It looked at how India could involve the private sector, improve defence acquisition and build greater domestic capability in the production of defence equipment. Its recommendations later contributed to important changes in India\u2019s defence procurement framework.<\/span><\/p>\n<h2><b>About the Dhirendra Singh Committee<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The <\/span><b>Dhirendra Singh Committee<\/b><span style=\"font-weight: 400;\"> was <\/span><b>constituted by the Ministry of Defence<\/b><span style=\"font-weight: 400;\"> to recommend reforms in India\u2019s defence procurement system and promote Make in India in defence manufacturing.\u00a0\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" the Dhirendra Singh Committee<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Dhirendra Singh Committee recommendations sought to reform defence procurement while using procurement policy to create stronger domestic defence manufacturing capabilities.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Strategic Partnership Model: <\/b><span style=\"font-weight: 400;\">Select capable Indian private companies as long-term partners for developing and manufacturing major defence platforms such as aircraft, warships, submarines and armoured vehicles.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Three Partnership Models:<\/b><span style=\"font-weight: 400;\"> Use Strategic Partnership for critical defence areas, Developmental Partnership for projects requiring significant indigenous design and development, and Competitive Partnership where competition among companies is more suitable.<\/span><\/li>\n<li style=\"font-weight: 400;\"> Identify indigenous development projects well in advance because developing and producing new defence equipment requires considerable time.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Wider Participation in \u2018Make\u2019 Projects:<\/b><span style=\"font-weight: 400;\"> Allow capable private companies and Micro, Small and Medium Enterprises (MSMEs) to participate in projects involving indigenous design and development.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Higher Indigenous Content: <\/b><span style=\"font-weight: 400;\">Increase the share of Indian design, technology, components and manufacturing in defence equipment so that Make in India results in genuine domestic capability rather than only assembly of imported systems.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Flexible Indigenous-Content Requirements:<\/b><span style=\"font-weight: 400;\"> Set different indigenous-content requirements depending on the technological capability available within Indian industry instead of applying the same requirement to every defence product.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Reform Single-Vendor Procurement:<\/b><span style=\"font-weight: 400;\"> Do not automatically cancel a procurement when only one technically qualified vendor remains, particularly when the requirement involves specialised equipment with naturally limited suppliers.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Greater Access to Defence Infrastructure: <\/b><span style=\"font-weight: 400;\">Allow private industry greater access to government research, testing and proof-firing facilities so that companies can develop and test defence products without having to create all infrastructure independently.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Defence Manufacturing Skill Development: <\/b><span style=\"font-weight: 400;\">Establish a Defence Manufacturing Sector Skill Council and promote internships, training programmes and specialised facilities to develop skilled manpower for the defence industry.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Financial and Tax Support: <\/b><span style=\"font-weight: 400;\">Provide appropriate financial and tax incentives for Singh Committee lies in its attempt to make defence procurement a means of building long-term indigenous defence capabilities.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Strategic Partnership Framework:<\/b><span style=\"font-weight: 400;\"> Its Strategic Partnership Model created a framework for developing capable Indian private companies as long-term partners in critical defence sectors.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Private Sector Integration:<\/b><span style=\"font-weight: 400;\"> It helped expand the role of the private sector from being mainly a supplier to becoming a <\/span><b>producer and system integrator<\/b><span style=\"font-weight: 400;\"> in defence manufacturing.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Procurement Linked to Indigenisation:<\/b><span style=\"font-weight: 400;\"> It sought to use government defence orders to encourage <\/span><b>Indian design, development and manufacturing<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Long-Term Industry Planning:<\/b><span style=\"font-weight: 400;\"> Its emphasis on sharing future military requirements gave Indian industry greater visibility for <\/span><b>investment and capacity creation<\/b><span style=\"font-weight: for DPP 2016:<\/b><span style=\"font-weight: 400;\"> The Government stated that the Committee\u2019s <\/span><b>43 recommendations were suitably factored into DPP 2016<\/b><span style=\"font-weight: 400;\">, making it an important step in the evolution of India\u2019s defence procurement policy.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Defence Self-Reliance:<\/b><span style=\"font-weight: 400;\"> It provided a policy basis for reducing excessive dependence on imports by developing domestic capabilities in design, production and technology.<\/span><\/li>\n<\/ul>\n<h2><b>Dhirendra Singh Committee and Later Defence Procurement Reforms<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Committee\u2019s recommendations were subsequently reflected in changes to India\u2019s defence procurement framework.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>DPP 2016:<\/b><span style=\"font-weight: 400;\"> The Government stated that the Committee\u2019s 43 recommendations were suitably incorporated into the Defence Procurement Procedure (DPP) 2016.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Strategic Partnership Policy:<\/b><span style=\"font-weight: 400;\"> The Strategic Partnership Model was incorporated into DPP 2016 as <\/span><b>Chapter VII<\/b><span style=\"font-weight: 400;\">in 2017.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>V.K. Aatre Task Force:<\/b><span style=\"font-weight: 400;\"> A task force headed by <\/span><b>V.K.
