of Palestinians was taking place in parts of the West Bank, carried out by &#8220;settler terrorists&#8221;.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The UK sees the move as a response to what it believes is a clear Israeli attempt to bury the two-state solution.<\/span><\/li>\n<\/ul>\n<h2><b>What the UK Has Banned<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The measures go beyond goods and cover services, finance and sanctions:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Import ban:<\/b><span style=\"font-weight: 400;\"> All agricultural, processed and manufactured goods produced in Israeli settlements across the occupied West Bank, including East Jerusalem, are barred from the UK market.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Services ban:<\/b><span style=\"font-weight: 400;\"> British firms cannot provide services that facilitate settlement expansion, including construction, infrastructure, real estate, advertising and financing.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Export licences:<\/b><span style=\"font-weight: 400;\"> The UK will refuse licence applications for arms and other exports that materially contribute to the occupation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Sanctions:<\/b><span style=\"font-weight: 400;\"> Sanctions against settler organisations and individuals involved in violence and settlement expansion will be expanded.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b>International Support<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">UK\u2019s announcement was followed by a joint statement by 12 countries, including Canada and France, supporting the two-state solution and backing trade restrictions on illegal settlements.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The UK, Canada and France committed to introducing national restrictions, while some other countries said they were still considering measures.<\/span><\/li>\n<\/ul>\n<h2><b>Why Now: The E1 Corridor Trigger<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The immediate trigger is Israel&#8217;s approval of new construction in sensitive zones, notably the <\/span><b>&#8220;E1 corridor<\/b><span style=\"font-weight: 400;\">&#8221; between East Jerusalem and the Ma&#8217;ale Adumim settlement.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Construction in E1 would:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Sever the territorial link between the northern and southern West Bank.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Further isolate East Jerusalem from the rest of the West Bank.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Physically fragment the territory claimed for a future Palestinian state.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b>The Legal Backdrop: ICJ Advisory Opinion<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The decision rests on the<strong><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/international-court-of-justice-icj\/\" target=\"_blank\"> International Court of Justice (ICJ)<\/a> <\/strong>Advisory Opinion of July\u00a0 2024.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The court held that Israel&#8217;s continued presence in the Occupied Palestinian Territory is unlawful.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It also found that Israel&#8217;s transfer of settlers to the West Bank and East Jerusalem, and maintaining their presence there, violates <\/span><b>Article 49(6)<\/b><span style=\"font-weight: 400;\"> of the <\/span><b>Fourth Geneva Convention<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Crucially, paragraph 278 of the ruling placed obligations on third-party states.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">They must refrain from recognising the situation arising from Israel&#8217;s unlawful presence as legal, and must avoid rendering aid or assistance in maintaining it.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The UK&#8217;s ban can be seen as compliance with this obligation.<\/span><\/li>\n<\/ul>\n<h2><b>Territorial Structure of the West Bank<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The 1995 <\/span><b>Oslo II Accord<\/b><span style=\"font-weight: 400;\"> divided the West Bank into <\/span><b>Areas A, B and C<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Area C covers roughly 60 per cent of the West Bank, remains under full Israeli civil and military control, and houses almost all Israeli settlements outside Jerusalem.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Jordan Valley and Dead Sea Basin<\/b><span style=\"font-weight: 400;\">: Cover nearly 30 per cent of the West Bank and are dominated by Israeli agricultural settlements. Palestinian land has been converted into industrial date plantations and commercial farms.<\/span><\/li>\n<\/ul>\n<h2><b>What Settlements Produce<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Settlement production relies on commercial agriculture and light manufacturing:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Agricultural goods<\/b><span style=\"font-weight: 400;\">: Medjool dates (the Jordan Valley holds a significant share of global exports), table grapes, herbs, citrus fruits, avocados and wine from the West Bank and Golan Heights.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Manufactured goods<\/b><span style=\"font-weight: 400;\">: Cosmetics using Dead Sea minerals, plastics, textiles, construction materials and packaging, produced in industrial parks such as Barkan, Mishor Adumim and Atarot.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b>Economic Impact on Israel<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A 2022 UNCTAD report estimated that settlements in Area C and East Jerusalem contributed about <\/span><b>$30 billion annually<\/b><span style=\"font-weight: 400;\"> (in constant 2015 dollars) to Israel&#8217;s economy between 2000 and 2020.
