With 628 such villages reported along the Line of Actual Control (LAC), their development has become an important aspect of the evolving India-China border situation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Their presence has <\/span><b>implications for China\u2019s territorial claims, frontier infrastructure and border management, particularly in areas opposite Arunachal Pradesh<\/b><span style=\"font-weight: 400;\">, while also highlighting the need for India to strengthen border connectivity, local communities and strategic preparedness.<\/span><\/p>\n<h2><b>What are Xiaokang Villages?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Xiaokang is a Chinese term meaning <\/span><b>\u201cmoderately prosperous\u201d or \u201cwell-off.\u201d<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Xiaokang villages<\/b><span style=\"font-weight: 400;\"> are<\/span><b> modernised settlements developed by China<\/b><span style=\"font-weight: 400;\"> in remote frontier areas, particularly in the <\/span><b>Tibet Autonomous Region (TAR).<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">They include housing, roads, electricity, telecommunications and other basic infrastructure.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Many settlements have been developed close to China&#8217;s disputed or sensitive borders.<\/span><\/li>\n<\/ul>\n<h2><b>Why are Xiaokang Villages a Concern for India?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The concern is not the existence of villages itself, but their location in contested areas and their potential to alter the strategic and demographic environment along the LAC.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Entrenching territorial claims:<\/b><span style=\"font-weight: 400;\"> Permanent settlements can strengthen China&#8217;s administrative and physical presence in areas where India contests its territorial claims.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Changing the status quo: <\/b><span style=\"font-weight: 400;\">Continued construction and habitation can create facts on the ground, making an already disputed boundary more difficult to manage.<\/span><\/li>\n<li style=\"font-weight: 400;\" areas can give China a stronger human presence in regions where India also seeks to retain border communities.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Infrastructure asymmetry: <\/b><span style=\"font-weight: 400;\">Faster connectivity across the Chinese side can widen the logistical gap in difficult Himalayan terrain, where road access directly affects border management and military mobility.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Greater surveillance burden:<\/b><span style=\"font-weight: 400;\"> A more connected and inhabited frontier requires India to maintain continuous monitoring and preparedness across a wider and more active border environment.<\/span><\/li>\n<\/ul>\n<h2><b>India\u2019s Response<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">India has increasingly adopted a development-plus-security approach to its northern borders.<\/span><\/p>\n<h3><b>Vibrant Villages Programme<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The <\/span><b>Vibrant Villages Programme (VVP)<\/b><span style=\"font-weight: 400;\"> seeks to improve living conditions and economic opportunities in India&#8217;s border villages.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">VVP-I covers 662 villages in 46 blocks across Arunachal Pradesh, Himachal Pradesh, Sikkim, Uttarakhand and Ladakh.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It focuses on roads, electricity, telecommunications, livelihoods, tourism and essential services.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The programme seeks to reduce outmigration from strategically important border villages.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It treats population retention as an important component of border security.<\/span><\/li>\n<\/ul>\n<h3><b>Vibrant Villages Programme-II<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">India has expanded this approach through <strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/vibrant-villages-programme-ii\/\" target=\"_blank\">Vibrant Villages Programme-II<\/a><\/strong> (VVP-II).<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">VVP-II has an outlay of \u20b96,839 crore for 2024-25 to 2028-29.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It covers 1,954 villages along India&#8217;s international land borders, excluding villages covered under VVP-I.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The programme seeks to combine border development with stronger integration of frontier communities.<\/span><\/li>\n<\/ul>\n<h3><b>Border Infrastructure<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">India is simultaneously improving strategic connectivity through the <strong><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/border-roads-organisation-bro\/\" target=\"_blank\">Border Roads Organisation<\/a><\/strong> (BRO).<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Strategic roads and bridges improve troop mobility and civilian connectivity in remote border areas.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Sela Tunnel provides all-weather connectivity towards Tawang and improves access to the strategically important region.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Improved connectivity reduces the logistical disadvantages created by difficult Himalayan terrain.<\/span><\/li>\n<\/ul>\n<h3><b>Arunachal Frontier Highway<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">The Frontier Highway (NH-913) is planned to improve connectivity along the frontier areas of Arunachal Pradesh.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The proposed highway is expected to improve access to remote border areas.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It can facilitate the movement of people, goods and security forces.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Better connectivity can help address population outmigration from remote frontier regions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The project therefore has both developmental and strategic significance.<\/span><\/li>\n<\/ul>\n<h2><b>Challenges for India<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Despite these initiatives, developing and securing the Himalayan frontier remains difficult because of geographical, economic and logistical constraints.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Difficult terrain:<\/b><span style=\"font-weight: 400;\"> Steep mountains and fragile terrain make construction and maintenance difficult.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Extreme weather:<\/b><span style=\"font-weight: 400;\"> Snowfall, landslides and flash floods can disrupt roads and communication networks.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Population outmigration:<\/b><span style=\"font-weight: 400;\"> Limited employment opportunities can encourage people to leave remote border villages.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Infrastructure gap:<\/b><span style=\"font-weight: 400;\"> China has developed extensive connectivity and settlements across Tibet.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>High construction costs:<\/b><span style=\"font-weight: 400;\"> Infrastructure development in high-altitude areas requires substantial financial and logistical resources.<\/span><\/li>\n<\/ul>\n<h1><b>Way Forward<\/b><\/h1>\n<p><span style=\"font-weight: 400;\">India needs to combine military preparedness with strong civilian presence and sustainable border development.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Strengthen border communities through employment, healthcare, education and livelihood opportunities.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Build resilient infrastructure capable of functioning under extreme Himalayan conditions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Expand technological surveillance through satellites, drones, sensors and secure communication systems.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Integrate civilian and military planning so that infrastructure serves both development and strategic mobility.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reduce population outmigration by creating viable economic opportunities in frontier villages.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Maintain diplomatic engagement with China alongside military preparedness and infrastructure
