Union and State Governments must abide by the principle of cooperative federalism to ensure effective implementation of the regulatory framework governing purse seine fishing in India&#8217;s EEZ and territorial waters.<\/span><\/p>\n<h2><b>About Purse Seine Fishing<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Purse seines are used in the <\/span><b>open ocean <\/b><span style=\"font-weight: 400;\">to <\/span><b>target dense schools of single-species pelagic (midwater) fish species<\/b><span style=\"font-weight: 400;\"> of various sizes.\u00a0<\/span>\n<ul>\n<li style=\"text-align: justify;\"><b>Pelagic fish<\/b><span style=\"font-weight: 400;\"> are those that swim in the <\/span><b>water column of the open ocean<\/b><span style=\"font-weight: 400;\">, up to approximately <\/span><b>600 feet deep.\u00a0<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">A<\/span><b> purse seine <\/b><span style=\"font-weight: 400;\">is a <\/span><b>huge wall of netting <\/b><span style=\"font-weight: 400;\">that is <\/span><b>set in a circle around a school of fish.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Once the fish school is encircled,<\/b><span style=\"font-weight: 400;\"> the <\/span><b>net is closed underneath the school <\/b><span style=\"font-weight: 400;\">by <\/span><b>hauling the purse line at the bottom <\/b><span style=\"font-weight: 400;\">of the net, which is called \u201c<\/span><b>pursing<\/b><span style=\"font-weight: 400;\">\u201d.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">As the volume of the net becomes smaller, the fish become more concentrated, and the <\/span><b>catch is harvested <\/b><span style=\"font-weight: 400;\">by either <\/span><b>hauling the net aboard <\/b><span style=\"font-weight: 400;\">or <\/span><b>bringing it alongside the vessel.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">A purse seine net can be more than 2000 metres in length and reach around 200 metres in depth.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The size can vary depending on the vessel they are deployed from, the size of the mesh, and the target species.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Advantages<\/b><span style=\"font-weight: 400;\">:<\/span>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Purse-seine fishing in open water is generally <\/span><b>considered to be an efficient <\/b><span style=\"font-weight: 400;\">form of fishing.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It has <\/span><b>no contact with the seabed<\/b><span style=\"font-weight: 400;\"> and can have l<\/span><b>ow levels of bycatch <\/b><span style=\"font-weight: 400;\">(accidental catch of unwanted species).\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It can also be <\/span><b>used to catch fish congregating around fish aggregating devices.<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><b>Why is it banned in some states?<\/b>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In some States, it is <\/span><b>linked to concerns <\/b><span style=\"font-weight: 400;\">about the<\/span><b> decreasing stock of small, pelagic shoaling fish <\/b><span style=\"font-weight: 400;\">such as sardines, mackerel, anchovies, and trevally on the western coasts.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Because this fishing method <\/span><b>uses a wide net to draw in not only the targeted fish but also at-risk varieties<\/b><span style=\"font-weight: 400;\">, including turtles.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Fishing is a State subject,<\/b><span style=\"font-weight: 400;\"> and the management plan for marine fisheries in territorial waters is the job of the states (Under the Seventh Schedule of the Indian Constitution).<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Currently, bans on purse seine fishing<\/b><span style=\"font-weight: 400;\"> are implemented in the <\/span><b>territorial waters of Tamil Nadu, Kerala, Puducherry, Odisha, Dadra and Nagar Haveli and Daman and Diu, and the Andaman and Nicobar
