From <\/span><b>October 15, 2026<\/b><span style=\"font-weight: 400;\">, a <\/span><b>0.4% MDR<\/b><span style=\"font-weight: 400;\"> will apply to eligible UPI merchant transactions above <\/span><b>\u20b92,000<\/b><span style=\"font-weight: 400;\">. The new framework is aimed at supporting the long-term sustainability, infrastructure and security of the digital payments ecosystem.<\/span><\/p>\n<h2><b>What is UPI MDR?<\/b><\/h2>\n<p><b>Merchant Discount Rate (MDR)<\/b><span style=\"font-weight: 400;\"> is a fee associated with accepting digital payments. It is generally paid within the payment ecosystem by the <\/span><b>merchant side<\/b><span style=\"font-weight: 400;\"> and is distributed among participating entities such as banks, payment service providers and payment application providers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the case of UPI, MDR is being introduced for a specified category of <\/span><b>person-to-merchant transactions above \u20b92,000<\/b><span style=\"font-weight: 400;\">. It is important to note that MDR is <\/span><b>not a tax collected by the government<\/b><span style=\"font-weight: 400;\">. The revenue remains within the payment ecosystem to support its functioning and expansion.<\/span><\/p>\n<h2><b>Why has NPCI Introduced MDR on UPI Transactions?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">UPI has grown into a large-scale digital payment infrastructure handling billions of transactions every month. With the expansion of the network, payment infrastructure requires continued investment in <\/span><b>technology, <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/cyber-security\/\" target=\"_blank\">cybersecurity<\/a>, fraud prevention, server capacity and customer support<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The new MDR framework provides a revenue mechanism within the payment ecosystem while keeping everyday low-value transactions free. NPCI and the government have also emphasised the need to protect <\/span><b>small merchants and ordinary users<\/b><span style=\"font-weight: 400;\"> from additional costs.<\/span><\/p>\n<h3><b>Major reasons behind the introduction of MDR<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Financial sustainability:<\/b><span style=\"font-weight: 400;\"> A revenue mechanism can support the continued operation and expansion of the UPI ecosystem.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Infrastructure development:<\/b><span style=\"font-weight: 400;\"> UPI requires continuous investment in payment infrastructure and technology.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Cybersecurity:<\/b><span style=\"font-weight: 400;\"> Growing digital payments require stronger systems for preventing fraud and cyber threats.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Innovation:<\/b><span style=\"font-weight: 400;\"> Revenue can support technological improvements and new payment solutions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Consumer protection:<\/b><span style=\"font-weight: 400;\"> The framework keeps P2P payments and low-value merchant payments free.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Support for small businesses:<\/b><span style=\"font-weight: 400;\"> Eligible small merchants continue to receive zero-MDR benefits.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Reduced dependence on government incentives:<\/b><span style=\"font-weight: 400;\"> A payment ecosystem with its own revenue mechanism can reduce dependence on continued public funding.<\/span><\/li>\n<\/ul>\n<h2><b>What is the New 0.4% UPI MDR Rule?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Under the UPI New Rules 2026 framework, a <\/span><b>0.4% MDR<\/b><span style=\"font-weight: 400;\"> will apply to specified <\/span><b>person-to-merchant UPI transactions above \u20b92,000<\/b><span style=\"font-weight: 400;\"> from <\/span><b>October 15, 2026<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For example, if an eligible merchant receives a <\/span><b>\u20b93,000 UPI payment<\/b><span style=\"font-weight: 400;\">, the standard MDR would be <\/span><b>\u20b912<\/b><span style=\"font-weight: 400;\">. Similarly, a \u20b950,000 eligible transaction would attract \u20b9200 MDR. For transactions of \u20b975,000 and above, the MDR is capped at <\/span><b>\u20b9300 per transaction<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h2><b>Impact of UPI MDR on Merchants and Consumers<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The new <\/span><b>UPI MDR<\/b><span style=\"font-weight: 400;\"> framework will mainly affect eligible merchants receiving higher-value UPI payments, while ordinary consumers will continue to use most UPI services without direct charges. The policy aims to maintain affordable digital payments while supporting the <\/span><b>financial sustainability of the UPI ecosystem<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<ul>\n<li
