style=\"font-weight: 400;\"> was held on <\/span><b>7 September 2026<\/b><span style=\"font-weight: 400;\"> in <\/span><b>Panaji, Goa.<\/b><span style=\"font-weight: 400;\"> The meeting deliberated on inter-state coordination, cooperative governance and sharing of best practices among the participating States and Union Territory.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Chairman:<\/b><span style=\"font-weight: 400;\"> Union Home Minister Amit Shah.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Vice-Chairman:<\/b><span for mutual understanding and cooperation on issues involving two or more States or the Centre and States.<\/span><\/li>\n<\/ul>\n<h2><b>Western Zonal Council Meeting 2026 Key Highlights<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Western Zonal Council Meeting 2026 focused on strengthening inter-State coordination, cooperative governance and sharing of best practices, while addressing key issues related to security, justice, welfare, cooperatives, financial inclusion and infrastructure.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>WEST Engine: <\/b><span style=\"font-weight: 400;\">The western region was highlighted as the<\/span><b><i> \u201cWEST Engine\u201d of India\u2019s growth<\/i><\/b><span style=\"font-weight: 400;\">, covering wealth and finance, exports and ports, start-ups and semiconductors, and tourism and blue economy.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Coastal security:<\/b><span style=\"font-weight: 400;\"> The meeting emphasised strengthening coastal security in the western region, with further measures planned over the next two years.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Narcotics control<\/b><span style=\"font-weight: 400;\">: The participating States were urged to strengthen the national fight against narcotics through coordinated action.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>New criminal laws:<\/b><span style=\"font-weight: 400;\"> Western States were encouraged to take the lead in implementing the three new criminal laws and strengthen coordination among police, prosecution and justice-delivery institutions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Fast-track justice: <\/b><span style=\"font-weight: 400;\">The implementation of <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/fast-track-special-courts\/\" target=\"_blank\">Fast Track Special Courts (FTSCs)<\/a><\/strong><span style=\"font-weight: 400;\"> was reviewed to ensure speedy investigation and disposal of cases involving rape and offences against women and children.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Emergency response: <\/b><span style=\"font-weight: 400;\">The meeting also reviewed the Emergency Response Support System (ERSS-112) to strengthen emergency response mechanisms.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Cybercrime and digital fraud:<\/b><span style=\"font-weight: 400;\"> Greater coordination was emphasised to combat cybercrime and digital financial fraud, including integration of cooperative banks with CFCFRMS and I4C, along with the use of <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/mulehunter-ai\/\" target=\"_blank\"><span style=\"font-weight: 400;\"><strong>MuleHunter AI<\/strong><\/span><\/a><span style=\"font-weight: 400;\"> to identify mule accounts.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>PACS computerisation:<\/b><span style=\"font-weight: 400;\"> The meeting stressed strengthening <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/primary-agricultural-credit-society-pacs\/\" target=\"_blank\"><span style=\"font-weight: 400;\"><strong>Primary Agricultural Credit Societies (PACS)<\/strong><\/span><\/a><span style=\"font-weight: 400;\"> through computerisation, with Maharashtra and Gujarat reporting computerisation levels of around 98% and 92%, respectively.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Gobardhan model<\/b><span style=\"font-weight: 400;\">: States were encouraged to adopt the Gobardhan model of Banas Dairy, Gujarat, to promote waste-to-wealth activities and strengthen the rural cooperative economy.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Financial inclusion:<\/b><span style=\"font-weight: 400;\"> The need to ensure brick-and-mortar banking facilities within the prescribed radius of every village was highlighted.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Health and nutrition: <\/b><span style=\"font-weight: 400;\">Discussions covered <strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/ayushman-bharat-pradhan-mantri-jan-arogya-yojana-ab-pmjay\/\" target=\"_blank\">Ayushman Bharat\u2013PMJAY<\/a><\/strong>, Poshan Abhiyaan, child malnutrition and food safety standards, along with measures to strengthen healthcare delivery.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Public hospitals: <\/b><span style=\"font-weight: 400;\">Greater participation of public hospitals in Ayushman Bharat\u2013PMJAY was emphasised to expand access to healthcare services.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Educatio<\/b><span style=\"font-weight: 400;\">n: The meeting called for stronger measures to reduce school dropout rates.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Infrastructure and urban development: <\/b><span style=\"font-weight: 400;\">The meeting discussed railway development, environmental clearances, urban master planning and electricity supply as areas requiring effective coordination.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Green energy: <\/b><span style=\"font-weight: 400;\">The western States were encouraged to leverage their leading position in green energy and contribute to India&#8217;s clean-energy transition.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Data centres<\/b><span style=\"font-weight: 400;\">: States were encouraged to make greater use of opportunities arising from data-centre policies and investments.<\/span><\/li>\n<\/ul>\n<h2><b>About Zonal Councils<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Zonal Councils are statutory and advisory bodies established under Part III of the <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/state-reorganisation-act-1956\/\" target=\"_blank\"><b>States Reorganisation Act, 1956.<\/b><\/a><span style=\"font-weight: 400;\"> The idea of Zonal Councils was proposed by Jawaharlal Nehru in 1956 during discussions on the reorganisation of States.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Objective:<\/b><span style=\"font-weight: 400;\"> They were created to promote cooperation among States, strengthen Centre-State relations, reduce regional and linguistic tensions, and facilitate balanced socio-economic development.<\/span><\/li>\n<\/ul>\n<h2><b>Composition of Zonal Councils<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The composition of Zonal Councils is provided under the States Reorganisation Act, 1956.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Chairman:<\/b><span style=\"font-weight: 400;\"> Union Home Minister.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Vice-Chairman: <\/b><span style=\"font-weight: 400;\">Chief Minister of a member State, with the position rotating annually among the member States.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>State representation: <\/b><span style=\"font-weight: 400;\">Chief Ministers and two senior Ministers from each member State form part of the Council.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Union Territory representation:<\/b><span style=\"font-weight: 400;\"> Representatives of member Union Territories participate in the Council.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Other Participants:<\/b><span style=\"font-weight: 400;\"> Senior officials such as Chief Secretaries and other advisers participate in meetings to assist the Council in examining various issues.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Standing Committee:<\/b><span style=\"font-weight: 400;\"> Each Zonal Council has a Standing Committee comprising Chief Secretaries of the member States, which examines issues and facilitates their consideration before the Council.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Secretariat:<\/b><span style=\"font-weight: 400;\"> The Inter-State Council Secretariat under the Ministry of Home Affairs provides administrative and institutional support for the functioning of Zonal Councils.<\/span><\/li>\n<\/ul>\n<h2><b>Five Zonal Councils in India<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">India has five Zonal Councils, established under the States Reorganisation Act, 1956.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Northern Zonal Council: <\/b><span style=\"font-weight: 400;\">Covers States and Union Territories of the northern region.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Central Zonal Council: <\/b><span style=\"font-weight: 400;\">Uttar Pradesh, Uttarakhand, Madhya Pradesh and Chhattisgarh.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Eastern Zonal Council:<\/b><span Councils and the Inter-State Council are important institutional mechanisms for promoting cooperative federalism, but they differ in their constitutional basis, composition and scope of
