To mark this milestone, the Commission is organising its <\/span><b>Centenary Celebrations<\/b><span style=\"font-weight: 400;\"> at <\/span><b>Bharat Mandapam, New Delhi, on October 1, 2026<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Prime Minister <\/span><b>Narendra Modi<\/b><span style=\"font-weight: 400;\"> is participating in the centenary celebrations and addressing the gathering. He is also scheduled to release a <\/span><b>UPSC Centenary Commemorative Coin, a Commemorative Stamp and a book titled \u201c100 Landmark Judgements \u2013 Shaping the Policies of UPSC and Public Service Commissions in India.\u201d<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The event marks <\/span><b>100 years since the establishment of the first Public Service Commission in India in 1926<\/b><span style=\"font-weight: 400;\">. The celebrations are also an opportunity to look at the institution&#8217;s historical journey, constitutional role and future reforms.<\/span><\/p>\n<h2><b>UPSC Completes 100 Years<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The first <\/span><b>Public Service Commission in India was established on October 1, 1926<\/b><span style=\"font-weight: 400;\">. Its establishment followed the provisions of the <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/government-of-india-act-1919\/\" target=\"_blank\"><b>Government of India Act, 1919<\/b><\/a><span style=\"font-weight: 400;\"> and the recommendations of the <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/lee-commission\/\" target=\"_blank\"><b>Lee Commission (1924)<\/b><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h2><b>What is the Union Public Service Commission?<\/b><\/h2>\n<p><b><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/union-public-service-commission-upsc\/\" target=\"_blank\">Union Public Service Commission<\/a> (UPSC)<\/b><span style=\"font-weight: 400;\"> is a constitutional body established under <\/span><b>Article 315 of the Indian Constitution<\/b><span style=\"font-weight: 400;\">. It conducts competitive examinations for recruitment to various <\/span><b>Central Government services and posts<\/b><span style=\"font-weight: 400;\">. It also advises the government on matters related to <\/span><b>recruitment, promotions, transfers and disciplinary actions<\/b><span style=\"font-weight: 400;\">. The Commission aims to ensure <\/span><b>merit-based, fair and impartial recruitment<\/b><span style=\"font-weight: 400;\"> to public services.\u00a0<\/span><\/p>\n<h2><b>History of UPSC<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The history of the <\/span><b>Union Public Service Commission (UPSC)<\/b><span style=\"font-weight: 400;\"> is closely linked with the evolution of merit-based recruitment to public services in India. Its institutional journey began during the British period and gradually developed into an independent constitutional body after India became a Republic.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1855 \u2013 Beginning of Competitive Recruitment:<\/b><span style=\"font-weight: 400;\"> The system of competitive recruitment to the <\/span><b>Indian Civil Service (ICS)<\/b><span style=\"font-weight: 400;\"> was introduced in 1855, replacing the earlier system of nomination by the East India Company. Initially, the examination was conducted in London, which made it difficult for Indians to participate.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1919 \u2013 Government of India Act:<\/b><span style=\"font-weight: 400;\"> The <\/span><b>Government of India Act, 1919<\/b><span style=\"font-weight: 400;\"> provided for the establishment of a Public Service Commission. Section 96C envisaged a body that would deal with matters related to the recruitment and control of public services in India. However, the Commission was not immediately established.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1924 \u2013 Lee Commission:<\/b><span style=\"font-weight: 400;\"> The <\/span><b>Royal Commission on the Superior Civil Services in India<\/b><span style=\"font-weight: 400;\">, headed by <\/span><b>Lord Lee<\/b><span style=\"font-weight: 400;\">, submitted its report in 1924. It strongly recommended the early establishment of a statutory Public Service Commission in India.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1926 \u2013 First Public Service Commission:<\/b><span style=\"font-weight: 400;\"> On <\/span><b>1 October 1926<\/b><span style=\"font-weight: 400;\">, the first <\/span><b>Public Service Commission<\/b><span style=\"font-weight: 400;\"> was established in India. <\/span><b>Sir Ross Barker<\/b><span style=\"font-weight: 400;\"> became its first Chairman. The Commission initially had limited advisory powers and was mainly consulted on matters relating to recruitment and public services.