The initiative became particularly important in 2016 as the government was taking several steps to encourage people and businesses to shift from cash-based transactions to <\/span><b>digital modes of payment<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Two important committees were constituted during this period: the <\/span><b>Committee on Digital Payments chaired by Ratan P. Watal<\/b><span style=\"font-weight: 400;\"> and the <\/span><b>Committee of Chief Ministers on Digital Payments<\/b><span style=\"font-weight: 400;\"> constituted by NITI Aayog.<\/span><\/p>\n<h2><b>Committee on Digital Payments<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The <\/span><b>Department of Economic Affairs (DEA), Ministry of Finance<\/b><span style=\"font-weight: 400;\">, constituted the <\/span><b>Committee on Digital Payments on 23 August 2016<\/b><span style=\"font-weight: 400;\"> under the chairmanship of <\/span><b>Shri Ratan P. Watal<\/b><span style=\"font-weight: 400;\">, former Finance Secretary and Principal Adviser, NITI Aayog. Its broad purpose was to review the payment system in India and recommend measures to encourage digital payments.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The committee examined the regulatory, technological and institutional issues that could affect the expansion of <\/span><b>card and digital payments<\/b><span style=\"font-weight: 400;\"> in the country.<\/span><\/p>\n<h2><b>Why was the Watal Committee constituted?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Watal Committee was constituted to:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Strengthen the <\/span><b>digital payment ecosystem<\/b><span style=\"font-weight: 400;\"> in India.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Identify <\/span><b>regulatory and legal barriers<\/b><span style=\"font-weight: 400;\"> to digital payments.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Suggest measures to increase the use of <\/span><b>cards and other digital payment methods<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Study <\/span><b>global best practices<\/b><span style=\"font-weight: 400;\"> in digital payments.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Examine ways to make digital transactions more convenient and secure.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Suggest measures to encourage both <\/span><b>consumers and merchants<\/b><span style=\"font-weight: 400;\"> to use digital payment systems.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Examine the role of <\/span><b>identity verification and KYC<\/b><span style=\"font-weight: 400;\"> in digital transactions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Identify market failures and suggest suitable government interventions.<\/span><\/li>\n<\/ul>\n<h2><b>Recommendations of the Watal Committee<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The committee submitted its recommendations in <\/span><b>December 2016<\/b><span style=\"font-weight: 400;\">. Government records state that it made <\/span><b>13 recommendations<\/b><span style=\"font-weight: 400;\">, broadly divided into <\/span><b>legislative, executive and regulatory<\/b><span style=\"font-weight: 400;\"> categories.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of the important areas highlighted by the committee was the need to review the <\/span><b>Payment and <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/payment-and-settlement-systems-act-2007\/\" target=\"_blank\">Settlement Systems Act<\/a>, 2007<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The committee recommended changes to the payment regulatory framework to support:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Competition<\/b><span style=\"font-weight: 400;\"> in the payment sector<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Innovation<\/b><span style=\"font-weight: 400;\"> in payment services<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Open access<\/b><span style=\"font-weight: 400;\"> to payment systems<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Interoperability<\/b><span style=\"font-weight: 400;\"> between different payment systems<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Consumer protection<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Management of <\/span><b>systemic risks<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Better <\/span><b>data protection and security<\/b><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">These recommendations were aimed at creating a payment ecosystem that could support the rapid expansion of digital transactions.<\/span><\/p>\n<h2><b>Payment and Settlement Systems Act, 2007<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The <\/span><b>Payment and Settlement Systems Act, 2007<\/b><span style=\"font-weight: 400;\"> provides the legal framework for regulating and supervising payment systems in India.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Watal Committee&#8217;s work highlighted the need to update this framework according to the changing digital payment environment.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This was important because digital payments were developing rapidly, with new technologies, fintech companies and payment platforms creating new ways for people to transfer money.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The government subsequently initiated work to review the <\/span><b>Payment and Settlement Systems Act, 2007<\/b><span style=\"font-weight: 400;\"> and consider appropriate amendments.<\/span><\/p>\n<h2><b>Committee of Secretaries on Digital Payments<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Alongside the Watal Committee, the government also created another institutional mechanism to speed up the adoption of digital payments.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><b>Cabinet Secretariat constituted a Committee of Secretaries<\/b><span style=\"font-weight: 400;\"> under the chairmanship of the <\/span><b>CEO of NITI Aayog in November 2016<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Its broad objective was to identify and operationalise <\/span><b>user-friendly digital payment options<\/b><span style=\"font-weight: 400;\"> across different sectors of the economy within the shortest possible time. This committee focused more on <\/span><b>implementation and coordination<\/b><span style=\"font-weight: 400;\">, while the Watal Committee focused on the broader payment ecosystem and regulatory framework.<\/span><\/p>\n<h2><b>Committee of Chief Ministers on Digital Payments<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The <\/span><b>NITI Aayog constituted the Committee of Chief Ministers on Digital Payments in November 2016<\/b><span style=\"font-weight: 400;\">. It was headed by <\/span><b>Shri N. Chandrababu Naidu<\/b><span style=\"font-weight: 400;\">, then Chief Minister of Andhra Pradesh, as the <\/span><b>Convener<\/b><span style=\"font-weight: 400;\">. The committee was established to suggest measures that could help different sections of the population shift smoothly towards digital payments.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The committee also aimed to help India move towards <\/span><b>advanced digital payment systems comparable with global standards<\/b><span style=\"font-weight: 400;\">.
