{"id":123831,"date":"2026-09-11T16:10:49","date_gmt":"2026-09-11T10:40:49","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=123831"},"modified":"2026-09-11T16:11:26","modified_gmt":"2026-09-11T10:41:26","slug":"sitakant-mohapatra-committee","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/sitakant-mohapatra-committee\/","title":{"rendered":"Sitakant Mohapatra Committee, Recommendations, Need, Status"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The <\/span><b>Sitakant Mohapatra Committee<\/b><span style=\"font-weight: 400;\"> was constituted by the Government <\/span><b>to evolve objective criteria for considering demands for the inclusion of additional languages in the Eighth Schedule of the Constitution.<\/b><span style=\"font-weight: 400;\"> The issue remains relevant because India continues to receive demands for the inclusion of more languages, while no fixed criteria have been finalised for such inclusion.<\/span><\/p>\n<h2><b>About the Sitakant Mohapatra Committee<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The <\/span><b>Sitakant Mohapatra Committee <\/b><span style=\"font-weight: 400;\">was constituted by the <\/span><b>Ministry of Home Affairs<\/b><span style=\"font-weight: 400;\"> in <\/span><b>September 2003<\/b> <b><i>to examine the issue of language inclusion and evolve objective criteria.<\/i><\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It was officially constituted as the <\/span><b><i>Committee of Linguistic Experts.<\/i><\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It was headed by <\/span><b>Sitakant Mohapatra<\/b><span style=\"font-weight: 400;\">, an eminent Odia poet, scholar and former civil servant.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Its main task was to evolve objective criteria for considering demands for inclusion of additional languages in the Eighth Schedule.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Committee <\/span><b>submitted its report to the Government in 2004.<\/b><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Earlier, the Government constituted the <\/span><b>Pahwa Committee in 1996<\/b><span style=\"font-weight: 400;\"> to evolve criteria for inclusion of languages in the Eighth Schedule. Its recommendations did not result in a final framework, leading to the constitution of the Sitakant Mohapatra Committee in 2003 for a fresh attempt to develop objective criteria.<\/span><\/p>\n<h2><b>Sitakant Mohapatra Committee Need\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Sitakant Mohapatra Committee need arose from the absence of fixed constitutional criteria for adding languages to the Eighth Schedule.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/8th-schedule-of-indian-constitution\/\" target=\"_blank\">Eighth Schedule<\/a><\/strong><span style=\"font-weight: 400;\"> currently contains <\/span><b>22 languages<\/b><span style=\"font-weight: 400;\"> and is linked to <\/span><b>Articles 344(1) and 351 of the Constitution.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Article 344(1)<\/b><span style=\"font-weight: 400;\"> deals with the composition of the Official Language Commission, while <\/span><b>Article 351<\/b><span style=\"font-weight: 400;\"> relates to the promotion and development of Hindi.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Constitution does not prescribe specific conditions that a language must satisfy for inclusion in the Eighth Schedule.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The Government therefore sought an objective basis for examining the growing demands for inclusion of additional languages.<\/span><\/p>\n<h2><b>Sitakant Mohapatra Committee Recommendations\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Sitakant Mohapatra Committee proposed a set of objective criteria for considering the inclusion of additional languages in the Eighth Schedule. The Government stated that the report was under consideration in consultation with the concerned departments of the Central Government, with no fixed time frame for deciding the demands. T<\/span><b>he specific criteria proposed by the Committee were not disclosed.<\/b><\/p>\n<h2><b>Why Did the Sitakant Mohapatra Committee Process Remain Inconclusive?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The process remained inconclusive because the criteria suggested by the Sitakant Mohapatra Committee faced widespread divergence of opinion among the concerned stakeholders. The Government subsequently examined the issue through further inter-ministerial consultations, but no objective criteria could be finalised. The difficulty was also compounded by the evolving nature of languages and dialects, making it challenging to establish a uniform and permanent basis for deciding inclusion in the Eighth Schedule.<\/span><\/p>\n<h2><b>Present Position on the Sitakant Mohapatra Committee<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Eighth Schedule currently contains <\/span><b>22 languages<\/b><span style=\"font-weight: 400;\">, and the Government continues to maintain that <\/span><b>no fixed criteria have<\/b><span style=\"font-weight: 400;\"> been laid down for inclusion of additional languages. In a <\/span><b>2026 parliamentary reply regarding the demand for inclusion of Gor Boli<\/b><span style=\"font-weight: 400;\">, the Government reiterated that such demands are considered in light of the evolving nature of languages and dialects, linguistic sentiments and other relevant considerations.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Sitakant Mohapatra Committee was formed in 2003 to suggest criteria for adding languages to the Eighth Schedule.
