{"id":124202,"date":"2026-09-12T17:29:05","date_gmt":"2026-09-12T11:59:05","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=124202"},"modified":"2026-09-12T17:29:05","modified_gmt":"2026-09-12T11:59:05","slug":"brics-support-for-unsc-reform-india","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/brics-support-for-unsc-reform-india\/","title":{"rendered":"BRICS Support for UNSC Reform &#038; India, India\u2019s Strategy, Challenges"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The <\/span><b>18th BRICS Summit<\/b><span style=\"font-weight: 400;\">, hosted by India in New Delhi on September 12-13, 2026, is expected to produce a <\/span><b>Delhi Declaration <\/b><span style=\"font-weight: 400;\">supporting reforms in global governance institutions, stronger multilateralism and India\u2019s bid for permanent membership of the United Nations Security Council (UNSC).<\/span><\/p>\n<h2><b>BRICS Support for UNSC Reform<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">According to reports on the proposed <\/span><b>Delhi Declaration<\/b><span style=\"font-weight: 400;\">, <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/brics\/\" target=\"_blank\">BRICS<\/a><\/strong><span style=\"font-weight: 400;\"> members have reached consensus on reforming institutions of global governance, strengthening multilateralism and supporting India\u2019s UNSC bid.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The significance of this support lies in BRICS\u2019 growing role as a <\/span><b>voice of the Global South<\/b><span style=\"font-weight: 400;\">. With <\/span><b>11 members representing around 49.5% of the global population, 40% of global Gross Domestic Product (GDP) and 26% of global trade<\/b><span style=\"font-weight: 400;\">, the grouping has increasing weight in discussions on how global institutions should be reformed.<\/span><\/p>\n<h2><b>Why is UNSC Reform Needed?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/what-is-the-united-nations-security-council\/\" target=\"_blank\">United Nations Security Council<\/a><\/strong><span style=\"font-weight: 400;\"> has <\/span><b>15 members<\/b><span style=\"font-weight: 400;\">, including <\/span><b>five permanent members <\/b><span style=\"font-weight: 400;\">\u00a0&#8211; <\/span><b><i>China, France, Russia, the United Kingdom and the United States<\/i><\/b><span style=\"font-weight: 400;\"> and <\/span><b>10 non-permanent members.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The present structure largely reflects the geopolitical order of 1945, while the <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/the-united-nations-un\/\" target=\"_blank\"><span style=\"font-weight: 400;\"><strong>United Nations<\/strong><\/span><\/a><span style=\"font-weight: 400;\">\u00a0has expanded from 51 founding members to 193 members today.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Under-representation of the Global South: <\/b><span style=\"font-weight: 400;\">Africa, Latin America and large parts of Asia lack permanent representation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Changing global power: <\/b><span style=\"font-weight: 400;\">Emerging economies such as India have acquired greater economic, demographic and diplomatic importance.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Legitimacy deficit: <\/b><span style=\"font-weight: 400;\">Decisions on major international security issues require wider representation to enjoy greater credibility.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Contemporary challenges:<\/b><span style=\"font-weight: 400;\"> Climate change, terrorism, pandemics, artificial intelligence and new security threats require broader participation in global decision-making.<\/span><\/li>\n<\/ul>\n<h2><b>Why is BRICS Support Important for India?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The expected BRICS support strengthens India\u2019s longstanding campaign for permanent membership of the UNSC and gives its candidature greater diplomatic backing.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Connects India\u2019s bid with the Global South:<\/b><span style=\"font-weight: 400;\"> India can present its candidature not merely as a demand for greater national influence, but as part of the wider effort to give developing countries greater representation in global decision-making.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Adds diplomatic weight:<\/b><span style=\"font-weight: 400;\"> Russia and China, both permanent members of the UNSC, are also BRICS members. Their support gives discussions on UNSC reform within BRICS greater diplomatic significance.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Strengthens India\u2019s multilateral diplomacy: <\/b><span style=\"font-weight: 400;\">BRICS adds another major platform to India\u2019s efforts through the G4, L.69 Group, African Union and United Nations General Assembly.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Supports India\u2019s bridge-building role: <\/b><span style=\"font-weight: 400;\">India can use its position within BRICS to build consensus among countries with different interests while advancing the broader case for reform.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">However, BRICS support alone cannot deliver UNSC reform because any change to the Council requires a much wider consensus within the United Nations.<\/span><\/p>\n<h2><b>Why Does India Seek Permanent Membership of the UNSC?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">India\u2019s claim is based on its demographic, economic, democratic and diplomatic significance, as well as its contribution to the United Nations system.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Demographic weight: <\/b><span style=\"font-weight: 400;\">India is the world\u2019s most populous country and represents a substantial share of humanity.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Economic significance:<\/b><span style=\"font-weight: 400;\"> India is one of the world\u2019s major and fastest-growing economies.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Democratic credentials:<\/b><span style=\"font-weight: 400;\"> India is the world\u2019s largest democracy and argues that its political and institutional experience strengthens its case for a permanent role.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>UN peacekeeping contribution:<\/b><span style=\"font-weight: 400;\"> India has historically been among the major contributors to <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/un-peacekeeping-operations\/\" target=\"_blank\"><span style=\"font-weight: 400;\"><strong>United Nations peacekeeping operations<\/strong>.<\/span><\/a><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Global South representation:<\/b><span style=\"font-weight: 400;\"> India seeks to bring the priorities and perspectives of developing countries into global decision-making.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Growing diplomatic role:<\/b><span style=\"font-weight: 400;\"> India\u2019s participation in BRICS, the G20, G4, L.69 Group and other multilateral platforms reflects its expanding role in global affairs.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">India has consistently called for the expansion of the UNSC in both permanent and non-permanent categories, rather than limiting reform to the addition of new non-permanent members.<\/span><\/p>\n<h2><b>India\u2019s Strategy for UNSC Reform<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">India has adopted a coalition-based approach, using multiple platforms to build support for comprehensive UNSC reform.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>G4: <\/b><span style=\"font-weight: 400;\">India, Brazil, Germany and Japan support expansion of the UNSC in both permanent and non-permanent categories.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>L.69 Group:<\/b><span style=\"font-weight: 400;\"> India works India<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">India\u2019s path to permanent UNSC membership remains difficult because the reform process involves competing interests within BRICS and the wider United Nations.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Permanent members\u2019 interests: <\/b><span style=\"font-weight: 400;\">Existing permanent members may have different positions on the expansion and composition of the Council.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Veto issue:<\/b><span style=\"font-weight: 400;\"> Whether
