Jaishankar\u2019s participation in the SCO Heads of Government meeting in Pakistan in October 2024.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India\u2019s participation illustrates the distinction between bilateral relations and multilateral institutional commitments. Prime Minister Modi has not visited Pakistan since <\/span><b>2015<\/b><span style=\"font-weight: 400;\">, while India had earlier boycotted the SAARC summit scheduled in Pakistan.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The SCO meetings could consequently serve as an institutional channel through which the feasibility of higher-level engagement can be assessed.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Limited Engagement Amid Wider Geopolitical Uncertainty<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">The India-Pakistan relationship is also being shaped by developments beyond South Asia.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The Russia-Ukraine conflict and the US-Iran conflict have consumed considerable international diplomatic attention.
