The plan reflects the shared commitment of member countries to enhance international cooperation and contribute to a safer and more secure global environment.\u00a0<\/span><\/p>\n<h2><b>BRICS Latest News<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>BRICS<\/b><span style=\"font-weight: 400;\"> has emerged as an important platform for cooperation among major emerging economies, particularly on <\/span><b>economic policy and global governance<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">BRICS has also become an important platform for advancing the <\/span><b>interests and aspirations of the Global South<\/b><span style=\"font-weight: 400;\"> through continued dialogue and cooperation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Its areas of cooperation cover <\/span><b>development, finance, technology, trade and people-to-people exchanges<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The grouping reflects the growing <\/span><b>economic importance and global aspirations of emerging economies<\/b><span style=\"font-weight: 400;\"> and provides members an opportunity to share experiences and address common challenges.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Under its <\/span><b>2026 Presidency, India is hosting the <\/b><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/18th-brics-summit-2026\/\" target=\"_blank\"><b>18th BRICS Summit<\/b><\/a><b> in New Delhi on 12-13 September 2026<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The 2026 Summit will mark <\/span><b>India\u2019s fourth Chairship of BRICS<\/b><span style=\"font-weight: 400;\">. India\u2019s Chairship is guided by the theme <\/span><b>\u201cBuilding for Resilience, Innovation, Cooperation and Sustainability.\u201d<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The theme focuses on strengthening BRICS\u2019 existing achievements and improving its <\/span><b>institutional effectiveness<\/b><span style=\"font-weight: 400;\">, while placing greater emphasis on <\/span><b>development, sustainability and innovation<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India also aims to highlight the <\/span><b>aspirations of the Global South<\/b><span style=\"font-weight: 400;\"> and strengthen BRICS as a <\/span><b>constructive and solutions-oriented forum<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">BRICS currently comprises <\/span><b>11 countries<\/b><span style=\"font-weight: 400;\">: <\/span><b>Brazil, China, Egypt, Ethiopia, India, Indonesia, Iran, Russia, Saudi Arabia, South Africa and the UAE<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Collectively, these countries account for around <\/span><b>49.5% of the global population, 40% of global GDP and 26% of global trade<\/b><span style=\"font-weight: 400;\">, highlighting the grouping\u2019s significant demographic and economic weight.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The expanded membership has increased BRICS\u2019 geographical reach across <\/span><b>Asia, Africa, the Middle East and Latin America<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<h2><b>History of Adoption of the BRICS Counter-Terrorism Action Plan<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">At the <\/span><b>12th BRICS Summit in November 2020<\/b><span style=\"font-weight: 400;\">, BRICS leaders endorsed the <\/span><b>BRICS Counter-Terrorism Strategy<\/b><span style=\"font-weight: 400;\">, which provided the broader framework for counter-terrorism cooperation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Strategy envisaged the preparation of a <\/span><b>Plan of Action<\/b><span style=\"font-weight: 400;\"> with specific measures for its effective implementation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Accordingly, the <\/span><b>6th BRICS Counter-Terrorism Working Group (CTWG)<\/b><span style=\"font-weight: 400;\">, held virtually on <\/span><b>28-29 July 2021 under India\u2019s Chairship<\/b><span style=\"font-weight: 400;\">, finalized the <\/span><b>BRICS Counter-Terrorism Action Plan<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Action Plan was <\/span><b>adopted at the BRICS National Security Advisers\u2019 meeting on 24 August 2021<\/b><span style=\"font-weight: 400;\"> and subsequently <\/span><b>endorsed at the 13th BRICS Summit on 9 September 2021<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It seeks to strengthen <\/span><b>result-oriented cooperation<\/b><span style=\"font-weight: 400;\"> among BRICS countries in areas such as <\/span><b>terrorism financing, radicalisation, misuse of the internet, border control, information sharing, capacity building and international and regional cooperation<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<h2><b>BRICS Counter-Terrorism Action Plan Key Objectives<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The <\/span><b>BRICS Counter-Terrorism Action Plan<\/b><span style=\"font-weight: 400;\"> provides a framework for strengthening cooperation among BRICS countries to deal with terrorism and related security threats. It was prepared under the <\/span><b>BRICS Counter-Terrorism Strategy<\/b><span style=\"font-weight: 400;\">, endorsed by BRICS Leaders in 2020. The plan focuses on coordinated action, information sharing, capacity building and cooperation with international organisations.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Strengthen counter-terrorism cooperation:<\/b><span style=\"font-weight: 400;\"> The Action Plan aims to improve cooperation among BRICS countries to understand, identify and respond collectively to both existing and emerging terrorist threats.