India-Community of Latin American and Caribbean States (CELAC) Foreign Ministers\u2019 Meeting was held on the margins of the high-level UN General Assembly session.<\/span><\/p>\n<h2><b>About Community of Latin American and Caribbean States<\/b><\/h2>\n<ul>\n<li><span style=\"font-weight: 400;\">It was created on <\/span><b>December 3, 2011,<\/b><span style=\"font-weight: 400;\"> in Caracas, Venezuela, with the <\/span><b>signature of The Declaration of Caracas.\u00a0<\/b><\/li>\n<li><span style=\"font-weight: 400;\">It is a <\/span><b>regional bloc<\/b><span style=\"font-weight: 400;\"> that aims to unite, strengthen, and promote the interests of <\/span><b>Latin American and Caribbean states.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">It was created with a commitment to <\/span><b>advance the gradual process of regional integration<\/b><span style=\"font-weight: 400;\">, unity and carefully <\/span><b>balancing political, economic, social and cultural diversity<\/b><span style=\"font-weight: 400;\"> of Latin America and the Caribbean.<\/span><\/li>\n<li><span style=\"font-weight: 400;\"><strong>Background:<\/strong> It is a <\/span><b>successor of the Rio Group<\/b><span style=\"font-weight: 400;\"> and the 2nd <\/span><b>Latin American and Caribbean Summit on Integration and Development (CALC).<\/b><\/li>\n<li><b>Member Countries:<\/b><span style=\"font-weight: 400;\"> CELAC comprises <\/span><b>33 countries.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">It is <\/span><b>not a treaty-based organization.<\/b><\/li>\n<li><span style=\"font-weight: 400;\">It has <\/span><b>no permanent secretariat, no headquarters,<\/b><span style=\"font-weight: 400;\"> and no binding decision-making powers.<\/span><\/li>\n<li aria-level=\"1\"><b>Governance<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">It operates <\/span><b>through a rotating pro tempore presidency<\/b><span style=\"font-weight: 400;\"> held by a member state for one year.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Its decisions are <\/span><b>adopted by consensus<\/b><span style=\"font-weight: 400;\"> and take the form of political declarations rather than legally binding instruments.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Its decisions are governed by rules adopted by the Heads of State and Government Summit in
