style=\"text-align: justify;\"><span style=\"font-weight: 400;\">With just over two months remaining before CORSIA\u2019s mandatory phase kicks in, India is yet to finalise a comprehensive national Sustainable Aviation Fuel (SAF) policy. <\/span><\/p>\n<h2><b>About Carbon Offsetting and Reduction Scheme for International Aviation\u00a0<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It is a <\/span><b>global market-based mechanism<\/b><span style=\"font-weight: 400;\"> to <\/span><b>reduce carbon emissions from international flights.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It was <\/span><b>adopted <\/b><span style=\"font-weight: 400;\">by the <\/span><b>International Civil Aviation Organization (ICAO) <\/b><span style=\"font-weight: 400;\">in <\/span><b>2016<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It is the<\/span><b> first global market-based measure for any industry sector.\u00a0\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Under CORSIA, <\/span><b>airlines compensate for their international flight\u2019s CO\u2082 emission<\/b><span style=\"font-weight: 400;\">s by <\/span><b>purchasing carbon offsets.\u00a0<\/b>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">A carbon offset is a credit for carbon reductions made by one party that can be purchased to compensate for the emissions generated by another party.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Under CORSIA, <\/span><b>airlines operating international flights between participating states<\/b><span style=\"font-weight: 400;\"> must <\/span><b>monitor, report, and verify (MRV) their CO\u2082 emissions<\/b><span style=\"font-weight: 400;\">, and <\/span><b>purchase eligible emissions units (&#8220;offsets&#8221;) to compensate for growth in emissions above an established baseline.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Originally the baseline was set as the average of 2019 and 2020 emissions, but in 2020 the <\/span><b>ICAO Council adjusted<\/b><span style=\"font-weight: 400;\"> the <\/span><b>baseline to 2019-only levels<\/b><span style=\"font-weight: 400;\"> to prevent the COVID-19 collapse in air travel from making the scheme unduly stringent.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">CORSIA <\/span><b>only applies to international flights.<\/b> <b>Domestic emissions fall under<\/b><span style=\"font-weight: 400;\"> the scope of the <\/span><b>UNFCCC <\/b><span style=\"font-weight: 400;\">and are <\/span><b>covered by the Paris Agreement.\u00a0\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The scheme<\/span><b> runs in phases:<\/b>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">A <\/span><b>pilot phase (2021\u20132023)<\/b><span style=\"font-weight: 400;\"> and <\/span><b>first phase (2024\u20132026), both voluntary,<\/b><span style=\"font-weight: 400;\"> in which roughly 120+ states have volunteered.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">A <\/span><b>mandatory phase (2027-2035), covering all ICAO member states except those exempted <\/b><span style=\"font-weight: 400;\">(<\/span><b>least developed countries, small island developing states<\/b><span style=\"font-weight: 400;\">, landlocked developing countries, and<\/span><b> states with very small <\/b><span style=\"font-weight: 400;\">shares of <\/span><b>international aviation activity<\/b><span style=\"font-weight: 400;\">).<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Compliance reports covering 2024\u20112026 emissions are due to national authorities by 31\u202fJanuary\u202f2028.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Environmental Integrity:\u00a0<\/b>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: <\/span><b>offsets <\/b><span style=\"font-weight: 400;\">can be<\/span><b> sourced from various types of activities,<\/b><span style=\"font-weight: 400;\"> including, for example, the <\/span><b>deployment of renewable energy, clean cooking technologies, <\/b><span style=\"font-weight: 400;\">methane capture, forestry, and other emissions-reducing projects.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">To ensure the environmental integrity of CORSIA, the<\/span><b> ICAO Council periodically approves a list of programs that can supply