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Improve coordination among agencies:<\/b><span style=\"font-weight: 400;\"> It promotes closer cooperation between the <\/span><b>intelligence, law enforcement and security agencies<\/b><span style=\"font-weight: 400;\"> of BRICS countries for more effective counter-terrorism action.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Combat terrorism in all forms:<\/b><span style=\"font-weight: 400;\"> BRICS countries reaffirm their commitment to oppose terrorism in all its forms and manifestations, irrespective of who carries it out, where it occurs or what motive is given for it.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Prevent the use of territory by terrorists:<\/b><span style=\"font-weight: 400;\"> Countries are encouraged to prevent their territories from being used for establishing terrorist bases or planning and carrying out attacks against other countries or their citizens.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Counter radicalisation and extremism:<\/b><span style=\"font-weight: 400;\"> The plan focuses on preventing the spread of extremist ideas, terrorist propaganda and radicalisation, particularly through the internet and social media.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Stop terrorist financing:<\/b><span style=\"font-weight: 400;\"> It seeks stronger cooperation to identify illegal financial channels, prevent the movement of terrorist funds and freeze terrorist assets.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Prevent terrorist travel:<\/b><span style=\"font-weight: 400;\"> The Action Plan aims to restrict the movement of terrorists through stronger immigration controls, border management and information exchange.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Build counter-terrorism capacity:<\/b><span style=\"font-weight: 400;\"> Training, expert meetings, joint exercises, workshops, research and sharing of best practices are encouraged to improve the capabilities of security and law enforcement agencies.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Address conditions conducive to terrorism:<\/b><span style=\"font-weight: 400;\"> BRICS countries also seek to exchange best practices related to education, socio-economic development, employment, skill development, poverty reduction and rehabilitation, while recognising that such conditions cannot justify terrorism.<\/span><\/li>\n<\/ul>\n<h2><b>Major Features of the BRICS Counter-Terrorism Action Plan<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Action Plan covers multiple areas, ranging from combating terrorism and radicalisation to terrorist financing, border security, online threats and intelligence sharing.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Combating terrorism:<\/b><span style=\"font-weight: 400;\"> BRICS countries will strengthen their national legal frameworks in line with relevant UN resolutions and improve cooperation in the investigation and prosecution of terrorists and crimes linked to terrorism.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Preventing radicalisation:<\/b><span style=\"font-weight: 400;\"> The plan promotes cooperation against terrorist narratives, propaganda, recruitment and radicalisation. Special attention is given to the misuse of the internet and social media for influencing young people.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Countering online terrorist threats:<\/b><span style=\"font-weight: 400;\"> BRICS members will share information and best practices on terrorist use of <\/span><b>social media, dark web, encrypted services, anonymity tools and other ICT platforms<\/b><span style=\"font-weight: 400;\">. They will also strengthen cyber and digital forensic capabilities.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Countering terrorism financing:<\/b><span style=\"font-weight: 400;\"> Cooperation will focus on preventing illegal movement of funds, freezing terrorist assets and identifying sources of financing. This includes suspicious <\/span><b>hawala operators, travel agencies and money changers<\/b><span style=\"font-weight: 400;\">, as well as newer methods such as <\/span><b>online crowdfunding, digital payments, dark web and cryptocurrencies<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Preventing terrorist travel:<\/b><span style=\"font-weight: 400;\"> Countries will exchange best practices on immigration controls and the use of <\/span><b>Advance Passenger Information (API)<\/b><span style=\"font-weight: 400;\"> and <\/span><b>Passenger Name Record (PNR)<\/b><span style=\"font-weight: 400;\"> systems to identify and disrupt terrorist movement.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Strengthening border management:<\/b><span style=\"font-weight: 400;\"> The plan calls for stronger border and customs controls to prevent the movement of terrorists and detect activities such as trafficking in persons, illicit trade in natural resources, wildlife trafficking and movement of materials that may be used for terrorist purposes.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Capacity building:<\/b><span style=\"font-weight: 400;\"> BRICS countries will conduct counter-terrorism training, joint exercises and expertise-sharing programmes. Training will also cover digital evidence, cyber attacks, dark web investigations and encrypted terrorist communications.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Protecting soft targets:<\/b><span style=\"font-weight: 400;\"> The plan supports the development of good practices for protecting <\/span><b>religious centres, public places and other high-footfall locations<\/b><span style=\"font-weight: 400;\"> from terrorist attacks.