Kao Memorial Lecture-2026 organised by the Research and Analysis Wing (R&amp;AW), the Home Minister recently called for uniform laws and processes across the globe for drug trafficking, extradition of drug kingpins, and sharing of intelligence.<\/span><\/p>\n<h2><b>About Research and Analysis Wing (RAW)<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It is I<\/span><b>ndia\u2019s external intelligence agency.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It plays a crucial role in <\/span><b>counter-terrorism, counter-proliferation, cybersecurity,<\/b><span style=\"font-weight: 400;\"> and <\/span><b>monitoring threats from outside<\/b><span style=\"font-weight: 400;\"> the country.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It is <\/span><b>headquartered <\/b><span style=\"font-weight: 400;\">in <\/span><b>New Delhi.<\/b><span style=\"font-weight: 400;\">\u00a0<\/span><\/li>\n<\/ul>\n<h2><b>Research and Analysis Wing (RAW) <\/b><b>Formation<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><b>Until 1968,<\/b><span style=\"font-weight: 400;\"> the <\/span><b>Intelligence Bureau (IB)<\/b><span style=\"font-weight: 400;\">, which is responsible for India\u2019s internal intelligence, also <\/span><b>handled external intelligence.\u00a0\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">However, <\/span><b>after the 1962 China-India war<\/b><span style=\"font-weight: 400;\"> and the<\/span><b> Indo-Pakistani war in 1965, India established<\/b><span style=\"font-weight: 400;\"> a separate and distinct external intelligence organization\u2013the <\/span><b>R&amp;AW.<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Rameshwar Nath Kao was <\/b><span style=\"font-weight: 400;\">the <\/span><b>first chief <\/b><span style=\"font-weight: 400;\">of R&amp;AW.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Since its inception, RAW is credited with providing intelligence support to many significant operations on foreign soil.<\/span><\/li>\n<\/ul>\n<h2><b>Research and Analysis Wing (RAW) <\/b><b>Working Mechanism<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It <\/span><b>collects military, economic, scientific, and political intelligence through covert and overt operations.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The agency is also charged with <\/span><b>monitoring terrorist elements and smuggling ring<\/b><span style=\"font-weight: 400;\">s that transport weapons and ammunition into India.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Indian <\/span><b>officials rely on the intelligence collected by RAW to shift national security policy, revise foreign policy,<\/b><span style=\"font-weight: 400;\"> and to influence international public opinion.\u00a0\u00a0<\/span><\/li>\n<\/ul>\n<h2><b>Research and Analysis Wing (RAW) <\/b><b>Authority<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It directly <\/span><b>comes under the prime ministerial office <\/b><span style=\"font-weight: 400;\">of India.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Agency <\/span><b>reports directly to the prime minister <\/b><span style=\"font-weight: 400;\">of India and not to anyone other than the PMO.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Because R&amp;AW is a necessarily<\/span><b> secretive organization<\/b><span style=\"font-weight: 400;\">, many of its <\/span><b>activities remain classified.\u00a0\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The agency is<\/span><b> not liable to answer any questions in the Parliament <\/b><span style=\"font-weight: 400;\">and the parliamentarians do not have the authority to raise questions on the