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1926 \u2013 Initial Structure:<\/b><span style=\"font-weight: 400;\"> The Commission consisted of a <\/span><b>Chairman and four Members<\/b><span style=\"font-weight: 400;\">. It was initially located at <\/span><b>Metcalfe House in Delhi<\/b><span style=\"font-weight: 400;\">. Its functions were governed by the <\/span><b>Public Service Commission (Functions) Rules, 1926<\/b><span style=\"font-weight: 400;\">, framed under the Government of India Act, 1919.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1935 \u2013 Government of India Act:<\/b><span style=\"font-weight: 400;\"> The <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/government-of-india-act-1935\/\" target=\"_blank\"><b>Government of India Act, 1935<\/b><\/a><span style=\"font-weight: 400;\"> provided a broader framework for public service commissions and strengthened the institutional arrangement for recruitment to public services.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1937 \u2013 Federal Public Service Commission:<\/b><span style=\"font-weight: 400;\"> On <\/span><b>1 April 1937<\/b><span style=\"font-weight: 400;\">, the Public Service Commission was renamed the <\/span><b>Federal Public Service Commission<\/b><span style=\"font-weight: 400;\"> under the Government of India Act, 1935. Its role expanded as the system of public service recruitment developed.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1938 \u2013 Combined Competitive Examinations:<\/b><span style=\"font-weight: 400;\"> Combined competitive examinations were introduced for several services, marking an important step towards a unified recruitment system for multiple public services.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1947 \u2013 Independence:<\/b><span style=\"font-weight: 400;\"> After India became independent, the Federal Public Service Commission continued its recruitment-related responsibilities during the transition to the new administrative system. <\/span><b>H.K. Kripalani<\/b><span style=\"font-weight: 400;\"> became the first Indian Chairman of the Commission. The first examination after Independence was held in December 1947, with the <\/span><b>ICS gradually giving way to the Indian Administrative Service (IAS)<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1950 \u2013 Constitutional Status:<\/b><span style=\"font-weight: 400;\"> With the Constitution coming into force on <\/span><b>26 January 1950<\/b><span style=\"font-weight: 400;\">, the Federal Public Service Commission became the <\/span><b>Union Public Service Commission<\/b><span style=\"font-weight: 400;\">. It was given constitutional status under <\/span><b>Part XIV of the Constitution<\/b><span style=\"font-weight: 400;\">, covering <\/span><b>Articles 315 to 323<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1950\u201351 \u2013 Recruitment to All-India Services:<\/b><span style=\"font-weight: 400;\"> The Commission conducted regular recruitment to the newly established All-India Services. In the first recruitment under the constitutional framework, <\/span><b>29 candidates were recommended for the IAS and 31 for the IPS<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1966\u201367 \u2013 Indian Forest Service:<\/b><span style=\"font-weight: 400;\"> The <\/span><b>Indian Forest Service (IFoS)<\/b><span style=\"font-weight: 400;\"> became the third All India Service in 1966, with the first selection taking place in 1967.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1976 \u2013 <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/kothari-commission\/\" target=\"_blank\">Kothari Committee<\/a>:<\/b><span style=\"font-weight: 400;\"> The <\/span><b>D.S. Kothari Committee<\/b><span style=\"font-weight: 400;\"> recommended changes in the examination system, including a three-stage structure. This became an important step in the later development of the Civil Services Examination.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1978\u201379 \u2013 Modern Examination System:<\/b><span style=\"font-weight: 400;\"> The Commission began using computers for processing applications, answer sheets and records in 1978. In <\/span><b>1979<\/b><span style=\"font-weight: 400;\">, the three-stage examination system comprising <\/span><b>Preliminary Examination, Main Examination and Interview<\/b><span style=\"font-weight: 400;\"> was introduced.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>2025\u201326 \u2013 Centenary Year:<\/b><span style=\"font-weight: 400;\"> The Commission began its <\/span><b>Centenary Year celebrations on 1 October 2025<\/b><span style=\"font-weight: 400;\">, marking 100 years since the establishment of the first Public Service Commission in 1926. The celebrations continued until <\/span><b>1 October 2026<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>2026 \u2013 Completion of 100 Years:<\/b><span style=\"font-weight: 400;\"> On <\/span><b>1 October 2026<\/b><span style=\"font-weight: 400;\">, the Commission completes <\/span><b>100 years of its institutional journey<\/b><span style=\"font-weight: 400;\">.