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Information and intelligence sharing:<\/b><span style=\"font-weight: 400;\"> BRICS countries will strengthen mechanisms to exchange intelligence related to terrorist organisations and individuals, including information on their movement, financial activities and assets.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>International and regional cooperation:<\/b><span style=\"font-weight: 400;\"> The Action Plan supports cooperation through the <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/the-united-nations-un\/\" target=\"_blank\"><b>United Nations<\/b><\/a><b>, <\/b><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/g20\/\" target=\"_blank\"><b>G20<\/b><\/a><b>, INTERPOL<\/b><span style=\"font-weight: 400;\"> and other regional and multilateral organisations. It also calls for early finalisation and adoption of the <\/span><b>UN Comprehensive Convention on International Terrorism<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Implementation mechanism:<\/b><span style=\"font-weight: 400;\"> The <\/span><b>BRICS Counter-Terrorism Working Group (CTWG)<\/b><span style=\"font-weight: 400;\"> and its sub-groups will identify activities, prepare an annual activity calendar and review implementation. This makes cooperation on intelligence, investigation, prosecution, terrorist movement and financial flows particularly important.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Changing online threats:<\/b><span style=\"font-weight: 400;\"> Terrorist groups increasingly use <\/span><b>social media, encrypted platforms, dark web networks and emerging technologies<\/b><span style=\"font-weight: 400;\"> for propaganda, recruitment and radicalisation. Keeping pace with these methods requires continuous technological and institutional improvement.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Complex terrorism financing:<\/b><span style=\"font-weight: 400;\"> Terrorist organisations can use several channels to raise and transfer funds, including illegal trade, digital payments, crowdfunding and cryptocurrencies. Tracking these changing financial methods can be difficult.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Coordination among agencies:<\/b><span style=\"font-weight: 400;\"> Effective implementation requires regular coordination between intelligence, law enforcement, security, immigration, customs and financial authorities across BRICS countries.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Implementation at the national level:<\/b><span style=\"font-weight: 400;\"> The Action Plan depends on designated national agencies and focal points for implementation. It provides for the designation of <\/span><b>terrorist organisations and individuals<\/b><span style=\"font-weight: 400;\"> and measures for dealing with terrorist activities and related assets.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/national-investigation-agency\/\" target=\"_blank\"><b>National Investigation Agency<\/b><\/a><b> (NIA):<\/b><span style=\"font-weight: 400;\"> Established under the <\/span><b>NIA Act, 2008<\/b><span style=\"font-weight: 400;\">, the NIA is India\u2019s premier central agency for investigating and prosecuting scheduled offences, including terrorism-related cases and terrorist financing.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Other Legal Measures:<\/b><span style=\"font-weight: 400;\"> Laws such as the <\/span><b>Prevention of Money Laundering Act (PMLA)<\/b><span style=\"font-weight: 400;\"> and relevant provisions of the <\/span><b>Bharatiya Nyaya Sanhita (BNS)<\/b><span style=\"font-weight: 400;\"> support action against terrorist financing and related criminal activities.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Multi-Agency Centre (MAC):<\/b><span style=\"font-weight: 400;\"> Operating under the <\/span><b>Intelligence Bureau<\/b><span style=\"font-weight: 400;\">, MAC facilitates real-time intelligence sharing and coordination among central and state security agencies to strengthen counter-terrorism efforts.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>National Intelligence Grid (NATGRID):<\/b><span style=\"font-weight: 400;\"> NATGRID connects approved security and law-enforcement agencies with designated data providers to improve <\/span><b>intelligence gathering and counter-terrorism capabilities<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>National Security Guard (NSG):<\/b><span style=\"font-weight: 400;\"> The NSG is the nodal national counter-terror force under the Ministry of Home Affairs for assisting state forces during <\/span><b>major terror attacks<\/b><span style=\"font-weight: 400;\">, along with supporting capacity building.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>CCTNS and State ATS:<\/b><span style=\"font-weight: 400;\"> The <\/span><b>Crime and Criminal Tracking Network &amp; Systems (CCTNS)<\/b><span style=\"font-weight: 400;\"> strengthens crime-data sharing, while State <\/span><b>Anti-Terrorism Squads (ATS)<\/b><span style=\"font-weight: 400;\"> investigate and respond to terrorism-related threats at the state level.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Border Security Measures:<\/b><span style=\"font-weight: 400;\"> India uses <\/span><b>integrated border management, surveillance systems and technological tools<\/b><span style=\"font-weight: 400;\"> to strengthen border security and prevent infiltration and cross-border movement linked to terrorism.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Whole-of-Government Approach:<\/b><span style=\"font-weight: 400;\"> Counter-terrorism involves coordination among <\/span><b>central agencies, state police, CAPFs, intelligence agencies and specialised forces<\/b><span style=\"font-weight: 400;\">, enabling faster intelligence sharing and coordinated responses.