This led to proposals for an independent Public Debt Management Agency (PDMA), supported by the Financial Sector Legislative Reforms Commission (FSLRC). As a gradual transition, the Government established the PDMC in 2016 to build expertise, strengthen debt-management systems and prepare the ground for the proposed PDMA.<\/span><\/p>\n<h2><b>Public Debt Management Cell Objectives\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The PDMC operates with several key objectives aligned with India&#8217;s fiscal governance framework:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Efficient Debt Management<\/b><span style=\"font-weight: 400;\">: To ensure that the government&#8217;s borrowing programme is executed efficiently, minimizing the cost of borrowing while maintaining an optimal maturity profile and managing rollover risks.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Risk Mitigation<\/b><span style=\"font-weight: 400;\">: To identify, measure, and manage various risks associated with public debt, including interest rate risk, refinancing (rollover) risk, currency risk (for external debt), and liquidity risk.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Transparency and Accountability<\/b><span style=\"font-weight: 400;\">: To enhance transparency in government borrowing operations through regular reporting, publication of debt statistics, and clear communication of the government&#8217;s work closely with the Reserve Bank of India (which continues to conduct debt auctions operationally), primary dealers, and other financial market participants to ensure smooth execution of the government&#8217;s borrowing programme.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Capacity Building for Future PDMA<\/b><span style=\"font-weight: 400;\">: To develop institutional expertise, systems, and processes that will eventually form the foundation of a full-fledged Public Debt Management Agency once the enabling legislation is passed by Parliament<\/span><\/li>\n<\/ul>\n<h2><b>Public Debt Management Cell Functions and Responsibilities<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Public Debt Management Cell (PDMC) performs advisory, analytical and preparatory functions covering the major aspects of Central Government debt management.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Borrowing Planning<\/b><span style=\"font-weight: 400;\">: Plans Central Government borrowings, including market borrowings, other domestic borrowings and Sovereign Gold Bonds.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Liability Management<\/b><span style=\"font-weight: 400;\">: Manages and monitors government liabilities, including National Small Savings Fund (NSSF) liabilities and contingent liabilities.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Cash Management<\/b><span style=\"font-weight: 400;\">: Monitors government cash balances, aria-level=\"1\"><b>Government Securities Market<\/b><span style=\"font-weight: 400;\">: Works towards developing a liquid and efficient market for government securities.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Stakeholder Coordination<\/b><span style=\"font-weight: 400;\">: Develops interfaces with stakeholders and agencies within the regulatory and financial for compilation and reporting of government debt statistics, covering external debt, public account liabilities and extra-budgetary resources.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Budgetary Work<\/b><span style=\"font-weight: 400;\">: Prepares estimates relating to interest payments and repayment of debt and contributes to liability statements for the Debt Management Cell Limitations\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Public Debt Management Cell (PDMC) cannot provide the full institutional framework envisaged for the PDMA because it is an interim and primarily advisory arrangement.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Limited mandate<\/b><span style=\"font-weight: 400;\">: It performs mainly advisory, analytical and preparatory functions rather than functioning as an independent statutory debt-management agency.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Functions remain divided<\/b><span style=\"font-weight: 400;\">: The RBI continues to perform important operational functions relating to government securities, including auction
