{"id":125292,"date":"2026-09-20T10:41:08","date_gmt":"2026-09-20T05:11:08","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=125292"},"modified":"2026-09-20T13:47:01","modified_gmt":"2026-09-20T08:17:01","slug":"demands-for-autonomy-for-ladakh","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/demands-for-autonomy-for-ladakh\/","title":{"rendered":"Autonomy for Ladakh &#8211; Why Punjab and Haryana Should Pay Attention"},"content":{"rendered":"<h2 style=\"text-align: justify;\"><strong>Autonomy for Ladakh Latest News<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Centre has proposed a new constitutional provision, <\/span><b>Article 371(K)<\/b><span style=\"font-weight: 400;\">, and a Union Territory-level governance arrangement for Ladakh, while local leaders continue to press for stronger political representation, land safeguards and administrative accountability.\u00a0<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>Historical Background<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The relationship between Ladakh and the plains has historical roots stretching back nearly two centuries.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In 1834, <\/span><b>Maharaja Ranjit Singh<\/b><span style=\"font-weight: 400;\"> sought to extend his empire towards Ladakh to secure the routes to Central Asia.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The campaign was led by the Dogra <\/span><b>general Zorawar Singh<\/b><span style=\"font-weight: 400;\">, who conquered Ladakh and subsequently put down a series of revolts by the Namgyal rulers. The Zorawar Fort still stands near the Leh Palace.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">After Ranjit Singh died in 1839 and the Sikh army was defeated in the <\/span><b>First Anglo-Sikh War<\/b><span style=\"font-weight: 400;\">, <\/span><b>Raja Gulab Singh Dogra<\/b><span style=\"font-weight: 400;\"> signed the <\/span><b>Treaty of Amritsar<\/b><span style=\"font-weight: 400;\"> with the British in 1846.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The treaty formalised the transfer of territories that became the princely state of Jammu and Kashmir to Gulab Singh, including Ladakh, which had been conquered by his forces.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The direction of power was unmistakable; the plains had begun ruling the mountains. Nearly two centuries later, Ladakh is questioning this arrangement.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>Beyond a Constitutional Question<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The glaciers and snowfields of Ladakh sustain agriculture across the northern plains, making the region far more than a remote frontier.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Punjab and Haryana remain deeply dependent on Himalayan waters. What happens to snowfall, glacial melt, and hydrological rhythms in the high Himalaya travels downstream.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Himachal Pradesh, whose Lahaul-Spiti region lies alongside Ladakh, is part of this larger ecological chain.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>The Indus Waters Treaty<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/indus-water-treaty\/\" target=\"_blank\"><span style=\"font-weight: 400;\">Indus Waters Treaty<\/span><\/a><span style=\"font-weight: 400;\"> of 1960, negotiated with the help of the World Bank, divided the Indus river system between India and Pakistan.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The eastern rivers, Ravi, Beas and Sutlej, were allocated to India, while the western rivers, Indus, Jhelum and Chenab, were allocated to Pakistan, subject to specified uses by both countries.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Indus itself flows through Ladakh before continuing into Pakistan. In April 2025, India announced that it was placing the treaty in abeyance following the Pahalgam terror attack.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This makes the demand for constitutional safeguards in Ladakh more than a question of identity and representation.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">For local leaders, autonomy is also about control over the pace and nature of development in a cold desert where cultivable land is scarce and water is precious.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>The Land Question<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Land has become one of the sharpest flashpoints in the ongoing talks.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">At the centre of the dispute is <\/span><b>Ailan No. 38<\/b><span style=\"font-weight: 400;\">, a regulation from the Dogra-Maharaja period, dating to the reign of <\/span><b>Maharaja Hari Singh<\/b><span style=\"font-weight: 400;\">, relating to the cultivation and ownership of barren land known as <\/span><b>nautor<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Recent moves to place a ceiling on the land individuals can claim have drawn strong local opposition.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>Rising Land Prices<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The co-chairman of the Leh Apex Body stated that land prices in Leh town are skyrocketing because of development by outsiders, noting that one kanal now fetches \u20b940 lakh.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In his view, the ceiling proposal appears to be another route to making land available to outsiders.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The concern is not simply about changing ownership patterns. It is also about what this could mean for the social and ecological character of the region. The very landscape that attracts outsiders is among the least equipped to absorb unlimited human pressure.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>The Political Demands<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">For Ladakh&#8217;s political groups, the issue ultimately comes back to power, and specific demands remain unmet. The <\/span><b>non-negotiable demands<\/b><span style=\"font-weight: 400;\"> include:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Direct elections through separate constituencies<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Accountability of the bureaucracy, from the chief secretary downward, to the elected body<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">A freeze on major decisions, particularly on land, until such a body exists<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The precise powers and composition of the proposed body under Article 371(K) remain under discussion.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>The Political Backdrop<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The current negotiations take place against a difficult recent history.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In September 2025, four people were killed in police firing during protests over statehood and constitutional safeguards in Leh.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Activist <\/span><b>Sonam Wangchuk<\/b><span style=\"font-weight: 400;\">, who was detained under the National Security Act for nearly six months after those protests and released in March, has announced a symbolic 20-km march on September 23 to press the Centre to move forward on Ladakh&#8217;s demands.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>Why the Plains Should Care<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Governance in a climate-stressed Himalaya requires thinking across administrative boundaries and across decades rather than in short political cycles.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">For decades, the political relationship ran largely in one direction: the plains decided Ladakh&#8217;s political fate. The direction of consequence may now be changing; Ladakh&#8217;s ecological fate could determine the future of the plains.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This means Punjab and Haryana have a stake in decisions about land use, construction, tourism pressure and glacial protection in Ladakh, because those decisions shape water availability downstream long after the constitutional debates are concluded.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>The Core Question<\/strong><\/h2>\n<ul>\n<li><span style=\"font-weight: 400;\">The question before the Centre and Ladakh&#8217;s political leadership is therefore more complicated than statehood or representation alone:<\/span>\n<ul>\n<li><i><span style=\"font-weight: 400;\">Can there be a model of governance for fragile regions that combines political representation with ecological responsibility?<\/span><\/i><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"font-weight: 400;\">Article 371(K) as proposed may address the first half of that question.