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>PRAHAAR &#8211; National Counter-Terrorism Policy and Strategy:<\/b><span style=\"font-weight: 400;\"> Launched in <\/span><b>February 2026<\/b><span style=\"font-weight: 400;\">, PRAHAAR provides India\u2019s first comprehensive national framework for preventing and responding to terrorism and radicalisation. It emphasises a <\/span><b>whole-of-government and whole-of-society approach<\/b><span style=\"font-weight: 400;\">, along with human rights and rule of law.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>No Money for Terror (NMFT):<\/b><span style=\"font-weight: 400;\"> India hosted the <\/span><b>3rd Ministerial Conference on Countering Financing of Terrorism in New Delhi in November 2022<\/b><span style=\"font-weight: 400;\"> and has continued to participate in the NMFT process to strengthen international cooperation against terrorist financing.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>FATF Cooperation:<\/b><span style=\"font-weight: 400;\"> India has been a <\/span><b>FATF member since 25 June 2010<\/b><span style=\"font-weight: 400;\"> and participates in international efforts to strengthen standards against money laundering and terrorist financing.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>International Cooperation and CCIT:<\/b><span style=\"font-weight: 400;\"> India works through the <\/span><b>United Nations, FATF, INTERPOL, SCO and other international platforms<\/b><span style=\"font-weight: 400;\"> to strengthen counter-terrorism cooperation. It also continues to support the adoption of the <\/span><b>Comprehensive Convention on International Terrorism (CCIT)<\/b><span style=\"font-weight: 400;\">, which India proposed at the UN in <\/span><b>1996<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<h2><b>International Efforts to Counter Terrorism<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The international community has developed several <\/span><b>global and regional mechanisms<\/b><span style=\"font-weight: 400;\"> to prevent terrorism, disrupt terrorist financing, strengthen national capacities and promote cooperation among countries.\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>United Nations Global Counter-Terrorism Strategy (GCTS):<\/b><span style=\"font-weight: 400;\"> Adopted by the <\/span><b>UN General Assembly in 2006<\/b><span style=\"font-weight: 400;\">, it provides a common framework for international counter-terrorism efforts based on <\/span><b>four pillars<\/b><span style=\"font-weight: 400;\">: addressing conditions conducive to terrorism, preventing and combating terrorism, building state capacity and protecting human rights and the rule of law.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>UN Office of Counter-Terrorism (UNOCT):<\/b><span style=\"font-weight: 400;\"> Established in <\/span><b>2017<\/b><span style=\"font-weight: 400;\">, it coordinates UN counter-terrorism efforts and supports Member States in implementing the Global Counter-Terrorism Strategy.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>UN Security Council Counter-Terrorism Committee (CTC):<\/b><span style=\"font-weight: 400;\"> Established to monitor the implementation of <\/span><b>UNSC Resolution 1373 (2001)<\/b><span style=\"font-weight: 400;\"> and strengthen international cooperation against terrorism.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>UN Countering Terrorist Travel Programme:<\/b><span style=\"font-weight: 400;\"> Helps countries strengthen their ability to detect and prevent <\/span><b>terrorist travel<\/b><span style=\"font-weight: 400;\"> through the effective use of <\/span><b>Advance Passenger Information (API), Passenger Name Record (PNR)<\/b><span style=\"font-weight: 400;\"> and international databases.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Global Counterterrorism Forum (GCTF):<\/b><span style=\"font-weight: 400;\"> An informal multilateral platform that promotes the sharing of <\/span><b>expertise, good practices and capacity-building approaches<\/b><span style=\"font-weight: 400;\"> among countries to counter terrorism.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Financial Action Task Force (FATF):<\/b><span style=\"font-weight: 400;\"> An inter-governmental body that sets global standards to combat <\/span><b>money laundering and terrorist financing<\/b><span style=\"font-weight: 400;\"> and helps countries strengthen measures against illicit financial flows.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>SCO Regional Anti-Terrorist Structure (RATS):<\/b><span style=\"font-weight: 400;\"> Promotes cooperation among SCO members to combat <\/span><b>terrorism, separatism and extremism<\/b><span style=\"font-weight: 400;\">, including through information sharing and coordination.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Global Terrorism Index (GTI):<\/b><span style=\"font-weight: 400;\"> Published by the <\/span><b>Institute for Economics &amp; Peace (IEP)<\/b><span style=\"font-weight: 400;\">, it measures the global impact of terrorism and provides data on terrorism trends to support policy analysis.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Comprehensive Convention on International Terrorism (CCIT):<\/b><span style=\"font-weight: 400;\"> Proposed by <\/span><b>India in 1996<\/b><span style=\"font-weight: 400;\">, it seeks to create a comprehensive international legal framework to deal with terrorism, including issues related to <\/span><b>terrorist financing and safe havens<\/b><span style=\"font-weight: 400;\">.
