{"id":12651,"date":"2023-06-30T01:40:35","date_gmt":"2023-06-29T20:10:35","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=12651"},"modified":"2025-04-01T20:35:55","modified_gmt":"2025-04-01T15:05:55","slug":"what-is-the-intergovernmental-negotiations-framework-ign","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/what-is-the-intergovernmental-negotiations-framework-ign\/","title":{"rendered":"What is the Intergovernmental Negotiations framework (IGN)?"},"content":{"rendered":"<h2><strong>About Intergovernmental Negotiations Framework (IGN):<\/strong><\/h2>\n<p>&nbsp;<\/p>\n<ul>\n<li>IGN is a <strong>group of nation-states<\/strong> <strong>working within the<\/strong> <strong>UN to further reform the United Nations Security Council<\/strong> (UNSC).<\/li>\n<li><strong>Composition<\/strong>: The IGN is <strong>composed of several different international organizations<\/strong>, namely:\n<ul>\n<li>The <strong>African Union<\/strong>;<\/li>\n<li>The <strong>G4 nations<\/strong> (India, along with Brazil, Japan and Germany are pressing for a permanent seat in the reformed UNSC);<\/li>\n<li>The <strong>Uniting for Consensus Group<\/strong> (UfC), also known as the &#8220;Coffee Club&#8221;;<\/li>\n<li>The <strong>L.69 Group of Developing Countries;<\/strong><\/li>\n<li><strong>The Arab League<\/strong>; and<\/li>\n<li><strong>The Caribbean Community<\/strong> (CARICOM).<\/li>\n<\/ul>\n<\/li>\n<li><strong>Each group represents a different set of positions<\/strong> vis-a-vis reforming the UNSC.<\/li>\n<li>The <strong>group&#8217;s conversations are considered &#8220;informal&#8221; in nature<\/strong> due to the lack of single text and thus, UNGA rules of procedure don&#8217;t apply.\u00a0<\/li>\n<li><strong>But in 2015, a framework document was agreed<\/strong> when it comes to the reform, which can be the basis for future talks.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3>What is the United Nations Security Council (UNSC)?<\/h3>\n<ul>\n<li>The United Nations Charter <strong>established six main organs of the United Nations, including the UN Security Council (UNSC).<\/strong><\/li>\n<li>UNSC has the <strong>primary responsibility for the maintenance of international peace and security.<\/strong><\/li>\n<li>Under the UN Charter, <strong>all Member States are obligated to comply with Council decisions.<\/strong><\/li>\n<li>The Security Council has a <strong>permanent residence at the United Nations Headquarters in New York City.<\/strong><\/li>\n<li><strong>Powers:<\/strong>\n<ul>\n<li><strong>Establishment of peacekeeping<\/strong> <strong>operations<\/strong>.<\/li>\n<li>Establishment of <strong>international sanctions<\/strong>.<\/li>\n<li><strong>Authorization of military action<\/strong> through Security Council resolutions.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Members:<\/strong>\n<ul>\n<li>The U.N. Charter provides for <strong>15 members on the UNSC<\/strong>:<\/li>\n<li><strong>5 permanent members known as P5<\/strong>, including United Kingdom, China, France, Russia and the US.
