now being built \u2014 the process is being activated step by step.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Another <\/span><b>challenge<\/b><span style=\"font-weight: 400;\"> remains: balancing piecemeal progress against a more holistic settlement.
