{"id":12732,"date":"2023-07-02T06:44:18","date_gmt":"2023-07-02T01:14:18","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=12732"},"modified":"2025-04-01T21:14:39","modified_gmt":"2025-04-01T15:44:39","slug":"crop-residue-management","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/crop-residue-management\/","title":{"rendered":"Crop Residue Management"},"content":{"rendered":"<h2><strong>About Crop Residue Management guidelines:<\/strong><\/h2>\n<p>&nbsp;<\/p>\n<ul>\n<li>As per the revised guidelines, techno-commercial pilot projects for Paddy Straw Supply Chain will be established under the <strong>bilateral agreement between the Beneficiary\/Aggregator and Industries <\/strong>utilizing the paddy straw.<\/li>\n<li><strong>The beneficiary or aggregator<\/strong> can be <strong>Farmers, rural entrepreneurs<\/strong>, Cooperative Societies of Farmers, <strong>Farmers Producer Organizations (FPOs) and Panchayats<\/strong>.<\/li>\n<li><strong>The govt. shall<\/strong> <strong>provide<\/strong> financial assistance on the <strong>capital cost of machinery and equipment.<\/strong><\/li>\n<li>Project proposal-based <strong>financial assistance will be extended for<\/strong> machines and equipment <strong>such as higher HP tractors, cutters, tedder<\/strong>, medium to large balers, rakers, loaders, grabbers and tele-handlers.<\/li>\n<li><strong>State Government<\/strong>s shall approve these projects through <strong>project sanctioning committee.<\/strong><\/li>\n<li><strong>Funding pattern:<\/strong>\n<ul>\n<li>The <strong>Centre and state governments<\/strong> will jointly provide financial <strong>support of 65 per cent<\/strong> of the project cost, while the industry as primary promoter of the project will contribute 25 per cent.<\/li>\n<li>The <strong>remaining 10% <\/strong>will be contributed by <strong>beneficiary or aggregator.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>The land for storage<\/strong> of the collected paddy straw will be arranged and prepared by the beneficiary as may be guided by the end use industry.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3>The Outcomes of the above interventions are:<\/h3>\n<ul>\n<li><strong>Supplementing in-situ options:<\/strong> The initiative will complement the ongoing efforts for paddy straw management through in-situ methods.<\/li>\n<li><strong>Reduction in stubble burning:<\/strong> It is estimated that during the three-year duration of the interventions, approximately 1.5 million MT of surplus paddy straw will be collected, which would have otherwise been burnt in the fields.<\/li>\n<li><strong>Creation of biomass collection depots:<\/strong> Around 333 biomass collection depots with a capacity of 4,500 MT will be established in the states of Punjab, Haryana,<a href=\"https:\/\/krishijagran.com\/agriculture-world\/uttar-pradesh-govt-plans-to-double-farmers-income-through-panchamrut-yojana\/\" target=\"_blank\" rel=\"nofollow noopener\"> Uttar Pradesh<\/a>, and Madhya Pradesh.<\/li>\n<li><strong>Reduced air pollution:<\/strong> The project will significantly contribute to reducing air pollution caused by stubble burning, leading to cleaner and healthier environments.<\/li>\n<li><strong>Job creation:<\/strong> The interventions are expected to generate employment opportunities for approximately 900,000 man-days.<\/li>\n<li><strong>Encouraging a robust supply chain:<\/strong> The establishment of a paddy straw supply chain will facilitate its availability for various end-uses such as power generation, heat generation, bio-CNG, etc., by power\/bio-CNG\/bio-ethanol producers.<\/li>\n<li><strong>Stimulating investments:<\/strong> The development of a supply chain will attract new investments in the biomass-to-biofuel and energy sectors.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<hr \/>\n<h3>Q1) What is Farmers Producer Organizations?<\/h3>\n<p>Farmers Producer Organizations (FPOs) are entities formed by farmers to collectively engage in agricultural production, processing, marketing, and other related activities.
